At'Its June_8 meeting, the Planning. Commission recommended approval',of the Riverview .
Tentative Map, with direction to study an alternate layout that might preserve additional trees: A
sketch of the Commission's suggested, revision is enclosed 'herewith. The attached site plan
incorporates all of the.design changes requested by Commission, that are feasible from an
engineering standpoint.
The alternate lan fails to meet the Planning Commission's goals, and is generally,

inferior to the approved,nlan, "as- follows:
As referenced in the enclosed letter from Becky Duckles, the project arborist, dated
June 18,,the alternate plan results in a:net loss of five good or. better quality trees. Of
more significance is compromising a grove of trees that, in Ms. Duckles +opinion, are
most worthy of preservation.
The amount of grading required overall is :increased, especially in proximity to the
. trees and tree clusters.that are desired to be preserved. This significantly increases
the risk that the trees might not survive:
Street and intersection grades were noticeably increased reducing both vehicular and
pedestrian safety', and making `provision of properly 'aligned handicapped tamps more.

Alternate locations for the Play Area are, in. Jim Carr's opinion, less favorable•than
the one proposed on the,approved Tentative Map, based• on grade, conflict ,with trees, ”

Diefendorf that addresses the engineering concerns in greater detail.
Cobblestone Homes requests ,that the recommended version of the Riv view Tentative
Map be "brought forward .to the City. Council, because of the reasons stated above.

Dear Jayni:
You will find attached the'study of Lot 49 as , a, play area. There ,are several' problems
with the proposal, and it ,appears to create, several difficult situations.
Lot 49 has a significant slope and tree cover. In order to create.a level
'play area, asix-
foot high retaining wall will;be required at the corner. Access to the front ofthe park
would. be through stairs, and the `handicap access becomes difficult.due to , the grade and
slope conditions. Since! the, wall creates a substantial vertical` condition, a protective
fence °will. be required on. the to of the wall. Additionat planting and irrigation will be
restricted due the .'ektensive tree canopy. Any use of the area:would "be limited due to
the constrained�play!area,,,
The "new". Lot 49 location and Lot 25 along -Mission .Drive will'b.e marginally close to
the drainage area a`t the rear of'the lots; and due to the lot slope,a two to three foot
retaining wall will'be'regiiired at the rear of the properties. Propertyline fences will be
on top of the wall creating an.eiglt:to nine foot vertical condition and the property lines
will be close.to the watercourse.
In summary, Lot 49 play area has °limited utility and function We believe the Tentative
Map reviewed, by the Planning Commission is the preferred alternative, as it. has the least
impact on the property =:
