HomeMy WebLinkAboutAgenda Bill 5.B 05/16/2011DATE: May 116, 20.11 TO Honorable Mayor and Members of the City Council. through City Manager FROM: Pamela Tuft, -Interim Director, Department of Water Resources and Conservation SUBJECT;:- Presentation. and Public Hearing to Accept Comments on the City of Petaluma Urban Water Management Plan 2010 RECOMMENDATION It is recommended that the City Council receive the presentation .and conduct a Public Hearing to accept comments on the Cityof Petaluma Urban Water Management Plan 2010. BACKGROUND The City's Urban Water ManagementPlan.(Plan) has been:prepared'in accordance with the Urban Water Management Planning Act (Act). The Act is defired'by California Water Code, Division 6, Part 2.6 and Sections 10610 through 10657. The became part of the California Water Code with the passage, of Assembly ssa " Bill' 797 during the. ;1983 -1984 regular session of the :California legislature. The Act requires every °,urban water supplier that provides water for municipal purposes to more than 3,000 connections, or supplying more than 3,000 acre - feet (ac - ft) of water annually, to adopt and submit a plan every five years to the California Department of Water Resources,(DWR). Subsequent;assembly, bills have amended the Act. The completiomof an Urban Water Management Plan is considered by the State when evaluating applications for water conservation grants. The City receives its potable water from. Sonoma County Water Agency (SCWA). SCWA provides water principally from the Russian River to the majority of the retail water providers in Sonoma< County and "to a lesser,degree in Mann County. 1h addition.to the Agency, the only potable water source currently available to the City is City -owned groundwater wells. Though the- Agency's water is the City's primary water supply, the City`has used:groundwater'wells to ,supp'lement the Agency's supply during peak summer .- pen The City also provides recycled water forirrigat on of1wo golf courses agricultural, and vineyard customers. Tertiary recycled water:meetm water " g recycling criteria in the California Code'of Regulations; Title 22 has been made available with the completion of the City's new Ellis Creek Water Recycling Facility. Water management tools have been used' by the, City to maximize water resources. The City has been committed to integrating 'water conservation into future' supply and .demand' solutions for a� Agenda Review: City Attorney Finance Director City Manager 1 both .the water system and the wastewater treatment /reuse system. A signatory of the California Urban. Water Conservation Council's Memorandum of Understanding for Urban Water Conservation since January 1, 2002, Petaluma has implemented all of the Urban Best Management. Practices for water retailers'. These include actions like commercial water budgets, residential and commercial audits, rebates., and Smart controllers. DISCUSSION This action is for City Council to receive a presentation and to accept public comment on the Plan. Proposed :adoption of the.plan is scheduled for June 6. Notice of Public Hearing was published April 21,, April 28, and May 12 in the Argus - Courier, complying with State Water Code Section .10642. The current Plan addresses the City's water system and includes a, description of the water supply sources of historical and projected; water- use, and a comparison of water supply'to water demands ri dung normal, sm gle -dry, and multiple -dry years. Water management tools, such as the`DSS model and ArcGIS, have been used by the City to maximize water resources. The' City has integrated'Water Conservation into future supply and demand solutions, pursuant to the' adopted General Plan 2025, in both the water supply and wastewater treatment /reuse' systems. The 2,010 Urban Water Management Plan updates the projected demand based on the adopted General Plan 2025 land use plan, identifies of contractual and,regulatory constraints to our existing water supplies, suggests and evaluates alternatives, ;and,prepares the Plan in accordance with City policy and State requirements. SCWA has begun work on its Urban Water Management Plan for wholesale water providers and th will go before its Board of Directors for public hearing on the 24 - of May. Both plans are currently to be delivered to the State in July"Of 20:11: We' have been working with SCWA to coordinate its to participate m their Work effort to ensure consistency between our Urb anagement- Plan and 1h.6ir;document. The City had the-opportunity to join the. other water contractors in the Distribution Analysis project whidli supports the_Agency's wholesaler's 201.0 UWMP. City Management and Staff chose not, to join because the Department felt that the ,distribution analysis that was developed under the'2025 General Plan was more precise :and more accurately representative our current curate g effort has yielded a significantly stronger set of assumptions m and demand m rn ol ac deinan e T d predictions.
