SUBJECT: Resolution Authorizing the City Manager, Finance. Director, Accounting
Manager, Commercial Services Manager or:Accountarit'to Execute and File an
Application for Financial Assistance with the California Emergency Management
Agency for the Purpose of Obtaining Certain Financial Assistance Under P.L. 93-
288 as Amended bythe Robert T. Stafford Disaster Relief and Emergency
Assistance Act of 1988 and /or State Financial' Assistance Under the Natural
Disaster Assistance Act.
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution authorizing the City
Manager, Finance Director, Accounting, Manager, Commercial Services Manager or Accountant
' to execute and file an application for financial assistance with the California Emergency
Management Agency for the purpose of obtaining certain financial assistance under P.L. 93 -288
as amended by the Robert T.. Stafford Disaster Relief and Emergency Assistance Act of 1988
and /or State financial assistance under the Natural 'Disaster. Assistance Act.
BACKGROUND
During the winter storms of December 2005 and January 2006, the City of Petaluma incurred
flooding which required activation of the Emergency Operations Center in' order to provide
support to City operations in the field. Attached Resolution No. 2009 -154 N.C.S., previously
approved by the City Council on September 21, 2009, authorized the City Manager, Finance
Director, Accounting Manager, or Commercial Services Manager to execute for and on behalf of
the City of Petaluma, applications to the California Emergency Management Agency /CaIEMA
(formerly Office of Emergency Services) for the purpose of obtaining certain federal financial
assistance through the Federal Emergency Management Agency (FEMA). Recent changes at
FEMA have resulted.in a requirement for routine correspondence: to be signed by an authorized
agent. This action calls for the addition of Accountant as'an 'authorized agent. It is
recommended' to update the City's agent designation to better reflect actual work assignments
and the City's current organizational structure.

DISCUSSION
Because Finance Department accounting staff is often involved in producing financial
documentation to be submitted to FEMA for cost reimbursement or other financial matters, it is
beneficial to update the City's agent des gnation.to include Accountant. This resolution title is
dictated by FEMA requirements. The Accountant will not "f le an application ", but with the
passage of this resolution, will be a'bl'e to submit or request information -directly to /from FEMA,
rather than through our consultant. - Therefore, it is recommended that Accountant be added to
the City's designation of authorized agents.

ACCOUNTANT TO EXECUTE AND FILE AN APPLICATION FOR FINANCIAL
ASSISTANCE WITH THE CALIFORNIA EMERGENCY MANAGEMENT AGENCY
FOR THE PURPOSE OE OBTAINING CERTAIN FINANCIAL ASSISTANCE UNDER
P.L. 93 -288 AS AMENDED' BY THE ROBERT T. STAFFORD; DISASTER RELIEF AND
EMERGENCY ASSISTANCE ACT OF 4988' AND /OR STATE, FINANCIAL
ASSISTANCE UNDER THE NATURAL DISASTER ASSISTANCE ACT
WHEREAS, the City Council of the City of Petaluma adopted Resolution 2009 -154
N.C.S., authorizing the City Manager, Finance Director; Accounting Manager, or Commercial
Services Manager, on behalf of°the City of Petaluma, to execute and file an application with
California Emergency Management Agency /CglEMA (formerly Office of Emergency
Services /OES) for the purpose. of obtaining certain financial °assistance; and
WHAREAS, the Accounting Manager position has been vacant; and
WHEREAS, becausejhe� Finance Department is often ``involved in producing financial
documentation to be submitted to FE'MA for cost reimbursement or other financial matters, it is
beneficial to update the City's agent designation to include Accountant; and
WHEREAS, this resolution Will repeal Resolution No. 2009 -154 N.C.S.
NOW, THEREFORE, BE IT RESOLVED that:
I.' The City Manager, Finance Director, Accounting Manager; Commercial Services
Manager or Accountant are hereby authorized to execute an application for and on behalf of the
City of Petaluma, California, - a municipal corporation established under the laws. of the State of
California, and to file it in the Office of California Emergency Management Agency for the
purpose of'obtaining certain federal financial assistance under RL. 93- 288, as amended by the
Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and /or state financial
