10 1. EXECUTIVE SUMMARY
11 The seven City'tennis courtss are,badly in need ofresurfaeing. With the. City's allocation of
12 Proposition 40 Park Bond funds, the City Council has authorized a portion of the funds to be used
13 for resurfacing the courts:. The project'was bid with two firms responding. Vintage Contractors Inc.,
14 of San Francisco is low bidder at a bid amount of `$43,120:
15 2. BACKGROUND
16 City tennis courts have, not: been resurfaced, in approximately 7'years for Lucchesi Park and 12 years
17 for McNear Park: With expansion adobe soils, the' net result is that - resurfacing of the courts is badly
18 needed, and should be, done ,every 6 -8 ',years depending , on soil .conditions. The courts proposed for
19 resurfacing are Lucchesi. Park (4), M (2 ) .and'Del Oro Park (1).
20 The project was,bid and two firms responded:

23 The proposed project is t&resurface the,existing courts by filling existing cracks and applying multi -
24 layers of acrylic re- surfacer materials per the project; specifications (attached).

Staff consulted with a soils engineer about applying a two inch lift of asphalt, but due to the built up

nature of the courts base,. especially Lucchesi and' McNear Parks, there is no guarantee to prevent

surface cracks from re- appearing. Unless the courts are totally reconstructed the most cost effective

manner of treating them 'is to keep them on a- scheduled re- surfacing program.

The proposed contract is for $43, 120 with a proposed '4 % o contingency (($1,880). Source of funds is

Proposition 40Park.Bonds (Per Capita). The courtresuifacing project.is one'of many projects, with

a total of $398,911 available:

The seven'City tennis courts are, badly in'need of resurfacing.. Funding is available through the use of

Proposition 40 Park bond`s. A� °responsible bid has been received and' ifawarded the project can be

completed bythe end of October;.

8 WHEREAS, the City of Petaluma has seven tennis courts'badly in need offresurfacing; and

10 WHEREAS', the City Council has authorized `the use of State Park Bond (Proposition 40) monies for the
11 resurfacing of tennis courts; and

13 WHEREAS, the project'to bid City tennis courts`was bid: with ;two , responsible bids received.

15 WHEREAS, the low bidder-for tennis courts resurfacing projectwas Vintage Contractors, Inc, of San
16 Francisco at a bid price of $43;1:20.

18 NOW, THEREFORE, BE IT'RESOLVED, that the Petaluma City Council does hereby award the contract
1-9 to resurface City tennis courMto Vintage. Contractors, Inc:, of San Francisco for the contracted amount of
20 $43,120; with a 4 % contingency ($1 and authorizes the City Manager to execute the required
21 construction agreement :subject to review, and -approval of h agreements and' I insu rance by the City
22 Attorney.

Materials

C. SportMaster Acrylic Crack Patch, SportMaster Courffl'ex, and
SportMaster CrackMagc or approved equals.

F. Colored,acrylc finish: shall bei SportMaster Color: Concentrate,
SporfMaster ColorPlus System, or. approved equal.

rounded sand or approved equal.
H. Playing lines shall be SportMaster T%C Textured White Line Paint or
approved' equal.
Surfacing Procedures
Prior to .,,commencing work, the Contractor -shalIre move existing nets and
tiedown straps.. The - contractor shall be responsible for storing -the nets during
the work and for putting them back on the. °posts after theVork is complete.
Preparation
A. Surface area to be coated shall be air 'blown as a minim brushed and/or
power washed ast required to ensure removal of all dirt,, debris, or other
material that may adversely affect the proper application of the
subsequent coatings:
B. Anyareaholding between 1L8" and IA7 water (commonly referred to as
"bird baths ") shall be filled with SportMaster Acrylic Binder or
approved equal job mixed and applied per, manufacturer's specification.
Resurfacing `Course, Color Course, and Playing Lines
A. SportMaster. Acrylic Resurfacer (or approved. equal) -job mixed per the
it Manufacturer's specification.
B.. Application: One or two coats as required by surface roughness and
porosity to provide a smooth underlay for application of:the acrylic color.
C. Acrylic color coats shall be ,SportMaster Color .Concentrate or Sport-
Master Col9tPlus System, or approved equal, job mixed per the manu-
facturer's' specification with 90 mesh rounded, or semi= rounded sand (or
equal),

D. Three filled acrylic color coats shall be job mixed and applied per the
manufacturer's specification.
E. All acrylic color coats 'shall be applied.'
F. Playing Lines shall be accurately located and.marked..Standard
dimensions shall be used. Lines shall be painted with SportMaster T/C
Textured VA ite Line Paint (or approved equal). Oil based paiiit;wi'll not
be permitted.
G°. The.area shall be protected from , traffic during all operations and,shall not
be, opened for i se for at least
east 72 hours after the finished surface, has dried
completely.
H. Tennis nets and tie -down straps shall be reinstalled after •finished surface
has completely dried ;for a minimum of 24 hours.
1. All application procedure`s shall be performed in the strict accordance
with manufacturer's specifications.
