' Summary Statement
Stratford:Place is a - 92,=1ot, subdivision on Sonoma Mountain Parkway near Casella Way and Yorkshire
Road. The subdivision received tentative map approval on August 4, 2003. On April 5, 2004, the City
Council approved resolution 2004 =043 therein authorizing the developerr to commence rough site grading
prior to final.map approval. Resolution No. 2004 -102 approving4he phase, I final map was approved by the
City Council on June 21 2004. ,Rough grading for the project has been. completed. Phase I utility and
infrastructure improvements are currently under construction. The City Council also approved resolution

The developer'has phased the proj'ptfinto two final maps. The City of Petaluma Municipal Code and
State Subdivision Map..Act allows for phasing f nal reaps, if the approved tentative map clearly indicated
the proposed phasing cheme. The approved tentative map for. the�project,clearly in two distinct
final map phases. Therefore phasing the project is acceptable_ The primary reason for phasing the
project was to preserve as mui ch,of the 2004 construction season. as possible for Phase I �irnprovements.

3. ' ALTERNATIVES :
Disapprove the Phase tI fnal .map,.Section 66458(a) of the State Map Act states that the
City Council. shall ,approve id, f nal map rf `it. conforms to all the requirements of the map act and the local
subdivision ordinance app licable at, the time of approval or conditional approval of the tentative map - and
any'rulings made,thereunder. If 'the final map does not conform, the City Council shall disapprove the

10 WHEREAS, the Community Development Director and .the City Engineer have reviewed the
11 Phase II final map, 'of the.. Stratford Place /Gatti Subdivision and have reported it to be in
12 conformity with the Subdivision Ordinance, and such report s have been forwarded to and

15 : WHEREAS th& certifications required by law have been 'endorsed
on said map,; .and,

17 WHEREAS, this Council finds that the'Phase IT final map conforms to the requirements of this
18 City's Subdivision Qrdinance and is consistent with, and conforms to the general plan for the
9 area; and,

21 WHEREAS, this Council: finds. "the Phase IT final map is, in substantial compliance with the
'22 vesting tentative •map `previously approved for the subdivision. by Resolution No. 2003 -159
23 N.C.S., the findings 'of which are hereby 'incorporated by this reference as if fully set forth
.24 herein.

5 Phase Il final map certifying that the City Council has approved the "same and accepted
6 all streets and other dedications thereon. The City Clerk shall thereupon cause Phase
