contract cost of $2,700,000. The, approved, budget for this project is $3,660,000. The total estimated
construction cost is $3,535,000, .including, planning, design, construction, construction management and
inspection, testing, and administration.

PHASE 1 RECYCLED WATER PIPELINE.

1. EXECUTIVE''�SUMMARY:
TerraCon Pipelines; Inc. has completed the Phase 1 Recy„cled'Water Pipeline Project for an
estimated cost of $2,700,00''0r 'The approved budgetfor this'project is, $3,6605000. The total
estimated construction cost is $3,5,35,000; including planning, design, construction, construction
management and inspection; testing; and administration.
2. BACKGROUND:
On August 4; 2004, the City, "Council. awarded a contract to TerraCon Pipelines, Inc. for the
Phase 1 Recycled Water'Ripeline Project. In accordance with the City Council direction
provided on February 25, 2002, the Department of Water Resources'and Conservation designed
the Phase 1 Recycled Water Pipeline Project, which would convey secondary recycled water to
Rooster Run Golf Course,in the near term, and serve as.the backbone ofthe City's urban
recycled water program in the Tong term.
The project involved the construction of. approximately 19,000 ;feet of.20-inch diameter pipeline
to convey secondary recycled, water from the City's oxidation ponds at 4400 Lakeville Highway
to Rooster Run Golf Course:` Construction.of the pipeline began in late October 2003. The
project location is illustrated on.Ekhibit,A.
3. ALTERNATIVES:
Accept the completion of the project.
4. FINANCIAL'IM"PACTS:.
As shown in Table:1, the estimated final construction cost is $3,535,000, which was funded by
Sewer Funds :and °Sonoma: County Water Agency (SCWA)Recycled'Water Tier 2 Funding
Program in the amount 6f $1,555;611 in FY 03/04 and�$642,000 in FY 0.4/05 fora total SCWA
fuming amount of'$2,1'97;61J. The approved budget is $3,660,000.

5. CONCLUSION."
Following the acceptance of the project, the City Clerk will f le a Notice of Completion with
Sonoma County Recorder and'the,Finance Department will;release the retention money to the
contractor 45 days after thb'recordation of the Notice of Completion.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL -IDENTIFY SUCCESS OR
COMPLETION:
Completion of the construction.
7. RECOMMENDATION:
It is recommended that the City Council approve thei resolution accepting completion of the
Phase 1 Recycled,Water Pipeline.

8 WHEREAS, the City Council awarded the'contract for the Phase 1 _Recycled Water Pipeline
9 Project to TerraCon Pipelines, Inc., P.O. Box 276, Healdsburg, 'CA 9544,8 on August 4, 2003;

11 WHEREAS, TerraCon Pipelines, Inc. has completed all the work to the satisfaction of the
12 Director of Water Resources and Conservation;
13
14 NOW, THEREFORE; BE IT RESOLVED by the City Council of the City of Petaluma, that
15 the project is hereby accepted subject to the Contractor completing the punch list work within
16 thirty (30) days after acceptance of the project'.

�18 BE IT FURTHER RESOLVED that:

19 1. The City Clerlc is hereby :authorized to sigh the Notice of Completion and file the same
20 'with Sonoma County Recorder.
21 2. The Finance Department is hereby, authorized, to' release the retention money to TerraCon
22 Pipelines, Inc. forty-five (45) days (after the recordation of the, Notice of. Completion provided
23 that no liens or stop notices have, been filed against the project .and all of the punch list items
24 have been completed.
25 3. This resolution shall become effective immed'iately;.
26, 4. A11,portions, of this resolution are severable. Should any individual' component of this
27 resolution be"adjudged'to, bel invalid and unenforceable'by a,body of competent jurisdiction, then
2:8 the,yemain,ing resolution portions shall be and continue�,ih full force and effect; except as to those
29 resolution_ portions that have been :adjudge invalid. The' City Council of the City of Petaluma
30 hereby declares'lliat it would have adopted this resolution and each section, subsection, clause,
31 sentence,,, phrase .and other` portion thereof, irrespective of the fact. that one or more section
32 subsection, clause; sentence, phrase or other portion may be held invalid or unconstitutional.
