Resolution Approving the Project Budget and. Authorizing Award of Contract for
the Ellis Creek Water Recycling Facility Site Access Improvements Project.
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution approving the project
budget and authorizing award'of contract for the Ellis. Creek Wat`er;;;Recycling Facility Site
Access Improvements; Project to Benchmark Civil Construction.
r BACKGROUND
The Ellis Creek Water Rec
ycling Facility ( "Ellis Creek WRF") Site Access 'Improvements
Project involves installing an 1:8- inch,thickgravel surface to be used as an emergency access to
Lakeville Highway, a gate,at'the'entrance to thearriphitheater trail to prevent unauthorized
vehicles from entering .the,trail, and; a reinforced concrete +slab at ;the sludge trailer parking area
to support heavy trailer loads; of biosolids (now parked on asphalt not designed to handle the
parking load). Water 'B ds was ices & Conse rvation. Department staff prepared the bid documents,
and a Notice Inviting February.28, 2011.:Six (6) bids were received on '

DISCUSSION
As we continue to fine tune operations;at the Water Recycling Facility, we have been able to
identify operational issues with thefacility. These are, addressed as they present
themselves, depending, on :their operational priority. This project. addresses emergency access to
the site, an appropriate storage space for trailers; and trail access to the site. This project directly
addresses two main access issues :, one, or emergency equipment access to the site given it has
only one entrance; and two that we cannot currently advise the public when the trail between
Shollenberger and the Water Recycling, Facility`is closed. for maintenance activities.
Staff recommends authorizing the City Manager to enter into a contract with the low bidder,
Benchmark Civil Con provide site improvements at the Ellis Creek Water
Recycling Facility.

*$15,000 is a general minimum for contingency for construction °work of this,nature. The placement of
rock material on native soils presents the project with a sighificant,unknown.in terms of loading
performance. The $15,000 which roughly represents additional crews, equipment, and to a lesser degree
materials is precautionary and' may not be utilized unless it'is;necessary. , .
The. estimated total cost, including planning,, design, construction, administration, inspection,
testing, and project contingency is $62,979. The project is funded by Ellis Creek Water
Recycling Facility Capital funds ( 6600- 66999= 54140- C00500402) in.the amount of $62,979.
