Summary Statement Three members of Council have requested .discussion of a possible advisory
measure for the November 2004 ballot regarding the Rainier Cross Town Connector and Interchange
project.
A first draft of the proposed measure is attached.
Discussion, direction to staff, and. possible action to place the proposed advisory measure on the November
2004 ballot.

Advisory Measure ;Submitted to the Voters of the City of Petaluma
WHEREAS, the Rainier Cross=Town Connector and Interchange has, been included in the
General Plans of Petaluma from 19:61 through the present,and" has accordingly formed the
basis for much of the development that has occurred in Petaluma over the past four decades;
and
WHEREAS, the lack of an additional cross-town connector has created'intolerable traffic
congestion on the East Washington corridor, which can be expected to become worse with
further commercial develop m ente downtown and on the Kenilworth site; and
WHEREAS, planned improvements to the East Washington / Highway 1.01 interchange,
including a new northbound°on -ramp, while helpful, are not sufficient to provide the
congestion relief required; and
WHEREAS, a recent computerized traffic analysis concluded that a cross-to I wn connector
and interchange located. at ;Rainier would provide four times more traffic relief to the East
Washngton than_'would an interchange at_Corona Road; and
WHEREAS, the construction- costs of a Rainier Cross-Town Connector and Interchange are
estimated to be comparable to those of a Corona Interchange; and
WHEREAS, in 1994 Petaluma voters defeated, by a margin of 59% o to 41 %, an initiative
directing the City Council. to "fix Washington first" rather than build the Rainier Cross -Town
Connector and Interchange;: and
WHEREAS, in order to bring' closure to this long- running debate it is appropriate for the
voters of Petaluma to once again weigh in directly on the issue;
NOW,, THEREFORE, 'THE' PEOPLE OF THE CITY OF PETALUMA do strongly urge and
advise the Petaluma City Council to pursue the design, environmental analysis, funding and
construction *ofA cross -town connector and interchange connecting with the intersection of
Rainier Avenue and North McDowell Boulevard.
THE PEOPLE OF THE CITY 'OF PETALUMA,do further urge and advise the. City Council
to:
(1) Make appropriate designations of the Rainier Cross -Town Connector and
Interchange Project with the,Sonoma County Transportation Authority, the
Metropolitan Transportation Commission and CalTrans so that the project can
be coordinated with the -widening .of Highway 101;

(2) Expeditiously complete an,Envirorunental Impact Report for the
Rainier-Cross-Town Connector:and Interchange Project;
(3) Prepare a financing plan for the Rainier Cross -Town Connector and
Interchange Project that maximizes the contributions from property' owners
and businesses directly benefiting from the project via the use of Benefit
Assessment Districts and other appropriate mechanism's,
(4) Determine the precise footprint, of land needed for the Rainier Cross-
Town Connector and Interchange Project and take steps to preserve the
necessary right of way
(5), .Design the Rainier Cross-Town Connector and Interchange Project so as
to fully mitigate al_I floo.dirg impacts and to incorporate :appropriate bicycle
and pedestrian pathways.
