Summary Statement:

FOR
ORDINANCE TO RE- ESTABLISH OR AMEND SPEED LIMITS ON VARIOUS
ARTERIAL AND COLLECTOR STREETS WITHIN THE CITY OF PETALUMA
1. EXECUTIVE SUMMARY
In December of 1999, the City established speed zones on sections of various arterial and
collector streets citywide (see attached Exhibit A). To be valid for radar. enforcement, as
per California State Vehicle Code 22357, 22358,...and 22358.3, all speed limit studies
must be reviewed and adjusted by ordinance every five (5) years from the date of the
study, when development occurs.adjace'nt to a street, or major improvements are made to
the roadway.
2. BACKGROUND
Traffic speed studies, were conducted and speed zones established by Council in
December, 1999, for various arterial, and collector streets .citywide as listed in Exhibit A.
As a result of the .5 year time lapse since the existing study, a. request was presented to the
traffic engineering division by the Police Department to conduct new studies to amend or
re- establish the speed limits for the safety of the traveling public. Subsequent to the
Police Department's request, studies were conducted on 33 street'segments citywide,, and
the attached results indicate that in some cases, an adjustment to the existing speed limits
was warranted.
3. ALTERNATIVES
a. Ainend or re- establish. the speed limits to remain radar enforceable'.
b. Do not amend speed limits and let the zones lapse, which will render them
unenforceable by radar.
4. FINANCIAL IMPACTS
Loss of revenue due to vehicular.speeding in an unenforceable speed zone.
CONCLUSION
Staff believes that the studies indicate an amendment to the. existing speed zones is
required in some cases to meet the- present conditions in these sections of the City's street

system. The'5 -year time-lapse has occurred, and re- establishment or adjustments of the
speed zones is appropriate.
OUTCOMES OR PERFORMANCE MEASUREMENTs THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Speed limits will be enforceable thus reducing the possible safety liability of not having
.speed control for the traveling public in an urban setting.
RECOMMENDATION
Per-.California Vehicle Code 22357, 2235.8, and 22358.3, introduce an. ordinance
approving the.recommended revisions, where indicated, or re= establishment of radar
enforceable speed zones on various arterial and collector streets, as outlined in Exhibit A.

Section 2. Previously established radar enforceable- speed zones, for which the traffic
and engineering survey are still valid, are hereby expressly approved as speed limits for the streets
to which they apply.
Section 3 . If any section, subsection, sentence, clause or phrase or word of this ordinance
is for any reason held to be unconstitutional, unlawful or otherwise invalid by a court of competent
