(Kleinfelder) conducted a Phase I Environmental Site Assessment (ESA) for Andronico at a site in Petaluma, California. The site is being 'considered for development as a City Fire Department. This report ,documents the findings of _ Kleinfelder's assessment. In summary: The site is located at 3.07 Petalurna.Boulevard South, Petaluma, California (Plate 1). Au- shaped 22 -room motel occupies .the approximately %Z -acre rectangular parcel. The remaining area is covered by a concrete- paved'parking lot. Adjacent land uses include; residential; commercial, retail office; and light industrial uses. Accordin to Sanborn Fire Insurance surance Maps'(Appendix B), the: site was undeveloped from 1885 to sometime between 1910 and 1923'. During this time, the site was developed for use by the Petaluma Electric Incubator :Company. The incubator 'eompanq remained at the. site until sometime - between 1,923 and 1949: By 1949, the current motel occupied the site. These businessesi did not likely involve the; use, storage, or possible release of hazardous chemicals. The site was not listed in the federal', °state or local regulatory agency databases of 'businesses or properties that handle hazardous rriaterials or waste, or are known locations of a release of hazardous substances. No' properties. , acent toy or surrounding the site were listed. Kleinfelder did not observe evidence of the use, storage or release of 'hazardous substances or petroleum products at the, site other than :relatively small amounts of Janitorial and cleaning, supplies. Grande Motel, in Petaluma, California, referred to here, as the "'site." The purpose of this assessment: is to assist the client in evaluating Recognized Environmental Conditions regarding known or suspected releases of hazardous substances on ,,or near the subject site. A Recognized Environmental Condition is defined as "the presence or!l kely presence of hazardous substances or "petroleum products under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures',on the property or into the ground, groundwater or surface water of the property' ." Kleinfelde performed this Phase I ESA in accordance with the'.scope'and limitations of the ASTM standard and our authorized proposal and contract 41 -YP3 -827, .dated November.25, 2003. 2.1 REPORT FORMAT The following sections describe Kleinfelder's work scope: • Section 3, Site. Setting, is a• compilation of information.. concerning the site's - location, physical setting, and: geologic and hydrogeologic conditions. • Section 4, History;' of 'Elie Site, summarizes the history._ of land, use at the site and on adjoining properties; The ,hi'stpry• was developed by conducting .interviews, reviewing information provided to Kleinfelder by the client and by' consulting, various resources such as aerial photographs, city or suburban directories, and historic maps. • Section 5, Records Review, is a.compilation of Kleinfelder's review of several databases available from the, Federal; State; and ;local regulatory agencies regarding, hazardous substance - storage, 'or disposal at the subject site; and for off -site facilities up to ,a one-mile radius around the site. SITE SETTING This section describes the condition of the site at the time the Phase I ESA was conducted, and provides information about local geologic conditions that can affect the migration of contaminants in soil and groundwater. 3.1 SITE DESCRIPTION The Casa Grande Motel consists of an. approximately %=acre parcel of property between E and F Streets on Petaluma Boulevard South, Petaluma, California (Plate 1, Photographs 1 and 2). One single story`u- shaped concrete .block motel occupies the site... The motel consists of 22 rooms, a two -room apartment 'for the owner, an office, and a -laundry and supply room. The information presented in Table 3.1 `describes the physical :location of the subject site. This information was obtained from maps', p ublic records, and ,interviews. This soil consists of well -drai ned lo,ams underlain by recent alluvium ftom sandstone and shale and is found on alluvial ; fans ; and flood plains: Permeability of this soil is moderate, runoff is slow and the hazard of erosion is slight. 3.3 REGIONAL AN LOCAL }SITE GEOLOGY The site lies within the Coast ;Range Geologic _Province of California. This province is characterized by northwest atrending mountain 'ranges and intervening valleys, which are a reflection of the dominant northwest structural trend in bedrock of the region. The basement rock in the northwest .portion of this. province is dominantly hi&y deformed sedimentary, Complex,: Upper Jurassic to .Cretaceous Age. metamorphic, and volcanic -rock of the Franciscan Com hex In the site vicinity, these rocks have `been unconformably overlain by Tertiary age, continental and marine sedimentary an& volcanic rocks. - Younger alluvial, colluvial and landslide deposits have overlain these, locally: According to Geology for ,Planning in Sonoma County, California, the site geology is mapped as alluvium, which consists of'sand,'gravel, silt and clay. 3.4 GROUNDWATER.. 'The Published groundwater resources - reviewed for "this 'assessment did not contain information specific to the ;groundwater conditions at the subject 'site. However, 'Kleinfelder'.s "experience with, other sites in the area suggests that groundwater is likely to occur at ;a depth of 1`5 to 18 feet below ground surface!'and flows northwest to northeast. The history of the site was researched to identify obvious uses of the site from the present to first °developed use, or back to 1940, whichever is earlier. Mr. Nick Patel, owner. 4.1 INTERVIEWS Kleinfelder, Inc. conducted' a personal interview with Mr. Nick Patel, :owner of the property. According to Mr: Patel, 'he and lus family have owned the site for the:' ast 25 or 30 years. Kleinfelder conducted a review of the EDR report to assess which g gnificant otential hstin s have, a �si potential to impact the subject property. Factors used to screen the listed` properties include distance to the -site, geology, presumed or known direction of groundwater flow, type and magnitude of hazardous .material release, and nature of sensitive receptors. Those considered to have ,'a s grief cant potential to impact the site were then subjected to a .f1e review at appropriate regulatory agencies. No facility files were reviewed for this. assessment, ,because; in. Kleinfelder's opinion; the are either down - gradient or cross - gradient of the site and 'groundwater is carrying con taminants away from the site; and because: soils in he area consist of dense clay that typically restricts movement of petroleum hydrocarbons and groundwater. - The site was not listed in the databases reviewed. There were no�,facil t es adjacent to the site listed. Kleinfelder's findings and conclusions are presented below. 7.1 FINDINGS Kleinfelder's Phase I ESA. of theCasa Grande Motel revealed the'followingz The Casa Grande Motel is located :at '307 Petaluma ,Boulevard South in Petaluma, California (Plate 1). One single:story concrete blocked motel occupies the approximately %Z -acre site (Plate 1, Photographs 1 and 2). Adjacent land uses include, residential, commercial, retail office, and light industrial uses. The site was previously' vacant undeveloped land from 1885 to approximately 1923. The Petaluma Electric Incubator Company then occupied the site from 1923 to' approximately the mid 1940's.
