However, the Bodega Avenue Improvement Project, completed. in the Spring of 20;.01, included iernporary relocation' of the' power poles behind the' ew sidewalk; initiating a five -year waiting period, mandated by the utility companies, before ;undergrounding could take place. The five years has now elapsed, and:itis time for the City to move - forward with the underground process on Bodega Avenue. Avenue Underground DistrictHistory On March 22, 1999, the Council „heard discussion on the formation of - ;Magno'l'ia Avenue underground district, from Petaluma Boulevard to Galind'a Court; • and the upcoming improvements on Bodeg_a,Avenue. It48 detern ined that tliere would'be greater aesthetic and safety benefits in undergrounding Bodega Avenue, rather'than Magnolia Avenue, so Bodega Avenue was' designatedaheinumber 1 priority project': However since a typical Underground District (planning, design, construction and pole.removal)•takes approximately three to five years to coniplete, and the Avenue Project; Was scheduled to go out to bid in January 2001, the Council decided to have the utility companies relocate the poles and oyerh_ead wires rather than delaythe rproj ect. -In any event,, empty ut ins talled tilit ducts- were -ins duringthe construction;to `accommodate future'undergrounding. B ecause the cost of pole and overhead wire relocation is'absorbed. solely by the utility companies, they will not consider any future undergrounding of the same area for'another five ;years from the date the relocati6nwork is accepted by the City. PARTICULARLY' DESCRIBED IN THE BODY OF THIS RESOLUTION WHEREAS, Ordinance - No, i ' N'.C:S., Chapter "1.4.36 of the Petaluma Municipal Code establishes a procedure for , the creation of an underground utility district and requires as the initial step in such procedure the :holding of a public hearing to ascertain whether public necessity, health, safety, or welfare require the removal of poles; overhead wires and associated overhead structures and °the underground installation_ of wires and;facilities for supplying electric, communication or similar or associated service iin :any such district; and, WHEREAS, it has been recommended that such an underground utility district, hereinafter called District, be formed on that portion described as "shown on the attached description entitled 'Bodega Avenue Underground District ", . NOW, THEREFORE, BE IT RESOLVED as follows: . 1. NOTICE, IS HEREBY` G that a public hearing w4 11 be held by the Council of the City of Petaluma :on September :I3, 2004,, at the,hour of 3:00 p.m., or as soon thereafter n eaffer the ma tter be heard , in the Council "Chambers of the City ' Hall, 11 English Street, Petaluma, California, to ascertain, whether the public necessity, health, safety or welfare require the removal of poles, overhead wires and associated overhead structures and. the underground installation of wires ;and facilities for supplying electric, communication or similar �associ'ated service in the District herein. described. 2.
