Input on the Draft Preferred Land Use Plan is requested prior to the completion of the draft document. Accompanying the Draft Land Use Plan is an outline of the General Plan document and the Guiding Principles to be used in the cre4tion of the goals, objectives and policies to implement the Plan. We welcome this opportunity to provide the Council with the information researched to date and the input from the Planning Commission on the °preferred direction of growth for the community. EXECUTIVE SUMMARY All preliminary work has concluded for the preparation of the General Plan 2025. Input on the Draft Preferred Land Use .Plan is requested prior to the :completio_n of the draft document. Accompanying the Draft Land Use Plah is an outline of the General Plan document and the Guiding Principles to be used in the creation of the. goals, objectives and policies to implement the Plan. We welcome this opportunity to provide the . Council with , the information researched to date and the input from the Planning Commission on the preferred direction of growth for the community. B ACKGROUND : The Land Use and Mobility Alternatives Report was presented to the City Council in February 2004 and released to the public. Two public workshops were hosted (March and April 2004) to receive public comment. The Planning Commission also hosted six public workshops in June and July for consideration of the Land Use and, Mobility Alternatives Report. Position papers on numerous general topics, corridors, and specific sites, as well as workshop notes for the two public workshops and the first four Commission workshops have .previously been distributed. Workshop notes for the last two meetings (July 20 and July 27t were distributed to Council in September. A Notice of Preparation (NOP) for the General Plan Draft Environmental Impact Report (DEIR) was published and a Scoping Session was held to allow •earlypublic input into the content of the Environmental Impact Report. The Planning Commission through and worked throu and agreed upon General Plan Guiding Principles. Based on the Commission's discussions and feedback a Draft Preferred Land Use Plan has been prepared (previously provided to Council). The following brief summary of the major points of discussion reflected in the Draft Preferred Plan is offered: Workshop of June 15, 2004 Cross -Town. Mobility • Per Council discussion Rainier is illustrated on Plan Format of General Plan 2025 The Draft Outline provides a format that combines certain Elements and illustrates the general sub- sections of each Element. Regulatory Floodway As stated during the workshops, the 1989 FEMA Floodway will be illustrated on the Draft General Plan 2025 Land Use Map and Constraints Exhibit. Population Projection Numbers Discussions by corridors and subareas resulted in reductions in densities. Workshop June 22, 2004 Population projections - concerns Significant reductions to density options have been incorporated particularly in the area of the western hills and along Petaluma Boulevard North. River corridor — identify and :embrace A River corridor designation has been identified to follow River Plan implementation. Policies will be drafted to 1 allow the opportunity for transfer of development rights to remaining lands of adjacent parcels. d Retail sales tax recovery Specific sites (Kenilworth and adjacent. East Washington frontage) have - been designated for - commercia development to serve the southern Sonoma County .region In addition, the vacant parcel on North 'McDowell at Rainier has been designated Mixed Use, to allow consideration of proposals, which may include commercial occupancies. Critical corridors Land uses along the corridors discussed by the Commissioners reflect the consensus of the discussion. Big issues to be retained (school sites, School sites Fairgrounds, swim center) Fairgrounds is retained with public designation; swim center currently -being studied for poss'ib'le ,relocation (site amended to commercial). Water supply as a constraint The Preferred Land Use Plan and accompanying population projections will be analyzed for long -range potable water usage needs, conservation implementation goals and tools, and alternative water supply options. Direct staff to proceed with the completion of the Draft General Plan 2025 and Draft Environmental Impact Report. B. Provide direction to undertake, sp ecific changes to the Draft Preferred Land Use Plan; direct staff to . incorporate the specific changes in the preparation of the Draft General Plan and Draft EIR. C. Provide direction to undertake specific changes to the Draft Preferred Land Use Plan and return to the City Council for further discussion. 4. FINANCIAL IMPACTS Implementation of the new General Plan will be analyzed and discussed within the Draft Economic Element to be included in the Draft General Plan 2025. 5. CONCLUSION • Staff is. continuing the work effort to complete the General. Plan 2,025 and anticipates presenting the Draft General Plan and Draft EIR to the City Council -in January 2005. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: The Draft General, Plan 2025 will be prepared in accordance with direction received from the City Council and presented to the community for consideration. 7. RECOMMENDATION Provide comments on the components presented to the Council. Direct staff to proceed with the completion of the Draft General Plan 202 -5 and Draft Environmental Impact Report.
