C500405 EXECUTIVE SUMMARY The City'received eleven (I r) bids' for the 2004 Oxidation Pond Dike Repair Project ranging from $216,923 to $288,842 on June 24, 2004. The project 'involves repairing the erosion to the dike /levy at Pond 2. 2. BACKGROUND Approximately 163 acres of oxidation ponds are utilized to store recycled wastewater for irrigation programs during-the, summer months. Pond 2 requires repair to the dikellevydue to erosion. The repair . involves placing and compactithe dike material, and adding riprap'for erosion protection (see Exhibit A for location map) ng. The Department of Water Resources and Conservation prepared the plans and specifications for this project. The Notice Inviting�Bids was issued on June 1, 2004. Bids were received and opened ort June 24, 2004. With a bid of $21,6,923.3;8, the apparent low bidder pis Goebel Paving, Grading & Underground, Inc. This bid, amountis below °the'engineer's estimate of $505,000. Goebel satisfactorily • completed two similar°;projects for the City of Petaluma in the past. Staff verified that Goebel possesses a valid Class A California Contractor's license, license.number 348449, expiration date May 31, 205, that qualifies Goebel to perform the work. ALTERNATIVES O 1. Award the contract to the low bidder 2. Reject all bids and re- advertise. 3. Take�no action 4. FINANCIAL , IMPACTS The following is the breakdown of the estimated costs: CONSTRUCTION CONTRACT (LOW BID) $216;923 ENGINEERING 1 ADMINISTRATION %INSPECTION /GEO- .TECI- NiCAL TESTING 21,000. PROJECT CONTINGENCY 32,000 ESTIMATED TOTAL COST 279 '923 The estimated total cost, including planning, design, construction, administration, inspection;, testing and project contingency is 5279,923. The project will be funded by the'Wastewater`Funds in the amount of $279;923. 5. CONCLUSION Following the award, the contractor will enter a contract with the City and submit the required contract documents, bonds and insurance. 6. OUTCOMES .OR PERFORMANCE MEASUREMENTS' THAT WILL IDENTIFY SUCCESS OR COMPLETION: Completion of the construction. 7. RE COMMENDATION : City Management recommends that the City Council adopt the resolution awarding.the contract. to the low bidder, Goebel Paving, Grading & Underground,, Inc., for '$216,923.38. The work is scheduled to begin in mid - August and is expected to be completed by the end of &ptember 2004. • 2 • 2 3 AWARDING A CONSTRUCTION CONTRACT FOR THE 2004 OXIDATION POND 4 DIKE REPAIR PROJECT 5 PROJECT NO. 0500405 6 7 WHEREAS, the dike at oxidation Pond 2 requires repair due to erosion; 8 9 WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California 10 Public Contract Code Section 20462 and other applicable law, the City of Petaluma solicited bids 11 for the Project; and 12 13 WHERAS, the engineer's estimate for the Project is $305,.000; and 14 15 WHEREAS, eleven (11) bids for the Project were received on June 24, 2004, and opened in 16 accordance with California Publi.c'Contract Code Section 4105.5 and other applicable law; and. 17 18 WHEREAS, the apparent low bid for the Project was submitted by Goebel Paving, Grading & 19 Undergrounding, Inc., in the amount of $216,923.38; and 20 21 WHEREAS, the City staff, has verified. that Goebel Paving, Grading & Underground, Inc. 22 possesses a valid California Contractor's license, Class .A,. license number 348449, expiration 23 date May 31, 2005, that qualifies Goebel to perform the Project; and 24 25 BE IT RESOLVED by the Petaluma City Council that: 26 1. The low bid is accepted; and 27 2. The contract is hereby awarded to Goebel Paving, Grading & Underground, Inc., the low 28 bidder, in the amount of $216,923.38. 29 3. This resolutionshall become effective immediately. 30 4: All portions of this resolution are severable: Should any individual component of this 31 resolution. be .adjudged to be invalid and unenforceable by a body of competent 32 jurisdiction, then the remaining resolution portions shall be and continue in full force and �33 effect, except as .to those resolution portions that have been adjudge invalid.
