h. EXECUTIVE SIJMMARY
One purpose of redevelopment Central Business Districf is revitalizirig 'the economy of the
historic downtown. The Downtown Streetscape Master Plan 'developed in cooperation with
SPARC, guides the character 1 of'tl c pedestrian and vehicular experience, attracting people to the
downtown shopping 'area. The :Master Plan ��improvements include s `resurfacing, historic
streetlights, sidewalk renewal, tree planting, planter pot' andscaping, and street furniture.
The ambiance of the pedestrian area is shaped by the street furmture features which, in the Master
Plan, consists of benches, ,.both,,,cast iron/wood and metal plaza,= style, tree grates, mid -block
'trash/recycle receptacles on, pole's, corner cast iron (`anchor') trash receptacles, bike bollards,
traffic bollards .and .planter pots. " SPARC was instrui 'in °requiring street furniture items that
accent and compliment - the. historic character and charm of the .;Downtown. These items are
• displayed in the Urban Eurnishings Portfolio for the City of Petaluma, Attachment 4. The bike
bollards and poles supporting the trash receptacles have finials featuring work by local artists,
selected through art contests managed by -the Arts Council with the assistance of ZAC Landscape
Architects. These special des-i & create an opportunity for Petaluma to have 'it's own unique
charm, providing a source local °p'iide and keeping City funds invested local y within the LEED
(Leadership in Energy and Environmental Design) .1 guidelines for local /regional materials
purchasing.
On December 15; 2004, the `PCDC' authorized purchasing a, portion of the street furniture from
Petaluma High School. 'The High is manufacturing' all `pieces that can be produced in their
metal and wood shops, including. the 'trash/recycle, receptacles: on poles, bike bollards, all -metal
plaza benches, and providing the wood .slats and assembling the cast iron chicken benches:
This agenda bill requests` authorization to purchase the remaining„ street: furniture items for the
Downtown Phase I and Water Street 'River Walk projects. These include cast iron. 'bench
components and tree „grates corner anchor trash can planter pots, drinking fountains : and artist's
finials.

LOCATIONS
Phase I of the; Master Plan area is bordered by Washington Street; B.Street, Kentucky Street and
Petaluma Boulevard. SPARC requested similar street features on Water Street as it is integral to
Downtown, Therefore, streets receiving items purchased as part of this agenda bill .include'

The Water Street project is currently constructing the underground utilifies., The design of
surface improvements is nearly complete. Construction for the surface
improvements, including
installing street furniture, is.anticipated to begin in September; 2004.
The street furniture discussed in this agenda bill will be purchased directlyiby the Ci ty as;n

and Provided as owner= :furnished.inaterials for installation by'the appropriate contractors.

Over the. past two years, staff has worked with ZAC Landscape Design,, SPARC and the

Downtown area economic vitality and growth for. our merchants and businesses. The .features
and ambiance these ,designs portray are the result of many hours of research, design, review and
redesign. A specific decorative light fixture and specially designed, street furniture, including
benches, (both cast ironwood and metal plaza styles), tree grates, mid- block trash/recycle "

To ;most cost - effectively purchase these pieces, .Redevelopm p ent staff solicited cost, " ro osals,

from multiple manufacturers and vendors; Staff is working :directly with the lowest proposed,
manufac cost
distributor, and contractor mark -ups. Working directly with the
manuf cture s also asssu ess the City gets the product quality and aesthetics intended �in the design.
On December 1.5 2004, the PCDC authorized purchasing a, portion of the street furniture from
Petaluma High School, The, High- School - is manufacturing all pieces that can be. — d - - i_n"
their metal and wood shops, 'including the trash/recycle receptacles on poles, 'bike bollards, all-
metal plaza ,benches; as well as providing the wood slats and assembling the cast iron, chicken
benches.,

ALTERNATIVES
A. Purchase Furniture e in Conformanc with City of Petaluma Urban Furnishings Portfolio
as Approved by SPARC:; These unique designs, owned in copyright by the City, are
the dee d to refledithe- character and :integri
intendety of:our historic downtown. To minimize cost,
gns are intentionally ,simple and of , readily available materials. Staff has diligently
pursued several proposals from multiple manufacturers and vendors to assure the lowest
possible cost.
B. Purchase `Off the Shelf' Furniture: Standard benches, trash receptacles and bike-bollards.
are available 'off-the-shelf" _'potentially at less direct cost' than the Petaluma designs
recommended. However, character, uniqueness and local vendor purchasing are sacrificed.
With off - the - shelf items, the. „products would be specified in the installation construction
contract bid package are often madea%at the distributor and the contractor levels,
potentially up to 20% on top of the :item, which. could cause= the cost to the City of the off -the-
shelf items to be equal. to or greater than the pieces proposed for purchase directly from the
manufacturers. This alternative also costs additional, design . and -administrative time to'select
and approve new items and sacrifices the7 design and administration cost and effort expended
to date on the current designs.
C. No Street Furniture: The street furniture could" be eliminated entirel Not installing street
furniture detracts from the revitalization, effort of the Downtown Master Plan, as the street
furniture has a direct, positive impact on pedestrian traffic. ,
FINANCIA'L.IMPACTS
Table 1 reflects the proposed: furniture 'expenditure recommended for each project. In all cases,
the vendor selected provided the lowest- overall pricing. Individual unit prices may be adjusted to
reflect refinements made to the design as required to accommodate the manufacturing process
and material availability. A one- time charges :for engineering, shop drawings; types and set -up
are charged in the Downtown project since it is the first project purchasing furniture. All
furniture purchased for the: Water Street project and any future projects are'. not 'subject to these
costs..
The number of units reflects the density of street furniture items as requested by SPARC. All
items on all p � ro'ects will be, loc ated in the field

contractors. The budget availalile for street furniture. is $472;500 (Downtown) + $82,000 (Water

CONCLUSION
The direct purchase of street furniture from the manufactures is cost- effect' and advances the
City's redevelopment objectives. while .,involving, the community. A significant portion of the
p j funding remains within the county rather than being " to other states and
ro ect
countries.

COMPLETION:
Street furniture is, installation begins in late summer 2004 and continues through 2005.
7. RECOMMENDATION
It is recommended that the PCDC' .adopt the attached 'resolution authorizing purchasing
Downtown Master Plan Street Furniture.
