The work to be don& consists of constructing a multi=use trail along an existing City of Petaluma
maintenance road along. East Washington Creek. from. East Washington Blvd. to the Petaluma
Airport, and along Washington Creek; from SonomaMountain Parkway to Prince Park. There will
also be a pedestrian corral at Ely Blvd. to construct. '
The City received four. (4) bids. on June 16, 2004, for- this project; with, the low bid being submitted
by C. Hardy, General,Engineering Contractor of Petaluma,, CA in the amount of $235,81.0.00. Staff
evaluated three value engineering;, options and determined that the option which deleted the .bid cost
for gates at Garfield rvilt teduce the cost $6,000 withoutsignificantly affecting the quality of the
project. This would place the construction'cost at,$229A!_,0 which would`be within the budgeted
amount,of $229,;876.

E. WASHINGTON & WASHINGTON CREEK,MULTI-USE TRAIL
PROJECT No. 03-100401-01
1. EXECUTIVE'SUMMARY:
The work to be done consists of constructing a multi -use trail :along.an existing City of
Petaluma maintenance road along East Washington, Creek, from East Washington.Blvd.
to the Petaluma Airport, and along Washington'Creek, from,Sonoma Mountain Parkway
to Prince Park. There will alsobe a pedestrian corral at Ely Blvd. to construct.
The City received four (4), bids on June 16,'2004, for this project, with the low bid being
submitted by C. Hardy; _Geeneral Engineering Contractor' of Petaluma, CA in the amount
of $235,8.10.00. Staff evaluated -three value engineering options ,and determined that the
option which deleted :the�bid cost for gates° at Garfield will reduce the cost $6,000 without
significantly affecting the quality of'the project. This would place the construction cost
• at $229,81.0 which would be within the budgeted amount of $229,876.
2. -BACKGROUND
When this multi -use trail is` constructed, bicyclists andpedestrians will be able to avoid
heavily used streets, such as East Washington (which -has no bicycle lane), maintaining
their safety and reducing' concerns of motorists trying to, maneuver around them. In
general, the surface of the new paths will be comprised of 4" of quarry fines.
The revenues set aside for this project are $229,876.00. The low bid was $235,810,
submitted by C. Hardy,, General Engineering Contractor of Petaluma; which was
approximately,$9.0,,000,lower'than the second.bidder':, As the low'bid still.. exceeded
availablefunding, consideration was given by'staff to -value -engineer the project by
reducing, and/or,modifying the; scope of the contract in order to stay, within the budgeted
amount.
Areas of reduction evaluated included:
1. An existing Path from Ely Blvd to the Airport,, which can remain in'place. This path
is substandard to the planned 4" quarry fines. If.deleted, the path would.have to wait
for another round of funding. Cost savings = $24,000.
2. Not constructing Washington Creek bike trail. Cost savings = $18,000.00
3.. 'The existing gates ;at, Garfield, which remain. in place even though they do not
match the aesthetics of other gates. (C.. Hardy°s bid cost was, high compared to the
other, bidders average of $1,300.) Cost savings = $6,000.
Clearly; eliminating construction of new gates at Garfield was most' cost-effective at this
time.

5. CONCLUSION:
The City recei.'ved four (4).good bids and is recommending. award. of the construction
contract to .C. Hardy, General Engineering. Contractor, with the elimination of the $6,000
gate item at Garfield, for a total of $229,810.
6. OUTCOMES OR. PERFORMANCE _MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Following the award, the contractor will enter into an agreement with the City and submit
the required contract documents, bonds and insurance._ The -contractor has five days after
the Notice to Proceed to start. work. Construction is anticipated to ;start in August and be
completed in September 2'004. There ate 45 working days specified in this 'construction
contract.
7. RECOMMENDATION:
Adopt the resolution awarding the construction, contract, to the low bid, submitted by C. .
Hardy, General. Engineering Contractor, in. the adjusted" amount of $229,810.00, and
authorize the City Managerlo execute the construction contract.

bid item for gates at Garfield, thus bringing the coritiact dollars within the .available
budget.
NOW THEREF.ORE`'BE IT RESOLVED that the City Council of the City of
Petaluma awards the, construction contract to C. Hardy General Engineering Contractor
of Petaluma, CA, in the adjusted amount of $229;814A, and authorizes the City
Manager to execute the contract, subject to review and approval of all contract
documents, insurance certificates and bonds by the City Attorney.
