BACKGROUND: 18 With the sale°of the;:Kenilworth .Juni ,or,High School site, 1he'City Council authorized 'the City 19 Manager to negotiate with the developer Regency, regarding the, sale -of the Petaluma. Swim Center 20 and, the Petaluma Skate Park: AR quest for Proposal;(RFP) was issued, recruiting aquatic 21 consultants regarding,the.,replacement"of the°Petaluuma, SwimCenter: 'Four firms responded to the 22 RFP and were interviewed on August 4, 2004. 23 The interview panel was: comprised of three competitive swimmers, the Twin Valleys Coach, one 24 Recreation; Music and Parks Commissioner; the Petaluma Swim Center Director, one Recreation Supervisor, and'the, Parks. and; Recreation Director. The following defines our scope of services as understood from the Request for Proposals. A recommendation for two workshops is,included and may be optional. Deliverables will includet'he Final Report, a comprehensive schedule for the Design and Construction phases and' a Conceptual Plan of the recommend'e&facility. Scope ofServices Phase k Needs Analysis, Feasibility & Conceptual Design Mobilization, Data & Analysis The NTDStichler team will attend a project team meeting with the Aquatics Advisory Comm,ittee.,to review project & program data including any prior survey information. We will visit selected sites to document Opportunities and constraints. The team. will then .analyze the, data, create base sheets and develop site ,analysis for each site. Feasibility Study and Conceptual Alternates We will assess data and develop a draft feasibility study with budgets and develop alternate Conceptual Plans. We will then review the draft feasibility.report, budgets, site analysis and alternate concepts with the Aquatics Advisory Committee Public Input Two workshops, one for user groups and one for the public are recommended. This will allow the team to gain, information directly from the public for the process. These workshops can be a strong consensus building too. , Workshop 1: User Groups '(Establish type of facility preferred by the, community.) Establish dialogwith the user groups and gather information associated with their needs. Workshop 2: Public (Establish type of facility preferred by the community.) Establish dialog with 'the public and gather information associated with their needs. The "team will assess and the data :for .the feasibility report, budgets and conceptual alternates for review with the Aquatics Advisory Committee. The draft report with preferred concepts, revised cost estimate, development schedule and public comments will. be presented, to theAquatic Advisory Committee, Recreation, Music and.Parks, Commission and the community at Commission meeting. The team will take comments for.,the final report. Conceptual Plan and Final Report The final report to -be delivered to the City will incorporate: A completed market analysis; feasibility study; needs analysis; programming recommendations; Work Plan & Schedule I Presentation conceptual plan .of the preferred facility and opinions of cost for construction, operating and maintenance, budgets as; well as recommended programs for revenue. Present to AquaticsrAdvisory Committee -for final review. At a'regular City Council meeting, deliver Final Report and present concept plans and financial/market analysis'with forwarding information and, comments ,from the Aquatics Advisory Committee, _Music and Parks Commission. Phase II: Design & Construction The following six phases are typical for the design and, construction.. process. They incorporate -developm_,ent. of the final design, construction documents ,(plans and specifications), permitting process and administration through the construction of the facility.
