Summary 'Statement
The Petaluma Marina is badly in. need, of dredging. The last dredging project took place in 1997 and only
covered a portion of the Marina. All appropriate permits have been. secured and the project put out to bid.
Six firms bid on the project, with Eagle North America of Evans, Georgia, the low bidder at $276,935.89.
Recommended City Council'Action7Su2gested Motion
Recommend that the City Council: award the bid to dredge the Petaluma. Marina to Eagle North America of
Evans, Georgia for the: bid price of $276,935.89, and authorize the appropriation of an additional $42
from Flood Mitigation Impact Fees to assist with project management, inspection and contingencies.

11 The Petaluma Marina is currently in need of dredging. The project dredge the Marina has
12 been put out to bid, with six° firms responding. Eagle North America came in with the low bid of
13 $276935.89. Staff is recommending that Eagle North °Americabe awarded the contract to dredge
14 the Marina based on their low bid (and the strong recommendations staff has received from past
15 clients.

19 The ''Petaluma Marina was constructed in 1989 ;and has had only a partial, dredgingg in 1997.
20 Currently the Marina has heavy sediment buildup under all docks and At the mouth of the
21 Marina. At most low tides, sail's boats cannot enter or leave the Marina. This also pertains to
22 larger, power , craft.
23 Thep 'ectwas' originally,put out to <bid in the fall of 1993, with one firm responding. Dutra
24 Dredging provided" a.bid of $ T,198 882.00. At their meeting of October 27, 2003 the City
25 Council rejected the bid at the request of staff.' 'Staffchecked:withe number of firms who
0 indicated that due to the window of opportunity established by'Fish and Game and'Fish and
Wildlife, there was not enough time to coordinate and' implement a dredging project.
28 Staff re -bid the dredging. project this spring and had six;�firms respond. Bids receivedwere as

38 Staff checked references tand received good reports about Eagle North America., 7a nation wide
39 firm. They are currently involved with a.dredgingproject;in the Los Angeles area. They will
40 schedule the Petaluma project, either after they conclude or after a phase of the Los Angeles
41 project.
42 As is the practice; 'dredging'firms handle a number of projects on the .west coast, often scheduling
43 multiple projects: based. on their locations .and the proximity of their equipment.
44 The prime reason,Eagle North America is able to bid so low is due to the fact that they have a
45 smaller dredge than most companies. With the smaller dredge, Eagle North America is better
46. able to dredge .smaller marinas (i.e. under docks and in tight .confined spaces) such. as found in
47 Petaluma. Most dredging companies bring in two; dredges, a smaller one to work underthe.
docks, and ,.a larger unit'to work open water areas and to pump the spoils to the'Shollenberger
Disposal Site; thus `increasing their overhead.
50 Perthe permit with the Army Corps of Engineers, dredging may commence July I",.and must be
51 concluded by- October. 15*.

9 The low bid for the Marina Project was $276 ; 935.89. Currentlythere 1'S.$273,000 budgeted for
10 the.Marina Dredge Project. Staff recommends appropriating an additional $42,000 to cover
11 contingencies, inspections and project management. Total recommended project amount is
12 $315,000.

14 Due to the nature of the dredging project; uncertainties will crop up as the work proceeds. Heavy
15. rip-rap from the bank could.adverselv'impact dredging operations, or additional amounts of'silt
16 may need: to be removed. Additionally, required Army Corps of Engineers reports must be filed
17 as the project progresses, as well as reports'with other regulatory agencies.'This phase, of the
18 work will be handled by a project inspectorwho is also an engineer familiar with. the, project.
19 This same engineer "handled the last marina dredging, project.

22 5. CONCLUSION
23 The need to dredge the, Petaluma Manna Lis critical, since a number of boats are marooned during
24 low tides &responsible low bidder has provided a competitive price and is ready and able to go
25 to work.:
26 Without dredging, the marina, customers will be forced to go elsewhere, and in some cases
27 already have._

29 6.. OUTCOMES. OR PERFO MEASUREMENTS THAT WILL IDENTIFY `SUCCESS OR
30 COMPLETION:
31 Marina dredging will be scheduled and' started as soon as convenient for both the City and the
32 contractor. The City will have a project inspector on hand to ensure that the project meets all
33 Army Corps of Engineer criteria, and that the project is completed within the fish window of
34 July 1 to October'15, 2004.

37 7. RECOMMENDATION'
38 Staff recommends that the project to dredge the Petaluma. Marina be awarded to Eagle North.
3.9 America..of Evans,,, Georgia, and that an additional, $42,000 be allocated,from Flood Mitigation
40 Impact Fees to, cover contingencies, project management and inspection.

14 WH ERE A S, the City of Petaluma owns the Petaluma Marina, located on the
15 Petaluma River, and

17 WHEREUS, the Petaluma Marina is badly in need of maintenance dredging
18 of the harbor due to the buildup of silt which hampers the ability of
19 boaters to operate and. moor their craft, and

21 VM EREA S, the City of Petaluma has. advertised, and bid the project to

35 does hereby award the project to dredge the Petaluma Marina to the firm of

37 authorizes an - additionall appropriation from Flood Mitigation Fees in the
38 amount off$42�000. for the project, and authorize - the City Manager to execute
0 the construction contract, subject to review and approval of all required
4o documents, insurance certificates and bonds by the Ci Attorney.
