WITH THE''NOVEMBER 2, 2004 PRESIDENTIAL ELECTION
WHEREAS a General Municipal Election on Tuesday, November2' 2004 has been
called byResolutionNo. 2004 -095 -N C.S. adopted on June 7; 200,4; and
WHEREAS, it "is desirable that the Regular.Municipal Election be consolidated with the
Statewide Presidential Election, to be .held on the same date and that within the City the precincts,
polling places� and election officers of the elections be the same; and that the >Election Department
of the County of Sonoma canvass the returns of the Regular Municipal Election, and that the
election beheld in all respects if,°theie were only one election:
NOW, THEREFORE, BE IT RESOLVED, ORDERED; AND DECLARED AS FOLLOWS:
SECTION 1. That pursuant to the requirements. of the City. of Petaluma's Charter, the
following is added to. the already called General Municipal Election to be held Tuesday,
November 2, 2004, for the purpose of,submitting the fol]owing� advisory measure:

SECTION 2. . That the. text of the advisory measure submitted to the voters is attached
as Exhibit-A.
SECTION'3. Pursuant to the Petaluma City Charter and the requirements of Election
Code Section; 10403, the Board, of Supervisors of the County of Sonoma. is hereby requested to. .
consent and agree to 'the consofi'dation of 'a Regular Municipal; Election .with - the. Statewide,
Presidential Eleciion on Tuesday November 2,'2004,. for the; purpose of submitting theTf6posed
ordinance. to' the electorate of the City of Petaluma.
'SECTION 4. The Sonoina County Election. Department is authorized'to: ;canvass the
returns of 'the Regular. Municipal Election. The. ,election shall be,. held in all respects as if there
were only one�election, and only one form of ballot shall be used.
SECTIONS ''The Board off' - Supervisors is requested to 'issue in§tructioris to the
Sonoma County Election, Department to take: any and, all steps necessary for the holding of the
consolidated•:election. '

Advisory Measure - Submitted to the Voters of the City of Petaluma
WHEREAS, the Ramier'Cross- Town Connector and Interchange. has been included in the

and
WHEREAS, the lack of an additional. cross -town connector has created intolerable traffic
congestion on the East Washington corridor, which can•be expected to, become worse with
further commercial development downtown and on the Kenilworth site; and
WHEREAS planned' irn . ° ngton / 101 interchange,

congestion relief required; and
WHEREAS, axecent-computerized traffic analysis concluded that ;a cross =town connector
and interchan ge connecting Rainier to Petaluma Boulevard North would
more traffic relief to the East- Washin ton co ld provide four times

Road; and
WHEREAS, the construction costs of a Rainier Cross- Town'Connector and Interchange are
estimated to be comparable to those of a Corona Interchange; and

Connector and. Interchange; and
WHEREAS, in order to bring closure to this long - running debate. it is appropriate for the
voters of Petaluma to once again weigh in directly on the;issue;
NOW,, THEREFORE,;THE PEOPLE OF THE CITY OF PETALUMA do strongly urge and
advise the Petaluma City Concil to pursue the, des environmental analysis, funding and
construction-of a cross -town connector and interchange connecting Petaluma Boulevard
North with the intersection of Rainier Avenue and North McDowell Boulevard.
THE PEOPLE OF THE CITY OF PETALUMA do further urge :and advise the City Council
to:

GO Make appropriate designations; of the Rainier Cross -Town Connector and
Interchange'Project with the Sonoma County Transportation.Authority, the
Metropolitan Transportation Commission and CalTraris so that the project can
be coordinated with the widening of Highway 1'01;

(4) - Prepare 'a financing plarfor the Rainier Cross - Town. Connector and
Interchange Project that maxiinizes the contributions- from ,property. owners
and bu finesses directly benefiting from the project viaAhe use. .of :Benefit
Assessment Districts ,and, other appropriate mechanisms -;, -
(5) Not allow the environmental impact report for any development proposal
to utilize the. Rainier Cross -Town Connector and `Interchange Project as
a'ssuined traffic mitigation until such time*as (1.) all necessary environmental.

SECTION 2. The City' Attorney is directed to prepare an impartial analysis of
the measure as provided in Section 9280 of`the Election Code of "the State' of California.

Advisory° Measure Submitted to the Voters of the City of Petaluma
WHEREAS, the Rainier'- `Cross -Town' Connector and'Interchange has. been included in the
General Plans of'Petaluma,frorn 1961 through accordingly formed the.' resent''talumas" the
basis for much of the deuelo' ment that has occurred in pe and h

and
WHEREAS, the, lack..of an additional. cross -town connector has created intolerable traffic
congestion on „the East Washington corridor, which can rbe.exp"''ected to become worse with
further commercial development downtown and ;on' the Ke ulwoith site; and

including a new northbound on- ramp; while helpful, -are not "sufficient to provide the
congestion relief required; 'and
WHEREAS, a recent computerized. traffic analysis concluded that "a cross -town connector
and ,interchange connecting, Rainier to. Petaluma Boulevard North would provide four times
more traffic relief to the East Washington corridorthan would an interchange at Corona
Road; and
WHEREAS the construction costs o
, f a`Rainier Cross -Town Connector ,and Interchange are
estimated to be conpa:rable„to those of a Corona. Interchange; and
WHEREAS, in 1994'Petaluma'voters defeated, by a margin of 59% to 41' %, an initiative
directing the City Council to "fix' Washington first" rather than build the Rainier Cross -Town
Connector and Interchange; and
WHEREAS
in order to bring closure to this long - running debate ii is appropriate for the
voters of Petaluma to once; again weigh indirectly on the issue; "
NOW, THEREFORE, THE PEOPLE OF THE CITY OF PETALUMA do strongly urge and
advise the Petaluma City 'Council to pursue the design,, environmental analysis, funding and
construction of a cross -town connector, and interchange connecting Petaluma Boulevard
North with the intersection of Rainier Avenue and North McDowell Boulevard.
