Summary Statement The current Fire Station 1 / Fire Headquarters; located at 198 `D' Street, was built in 1938. After 86 years, the building no longer meets all the needs of a modern, full service fire protection and emergency medical response organization. - The Fire Department has long advocated for a new building on a site in the same geographic ,area. A private developer has offered 307 Petaluma Boulevard South — the "Casa Grande Motor', as a future building site for the Fire Department. EXECUTIVE SUIVIIVMARY The current; Fire Station 11 Fire Headquarters, located at 198 `D' Street, was built in 1938. After 66 years; thebu lding no longer meets,all the needs, of a'no'de full service, fire protection and emergency medical:response organization. The. Fire Department has long advocated for a new building site in the same geographic area. A private d'eveloper' has ,.offered 307 Petaluma Boulevard South — the "Casa Grande Motel' as a future building site for the Fire Department. 2. BACKGROUND Firei Station 1 / Fire Headquarters needs to relocate to a modern facility. The building was constructed in 193'8 while the country was beginning -to recover from -the Great Depression. City leaders then, could not have envisioned that in the twenty =first century, municipal fire protection, or the unheard of concept of pre- hosp "itat emergency medical care, would be provided`to the community from this samebuilding. In April 2003, the City of,Petaluma was selected as the sample city for-the Standards of Coverage Class, sponsored by the Office of the-California State, Fire Marshal. Fire!service professionals from across the State reviewed the size of the city, target hazards, man made and natural obstructions to emergency response, the number and type of :emergency responses, the locations,of fire stations, apparatus in those stations, and staffing for those; apparatus. Following a nationally recognized criterion, it was determined that the three city fire stations were geographically well located: Station 1 needed to relocate to a modern facility within the same' neighborhood. The new station needs to address issues never considered in 1938, including: * "drive`thru" apparatus bays to accommodatethe city's only ladder truck, * State and Federal safety mandates, `pre-hospital emergency medical services; *hazardous materials response, * urban search and rescue, * expanded building and safety code enforcement, * seismic safety, and * a diverse workforce: Statiorn:2, located at 1001 North McDowell and Station 3, located at 83'1 South McDo well do not need to relocate`but they do need to expand and modernize, to meet todays fire. service needs. Department received 6 phase one site assessment from the Kleinfelder Company for 307' Petaluma Boulevard South,, stipulating that there were no hazardous environmental issues (asbestos, lead' paint; or:underground petroleum;contamination) related to this property. On April 12, 2004, the Fire Department hosted a neighborhood meeting "at Headquarters to discuss the options and the most:likely potential site, 30,7 Petaluma Boulevard South. Once a site is determined and building design commences, the neighbors will be encouraged to` participate with that design process. In May of 2004, the Fire Department received a report from Carey & Company, stipulating that there was no historical significance to the property or -the existing, structures. 3_. With the recent passing - the Central Petaluma Specif c Plan, 307 PetalumaBoulevard South appears to be the only workable; option., The alternative to not accepting the donation of the property and desig=nating, the site as the. location for- the future fire station, would be to continue our tenure in'a building that all parties agree is "no longer ,suitable. 4. The draft addressed issues of staffing; the location of the ladder truck in -the downtown area; location of stations to-cover the spread of the city; ISO ratings and 4 minuteresponse times. Option Sites for New Fire Station Option 1 First ,and F Streets — at the time it wasn.'t °for sale - private enterprise has since bought the property including. Hamilton Cabinets Option 2 F,Street - covering over creek to river Option 3: Casa Grande.Mote1 - could build,a 3'-story building that would meet,long- term use (50 years): 'From the flagpole at Station 1 to the back of the Casa Grande Motel is 550 feet and 775 feet to the front of the motel. Option 4; D at Petaluma,Boulevard South (old Union 76 Station) — site is contaminated, and :the county had concerns about fuel in the, water. New owner would have resporisibiltyto clean up property. Discussion: Neighbors were concerned about noise, loss of parking on the street, potential loss of privacy,from a;three -story building. Neighbors expressed concern over a three story building; close proximity to their houses and the "appropriateness" of three story buildings in that neighborhood.
