RESOLUTION AWARDING A CONSTRUCTION CONTRACT FOR THE 2003 -2004
WATER SERVICE REPLACEMENT PROJECT
PROJECT NO. C501000
EXECUTIVE SUMMARY
The City received six (6) bids for the 2003 -2004 Water Service Replacement Project ranging
from $471,960 to $786,800. The project involves replacing deteriorating water services at
various locations.
2. BACKGROUND:
To maintain and improve the condition of the City's water system, the Department of Water
Resources and Conservation annually replaces deteriorating water services throughout the City.
The 2003 -2004 Water Service Replacement Project involves replacing approximately 230
deteriorating water services on Maria Drive between Sonoma Mountain Parkway and Lynch
Creek, Maria Drive between East Washington Street and McDowell Boulevard South, and in the
Royal Oak Mobile Home Park to improve service and reduce maintenance costs. These locations
are illustrated on Exhibit A.
The Department of Water Resources and Conservation prepared the plans and specifications for
this project. The Notice Inviting Bids was issued on June 14, 2004. Bids were received and
opened on July 1, 2004. The following is a summary of the bids received:

The engineer's estimate for construction is $556,700.
With a bid of $471,960, the apparent low bidder is Vulcan Construction & Maintenance, Inc.
This bid amount is below the engineer's estimate of $556,700. Vulcan recently constructed
similar projects for City of Fresno, City of Merced, and City of Morgan Hill. When contacted by
the Department of Water Resources and Conservation, these agencies gave good reviews of
Vulcan's work. Staff verified that Vulcan possesses a valid Class A California Contractor's
license, license number 414892, expiration date April 30, 2005, that qualifies Vulcan to perform
the work.
ALTERNATIVES
1. Award the contract to the low bidder.
2. Reject all bids and re- advertise.
3. Take no action
4. FINANCIAL IMPACTS
The following is the breakdown of the estimated costs:

The estimated total cost, including planning, design, construction, administration, inspection,
testing and project contingency is $609,960. The project will be funded by the Water Funds in
the amount of $609,960.
5. CONCLUSION
Following the award, the contractor will enter a contract with the City and submit the required
contract documents, bonds and insurance.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Completion of the construction.
RECOMMENDATION
City Management recommends that the City Council adopt: the resolution awarding the contract
to the low bidder, Vulcan Construction & Maintenance, Inc., for $471,960. The work is
scheduled to begin in early September and is expected to be completed by January 2005.

WHEREAS, the Water Service Replacement Project is included in the Department of Water
Resources and Conservation Fiscal Year 2003 -2004 Capital Improvement Program Budget;

10 WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California
11 Public Contract Code Section 20162 and other applicable law, the City of Petaluma solicited bids
12 for the Project; and
13
14 WHEREAS, six (6) bids for the Project were received on July 1, 2004, and opened in
15 accordance with California Public Contract Code Section 4105.5 and other applicable law; and
16
17 WHEREAS, the apparent low bid for the Project was submitted by Vulcan Construction &
18 Maintenance, Inc., in the amount of $471,960; and
19
20 WHEREAS, the City staff has verified that Vulcan possesses a valid California Contractor's
21 license, Class A, license number 414892, expiration date April 30, 2005, that qualifies Vulcan to
22 perform the Project; and

24 NOW BE IT RESOLVED by the Petaluma City Council that:
25 1. The low bid is accepted.
26 2. The contract is hereby awarded to Vulcan Construction & Maintenance, Inc., 1010 West
27 Whitebridge Avenue, Fresno, CA 93706 -1328, the low bidder, in the amount of
28 $471,960.
29 3. This resolution shall become effective immediately.
30 4. All portions of this resolution are severable. Should any individual component of this
31 resolution be adjudged to be invalid and unenforceable by a body of competent
32 jurisdiction, then the remaining resolution portions shall be and continue in frill force and
S)33 effect, except as to those resolution portions that have been adjudge invalid. The City
I Council of the City of Petaluma hereby declares that it would have adopted this •
2 resolution and each section, subsection, clause, sentence, phrase and other portion
3 thereof, irrespective of the fact that one or more section subsection, clause sentence,
4 phrase or other portion may be held invalid or unconstitutional.

6 BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
7 contract with Vulcan Construction & Maintenance, Inc. subject to the review and approval of all
8 contract documents, insurance certificates and bonds by the City Attorney.
