Summary. Statement
Police Department staff has deternuned that the maximum'rate for taxicab rates has not changed since May,
1991. Economic changes since the last. rate increase justify this increase. Approving this change will
require the repeal of resolution 91 ='94 NCS.

Recommend City Council approve the proposed taxicab rate increases and repeal resolution 91 -94 as it

RESOLUTION 91 -94 NCS.
1. ExFcunw SummARY:
Police Department, staff has determined that the maximum rate f6r
p --taxicah rates has not changed since
May, 1991. Economic changes tsinc . e. theId'st rate increase justify this increase. Approving this change
will require the repeal of resolution 91-94, NCS.
2. BACKGROUND:
The current taxicab rates allowed.1jerresolution 91-04 are documented on Attachment A.
The below proposed taxicab rate - revjsions, reflect the wishes local taxi services (A-1 and AC cab)
and the police department his found the are also consistent with rates currently charged in Santa Rosa
and Mar'in County:
® The base rate (ak-a drop rate) shalI be no more than $2
e A per mile rate shall be no more than 52.50 and shall be in Addition to the base rate
® Wait time shall be no more than .$30.00 hour
o A special rate .for, penio (Age 65 or older) will consist of no less than a 10% discount
® No charge shall. App

No charge shall apply' luggage /baggage
o No charge sfiall apply to pets carried
® 24 hour daily oppration shall be provided . every day'except"Christmas and Thanksgiving when
emergency service only shall be provided
The above rates shall apply only from the point of pick -up to,the ,, oint of destination.
I ALTERNATIVES:

impact the l6cattaxi&b service's ability to fund their business obligations.

The local: taxicab. services will be able to adjust fees .accordingly.

Recommend City Council approve<the.resolution to increase taxicab service .fees and repeal resolution
91 -94.

RESOLUTION APPROVING THE INCREASE' IN TAXICAB SERVICE RATES
AND' REPEALING.IRESOLUTION'91 -94
WH'EREAS, theFetaluma City. Council' understands that,business costs such as
vehicles, vehicle fuel and vehicle maintenance 'have�increased considerably since 1991;
and
WHEREAS,_Resolution 91 =94 established fixedrates'in 1991 that local taxicab
businesses operating within the City of Petaluma, are bound by, and
WHEREAS, local taxicab `businesses have expressed an essential need to increase fees
to cover operating costs.
NOW, THEREFORE BE IT RESOLVED, effective on or after the first day of
October '2004; ;and until further action by -the City Council, the following maximum rates
are hereby fixed and determined to bell applicable `in all "parts of the City of.Petaluma,
pursuant to Chapter 1:4 Section 14:20.260 of the Petaluma Municipal Code, for all
taxicabs within the City of Petaluma.
The base,rate (aka,. drop rate) shall be, no more than $210.
A per mile Tate shall"be no more than $2.50 and shall be in,addition to the base
rate.
Wait time shall,be no more than $30.00 per, hour.
A special rate for seniors (age 65 'or older) Will consist of no less than a 10% discount.

No charge ,shall apply to luggage/baggage:
No charge shall ap p ly.to pets carried.
24 hour daily operation,.shall be .-prow ded every day except Christmas and
Thanksgiving; when emergency service only !shall be- provided
The above rates shall apply on from the point ofpick -up .to the point of destination.
BE IT FU. URTHER RESOLVED, that; Resolution 91 -94 NCS be, and the same is
hereby . repealed.

RESOLUTION APPROVING THE INCREASE IN
TAXICAB SERVICE RATE A.ND R'EPEAEING
RESOLUTION 86 -125 NCS

EE'IT RESOLVED, effective on or after the first day of May , 1991, and until
further action by the City Council the following maximum rates are hereby fixed and
determined to be applicable -in all parts of the City of Pe ;pursuant to Chapter 14,
Section 14.20.260'of'the Petaluma Municipal Code, for all taxicabs within the City of
Petaluma.
A. The base rate shall be two dollars ($2.:00) for the first 1/8 mile, or any
fraction thereof, plus twenty five cents ('250) for each 1/`8 mile thereafter.
The first mile is four dollars ($4.00). Each additional mile is two dollars
($2.00). Waiting time is, eighteen dollars ($18.00) per hour.
40 B. The base rate hall be charged at all_ times of day
or night.
C. A special rate f'or senior citizens aged sixty -five (65) years or older shall
apply during the hours of 9:00 a.m. to 5:00 I'm. only. Said rate shall,be one
dollar and forty -five cents ($1.45) for the first 1/4 mile and forty cents (400)
for each additional 1/4 mile. The first mile'is three dollars and five cents
($3.05). Each addi.tional mile is one dollar and sixty cents ($1.60). Waiting
time is eighteen dollars ($18.00) per hour.
D. Thirty, cents (30¢) per trip for each additional passenger over twelve (12)
- ye_ars of; age.
E. Extra ba`ggage'; Two pieces (in trunk or luggage area), free. Additional
pieces one dollar ($1.00)' each. No charge for bags hand-'carried by
passengers =.
F. Pets carried -, one dollar ($1.00) per animal.
