1. SUMMARY
Kleinfelder, Inc. (Kleinfelder--) conducted a Phase I Environmental Site Assessment (ESA) for
Andronico at a site in Petaluma, California. The site is being 'considefed for development as a
City Fire Department. This report documents the findings of,Kleinfelder's assessment. In
�, summary:
The site is located at 3.07 Petaluma.Boulevard South, Petaluma, ;California (Plate 1). A u-shaped
22-room motel occupies .the approximately %Z-acre rectangular parcel. The remaining area is
covered by a concrete -paved packing.lot. Adjacent land uses iriclude; residential; commercial,
retail office-, and light industrial uses.
According to Sanborn Fire Insurance Maps (Appendix B), the site was undeveloped from 1885 to
sometime between 1910 and 1923'. During this time, the site was developed for use by the
Petaluma Electric Incubator, :Company. The incubator 7company remained at the site until
sometime • between 1923 and 1'949: By 1949, the current motel occupied the site. These
businessesi did not likely 'involve the, use, storage, or possible release o.f hazardous chemicals.
The site was not listed in the federal', state or local regulatory agency databases of 'businesses or
properties that handle hazardous materials or waste, of ate known locations of a release of
hazardous substances. No •properties.:immediately adj acent to, or surrounding the site were listed.
Kleinfelder did not observe evidence of the use; storage or release of hazardous 'substances or
petroleum products at the site other than relatively small amounts of janitorial and cleaning .
supplies.
Kleinfelder has performed this Phase I ESA of The Casa Grande Motel .in conformance with the
scope and limitations of ASTM Standard E 1527-00. No Recognized Environmental Conditions

2. INTRODUCTION NT ON
Andronico retained Kleinfelder`to.•conduct a Phase I ESA of the Casa Grande Motel, in Petaluma,
California, referred to here,, as the "'site." The purpose of this assessment is to assist the client in
evaluating Recognized Environmental Conditions regarding known or suspected releases of
hazardous substances on.or near the subject site. A RecognizedEnvironmental Condition is
defined as "the presence or,likely presence of hazardous.substances or -petroleum products under
conditions that indicate an existing release, a past release, or a, material threat of a release of any
hazardous substances or petroleum productsinto structures'••on the property or into the ground,
groundwater or surface water of the property." Kleinfelder performed this Phase I ESA in
accordance with the I scope !and limitations of the ASTM standard and our authorized proposal
and contract 41-YP3-827, .dated November 25, 2003.
2.1 REPORT FORMAT
The following sections describe Kleinfelder's work scope:
® Section 3, Site Setting, is a• compilation of information ,concerning the site's -location,
physical setting, and, geologic and -hydrogeo conditions.
® Section 4, History;''of 'the Site, summarizes the history._ of landuse at the site and on
adjoining propert'ies., The .hi'story was developed by.conduciing.interviews, reviewing
information provided to, Kleinfelder by the client and by, consulting, various resources
such as aerial photographs, city or suburban directories, and historic maps.
® Section 5, Records Review, is a.compilation of Kleinfelder's review of several databases
available from, the, Federal, ;State; and local regulatory agencies regarding, hazardous
substance use; storage; or disposal at the,subject site; and for off,site facilities up to,a
one -mile radius ,around the site. 'This chapter includes interviews• and telephone
conversations. conducted by Kleinfelder with people knowledgeable about the site and
local regulatorypersonnel.
® Section 6, Site Reeorinaissance, describes Kleinfelder'.s site_observations during the site
reconnaissance'and observations of adjacent parcels.

3. SITE SETTING
This section describes the condition of the site at the time the Phase I ESA was conducted, and
provides information about local geologic conditions that can affect the migration of
contaminants in soil and groundwater.
3.1 SITE DESCRIPTION
The Casa Grande Motel consists of an.approximately %=acreparcel of property between E and F
Streets on Petaluma Boulevard
South, Petaluma, California (Plate 1, Photographs 1 and 2). One
single story'u-shaped concrete .block motel occupies the site..- The motel consists of 22 rooms, a
two -room apartment for the owner, an office, and a laundry and, supply room.
The information presented in Table

information was obtained,.froin

3.2 SITE SOILS

` y According to the Soil Survey .of ,S,onoma County, California, site soils are mapped as Yolo clay
loam. This soil consists of'w;ell-drained lo,ams underlain by recent alluvium from sandstone and
shale and is found on alluvial, fans and flood plains., Permeability of this soil is moderate, runoff
is slow and the hazard of erosion is,sfight.
3.3 REGIONAL AN LOCALSITF GEOLOGY
The site lies within the Coast :Range Geologic _Province of California. This province is
characterized by northwest atrending ,mountain 'ranges and intervening valleys, which are a
reflection of the dominant northwest, structural trend inbedrock of the region. The basement
rock in the northwest . ' ortion: of &s,• province
p ` p ince is dominantly' highly, deformed sedimentary,
metamorphic and volcanic rock 'of the Franciscan Complex of Upper Jurassic to .Cretaceous Age.

In the site vicinity, these rocks have' been unconformably overlain by Tertiary age, continental
and marine sedimentary and" volcanic rocks. - Younger alluvial, colluvial and landslide deposits
have overlain these, locally.
According to Geology for,Planning in,Sonoma County, California, the site geology is mapped as
alluvium, which consists ofsand,'gravel, silt and clay.
3.4 GROUNDWATER
The published groundwater resources -reviewed for "this 'assessment did not contain information
specific to the groundwater,conditions at the subject 'site.- However, Kl'einfelder'.s 'experience
with, other sites in the ;area suggests that groundwater is likely to occur at :a depth of 15 to 18 feet
below ground surface"and flows northwest to northeast.

HISTORY OF TH'E-:SITE
The history of the site was researched to identify obvious use of the Site from the,present to first
'developed use, or back to 1940,
whichever is earlier. The objective was to evaluate the
likelihood that past uses resulted in Recognized Environmental Conditions. Table 4.1
summarizes the information reviewed during this assessment. Kleinfelder used this information
to establish the site history.

4.1 INTERVIEWS
Kleinfelder, Inc. conducted a personal interview with Mr. Nick Patel, :owner of the property.
According to Mr. Patel; 'he and his family have owned the site for the: past 25 or 30 years. Mr.
Patel stated that, to the best of `his knowledge, there are not any underground storage tanks or

hazardous materials at the site. He stated' that janitorial and cleaning, supplies are the only
chemicals used or stored at the site.
4.2 SUMMARY OF HISTORY
According to Sanborn Fire Insurance Maps (Appendix B); the; site was undeveloped from 1885 to
sometime between 1910,and 1921" Between 19110 and 1923, the,site was developed for and used
by the Petaluma Electric Incubator Company. 'The incubator company remained at the site until
sometime between 192,3 'and 1949. By 1949, the current motel occupied the site. These
businesses did not likely inyolye;the use, ;storage, or. -possible +rel'ease: of hazardous chemicals.

5. RECORDS REVIEW
5.1 REGULATORY AGENCY DATABASE REVIEW
The purpose of the records review is to obtain and review records that would help to reveal
recognized environmental conditions at orin the area around site.
Federal, state and local regulatoryagencies publish databases, or "lists" of businesses and

hazardous substances. These databases are -available for review or purchase at the regulatory
Iagencies, or they can be obtained through..a commercial. database service., Kleinfelder contracted
with a commercial database ,service, Environmental Data Resources, Inc.-.(EDR),.to review the
9' agency lists for references to the -site and any listings within the ,appropriate ASTM_ minimum
search distance from the site. The executive summary and maps from the database search report
are included in Appendix A, Regulatory Agency Database Summary. The federal and state
databases reviewed are summarized on Table 5.1.

A summary of facilities listed in -the databases is presented, in the executive summary of the EDR
report and each facility is cross-referenced with a radius map showing the location of the listed
facility with respect to the subject property (Appendix A). Kleinfelder conducted a review of the
EDR report to assess which listings have a si;gri feant potential to impact the subject property.
Factors used to screen the listed properties include distance to the' -site, geology, presumed or
known direction of groundwater flow, type, and magnitude of hazardous material release, and
nature of sensitive receptors. -Those considered to have,'a significant potential to impact the site
were then subjected to a .file review at appropriate regulatory agencies. No facility files were
reviewed for this. assessment, .-because,,yin__Kleinfelder's_opinion ,,the -'facilities _are located- either
down -gradient or cross -gradient; of the site and groundwater is carrying contaminants away from
the site; and because soils in he area consist of dense clay that typically restricts movement of
Petroleum hYdrocarbons and groundwater.
The
site was not listed in the databases reviewed. There were no1acilities adjacent to the site
listed. Five releases of hazardous chemicals that 'have affected soil and groundwater have
occurred within a''/a-mile radius of the site.
5.2 REGULATORY AGENCY CONTACTS
Local and state regulatory agencies were contacted for reasonably ascertainable and practically
reviewable information regarding Recognized Environmental Conditions present at or adjacent to
the site. The information wasp obtained by interviewing agency,representatives -or reviewing local

Kleinfelder representative, Toby P.-Goyette, conducted a site reconnaissance on January 7, 2004
to assess and photograph present site conditions. The approximate, parcel and site boundaries
and color photographs of the site are shown on Plate 1', "Situ Plan." -The site boundaries were
visually estimated using the parcel .map ,provided by the client. Site conditions discussed below
are limited to readily apparent environmental conditions lobserved on the date. of site.

Kleinfelder's did not observe evidence of the use, storage or- release bf hazardous substances or

Kleinfelder performed this Phase I ESA in accordance with the scope and limitations of ASTM
Practice E1527-00. The purpose of this assessment'was to evaluate the likelihood of Recognized
Environmental Conditions resulting from the present or past' .usage, storage, or disposal of
hazardous substances or petroleum hydrocarbons; at the subject site and in the surrounding area.
Kleinfelder's findings and conclusions are presented below.
7.1 FINDINGS
Kleinfelder's Phase I ESA of the�Casa Grande Motel revealed the'following:
The Casa Grande Motel is located :at '307 Petaluma ,Boulevard South in Petaluma, California
(Plate 1). One single.story concrete blocked motel occupies the approximately %Z-acre site (Plate
1, Photographs 1 and '2). Adjacent land uses include, residential, commercial, retail office, and
light industrial uses.
The site was previously' vacant undeveloped land from 1885 to approximately 1923. The
Petaluma Electric Incubator Company then occupied the site from 1923. to' approximately the mid
1940's. By 1949, the current. motel occupied the site. 'These businesses did ,not likely involve
the use, storage, or possible release of hazardous chemicals.
The site was -not listed'in the„ Federal,,. State or focal regulatoryagency databases of businesses or
properties that handle hazardous .materials or waste, or are known locations' of a release of
hazardous substances. No properties immediately adjacent to or surrounding the�site were listed.
Kleinfelder's. did .not observe. evidence �of the use, storage or release of'
