Council 'Member Harris , commented on his review "of the. he measures and felt that M , Healy's language,presenfed. Rainier a solution to traffic congestion as based on the utility index information. Council Member' Healy felt with the comparison of R" ihiier and Corona, this project could be coordinated with the widening of Highway ,JAI and other related road projects. He felt it 'was important that the. public be, aware that the traffic ..on Washington would be impacted' by 711 additional' vehicle trips from 'the CPSP area and, did 'not include the additional trips from the development of'the Kenilworth site. Council Member Torliatt stated "that it was inferred. fh'at. Mayor Glass`s Responsible ^,Rainier measure language did not authorize Rainier, when in fact ,if did. 'Thee main difference she sees, .is. `thaf his measure would not generate an additional 27,000 vehicle trips° that: the development around Rainier would. CARRIED ON A 4 -3 VOTE AS FOLLOWS: f AYES: Healy; Harris, O'Brien, Thompson -NOES : - Glass, Moynihan, Torlidtt Vice Mgyor Moynihan explained his; NO vote was in consideration that Councilshould'be showing leadership :on this issue. Council Member Torliatt. ,explained her NO vote was based on the fact that neither should- be on the ballot ';because Council should make the decision. Ma p Glass explained his N O vote in consideration, that the public should y have a choice of type' of end; product they envisioned. He thought this would allow for more traffic over a, widen landmass than is currently available and the consequence of gridlock. City Clerk Gayle Petersen clarified with the City'Council that four City Council Members authorized to sign a; ballot argument on, behalf of this measure would be Council Members Healy, O'Brien, Harris and Thompson. Council ,Member.Torliatt'motioned to put Mayor Glass' proposed measure on the ballot: M%S Torliatt and Glass. When the Cardoza Ranch became available, he saw a unique opporfunity to preserve .a valley with beautiful. views as well as ari opportunity to restore Tolay Lake and Tolay Creek. He explained the purchase price was ,below the appraised value of the property and the property had' 28 developable lots that would be preserved from development. He stated he realized it was not Sonoma Mountain, and the Open Space District . had attempted to acquire the Galvin property but did not find a willing seller Andrea Mackenzie, General_ Manager, Agricultural Preservation, and .Open Space District, updated the Council on the purchase ' of th "e 1,737 acre: Cardoza Ranch and explained the properties recreation, and restoration values. She briefed them on the preliminary park use concepts if the; project goes forward and the terms and Conditions'' Option 'Term- One Year; charitable .donation of X500,0.00 from .property owners; and a 1. leaseback by the Cardozas. She stated , addi;tional funding would be required to purchase the land and the District had applied to the State and 'Federal governments for assistance.
