E VNOVEMBER 2, 2004 PRESIDENTI' NL: LECTION WHEREAS, a General Municipal Election on Tuesday, November 2'; 2004 has been called by Resolution No. 2004495 -NQ.S., adopted on June 7, 200,4; and, WHEREAS, it is desirable that the Regular Municipal Election be consolidated with the Statewide Presidential Election: to be held on the same date and that within the City the precincts, polling places and election officers of the, elections be the same',, and that the Election Department of the County 'of Sonoma canvass the returns of the Regular Municipal Election, and that the election be held in all respects as if there were only one election: NOW, THEREFORE,, BE IT RESOLVED, ORDERED AND DECLARED AS FOLLOWS: SECTION 1. That pursuant to, the requirements. of the City. of'Petaluma',s Charter, the. following is added to the already called General Municipal Election to be held Tuesday, November 2, 2004, for the purpose of submitting the,following,,advisory measure: ADVISORY VOTE. ONLY. - Do you support urging the City. SECTION 2. . That Lthe. text of the advisory measure submitted to the voters is attached as Exhibit A. SECTION'3. Pursuant to the Petaluma- City Charter and the requirements' of Electron Code Section, 10403, the Board, of Supervisors of the ,County ofSonoma, is hereby requested to. . R consent and agree to 'the consolidation of 'a Regular 'Municipal; Election with -the Statewide Presidential Election ion Tuesday,, November:2; 20.04, for the; purpose of submitting the=proposed ordinance. to' the electorate of the City of Petaluma. • SECTION 4. . The 'Sonoma- County Election. Department is authorized'to:.canvass the returns of'the, Regular, Municipal Election. The ;election shall be.. held .in all respects as if there were only one•election, and only one form of ballot shall be used. SECTIONS, 'The Board of. -Supervisors is requested to 'issue :instructions to, the Sonoma County Election Department to take. any, and, all steps necessary for, the holding of th'e- consolidated:election. SECTION`6. The City of Petaluma recognizes that°add'itionalcosts maybe; incurred,by the County by, reason :of this consolidation and agrees to reimburse the,,Courity'for-such costs. Revised July 15, 2004 Advisory Measure -Submitted to the Voters of the City of Petaluma WHEREAS, the Rainier -Cross -Town, Connector and Interchange. has been included in the General Plans of Petaluma from 1'961 through,theipresent ands.has!accordingly formed the basis for much of developiient:that has occurred' in Petaluma over the past four decades; and WHEREAS, the lack of an additional cross-town connector has created intolerable traffic congestion on the East Washington corridor, which canbe expected to, become worse with further commercial development downtown and on the Kenilworth site; and WHEREAS lanned,, _ p irn . 'pro vements'to, the East Washington %Highway 101 interchange, including anew northbound on=ramp; while helpful, are not suffidient to provide the congestion relief required; ,and WHEREAS, a xecenf computerized traffic analysis concluded that a cross=town connector and interchange connecting Rainier to Petaluma Boulevard North, would provide four times more traffic relief to the East -Washington corridor.thanwould an'interchange at Corona Road; and WHEREAS, the construction costs of a Rainier Cross-Town'Conriector and Interchange are estimated to be ,comparable to those of a Corona Interchange; and WHEREAS, in 1994 Petaluma voters,,defeated, by a margin of,59✓o to 41 %, an initiative directing the City Coincil•�to n„ "fix Washington first" rather than build the Rainier Cross -Town Connector and. Interchange; and WHEREAS, in order to bring closure to this long -running debate. it is appropriate for the voters of. Petaluma to once, again weigh in directly on the,,issue; NOW, THEREFORE;:THE PEOPLE OF THE CITY OF PETALUMA do strongly urge and advise the letaluma City Council to pursue the:design, environmental analysis, funding and construction -of a cross-town connector and interchange coiiiiecting Petaluma Boulevard North with the intersection of Rainier Avenue and North McDowell Boulevard. THE PEOPLE OF THE CITY OF PETALUMA do further urge and advise the City Council to: 1 Make a ro riate designations, of the Rainier Cross -Town Connector and �..) THE PEOPLE OF THE CITY OF PETALUMA'do' further urge and advise the City Council to: (1) Make.appropr'iate' designations of the Rainier Cross -Town Connector and Interchange Project with,the Sonoma County Transportation Authority, the Metropolitan Transportation Commission and CalTrans so that the project can be coordinated with the widening of Highway 101; (2) Expeditiously ,complete an environmental impact.report for the Rainier Cross -Town Connector; dhd Interchange Project; (3) Finalize the design of the RainierCross-Town Connector;and Iyriterchange Project incorporating an at -grade. railroad crossing if'feasible; determine th& precise footprint of land needed for the project and take steps to preserve the necessary right of way; (4) Prepare a financing plan far the Rainier Cross -Town Connector and Interchange.
