HomeMy WebLinkAboutResolution 96-305 10/21/1996RESOLUTION NO. 96-305 N.C.S. of the City of Petaluma, California RESOLUTION OPPOSING PROPOSITION 218 3 WHEREAS, Proposition 218, the so-called "Right to Vote" initiative, appears on the November 5, 4 1996 General Election ballot, and; 6 WHEREAS, the sponsors of Proposition 218 claim it gives voters the right to vote on all local 7 government taxes, fees and assessments, and; 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 WHEREAS, Proposition 218 actually takes away the right to vote from millions of California voters, who rent their homes and reduces the voting power of the average taxpayer, and; WHEREAS, Proposition 218 grants huge new voting powers to wealthy corporations, big landowners. and non-citizens -enough power to impose or defeat any local assessment tax or fee upon a community, and; WHEREAS, Proposition 218 eliminates general assessments for crucial public safety services such as police, fire and emergency medical services, overnight crippling vital services all over California, and; WHEREAS, many city and county fire departmehts alone stand to lose millions of dollars in assessment and fee revenues for firefighting services if Proposition 218 passes, and; WHEREAS, Proposition 218 imposes a new tax on publicly owned property, which will cost taxpayers tens of millions of dollars, slashing into funds for important programs like school class size reduction,. and; WHEREAS, the impartial Legislative Analyst's Office analysis of Proposition 218 estimates local government statewide will lose in excess of $100 million statewide per year. WHEREAS, the impact of Proposition 218 to the City will be significant in reducing revenues, increasing costs and lowering services, NOW, THEREFORE BE IT RESOLVED that the City of Petaluma is on record in opposition to Proposition 218.
