Summary Statement continued Work under Phase II entails infrastructure improvements such as installation of storm drain, sanitary sewer; water, as electrical radio si l, interconnect and lighting. Work also includes planting trees, AC paving; • g � gn a curb and gutter, concrete pathways and sidewalks, and some decomposed granite sidewalks. Preliminary design plans for Phase II: construction were presented to SMART last March 18, 2004, and the final design plans. were presented on. April 28, 2004. :SMART engineers' and planners' comments; land concerns were addressed during, the review period. At the.. last! :meeting. with SMART, City staff addressed the incorporation of .these comments into, the final drawings and received. few minor comments from SMART Engineer. Lillian Hamel SMART Project Director, was satisfied and approved the final drawings for Phase II construction. The staff recommends the PCDC purchase trees directly from Sweet Lane Wholesale Nursery in 'Santa Rosa to ensure the highest quality .tree at a reasonable price with no contractor markup. . Sweet Lane Wholesale'Nurseryis the only distributor of thi's quality tree in .North Bay. The City received 2 (two) bids on July 30,, 2004, for the Petaluma Railroad Depot Renovation Phase II, Proje No. C200303, ranging fiom $1,196 ;312.50 'to $1,230;615.00 for the base .bid plus all four alternatives..In order to, acquire pricing for,different types of;sidewalk surface, two surface alternate prices were solicited together with site furnishings 'and palm trees as alternatives. Staff recommends Alternative #1 for concrete, pathways / sidewalks.as the;,surface. choice due to ease of rnaintenance, high - durability and longet life span. '5 The purpose of this agenda item is to adopt a resolution approving the plans and specificat prepared by Winzler & Kelly Consulting Engineers,and ZAC Landscape. Architects, approving'the project budget, awarding the contract and authorizing the,purchase of trees . 2. BACKGROUND • The Petaluma. Railroad Depot. complex, which' consists of three buildings, the `Main Depot', the Baggage Building and the Freight Building; were badly deteriorated and renovation was •needed to preserve the historic value of the - buildings. Discussions to preserve the., buildings and. use them for City functions began several : year. s;ago: The first step'was the securing of a' .lease of :the three "build ings;'from the NWPRA..A.25 .year lease. between the City and NWPRA'became effective on 'July 14, 2003.. Phase I of construction mvo`l ed the renovation of the exterior of the° buildings. Phase II of construction will involve the renovation. of the ;landscaping of the site and. infrastructure improvements. `Phase III involves, the renovation. of the interior of •the buildings: The: NWPRA and SMART have been informed of each step of the historic renovation and appreciate that the,PCDC will continue, with the renovations, as required lease. This project °was originally bid on May 4 20 The bids were for the, entire project,:including concrete sidewalks, furnishings and palm trees. The PCDC was concerned about the - total cost - f6 the ;project which in the FY 03 =04 required an additional allocation of funds to perform all of the: work. PCDC requested :that we re -bid the project to provide 'cost reduction opportunities. The re- bid conducted on July 30, 2004. The lowest responsible bidder was determined by comparing the total of the base bid plus all alternatives'. Either Alternatives 1 or 'Z is required, not both. OF TREES FROM, SWEET LANE WHOLESALE NURSERY WHEREAS,, on July 14 20 03, the Petaluma ECommunity .Devetopment Commission (PCDC) entered into a twenty-'five' e year lease of the Petaluma Dep Buildings with •the NWPRA� agreeing to restore the Depot Buildings; and, WHEREAS the Petaluma Community Develop ment Commission PCDC) awarded the contract for the - Petaluma Railroad De p of Renovation,, PhasdJ to Vila Construction Co. on July 14, 2003; and WHEREAS, at its meeting of July, 14, 2003 the PCDC directed that engineering design for parking and site improvements be added to the project, so as to occur concurrently with the design of interior improvements; and WHEREAS, at its meeting of February 2 2004, the PCDC accepted completion of Phase I construction; and HERE S at its meeting 'of July J 19,; 2004,.,the PCDC adopted the 2004 PCDC Budget and appropriated funds for of Phase II of the proj ect; ,and P DCso ' rna Public Contract .Code.
