The City received seven (7) bids for the Sidewalk Installation and Replacement Project ranging from
$71,100.18 to $133,409.00. In general, the work includes removing existing sidewalks, installing new
sidewalks, removing planter strip concrete and doing other work specified in the special provisions and as
shown on the plans.
Recommended City Council Action /Suggested Motion
Adopt the resolution awarding the construction contract to the low bid submitted by Ghilotti Construction
Company, 246 Ghilotti Avenue, Santa Rosa, CA 95407, in the amount of $71,100.18, and authorize the
City Manager to execute the construction contract.

2004 OLD EAST PETALUMA REVITALIZATION AREA SIDEWALK INSTALLATION AND
REPLACEMENT PROJECT

1. EXECUTIVE SUMMARY
The City received seven (7) bids for the Sidewalk Installation and Replacement Project
ranging from $71,100.18 to $133,409.00. In general, the work includes removing
existing sidewalks, installing new sidewalks, removing planter strip concrete and doing
other work specified in the special provisions and as shown on the plans.
2. BACKGROUND
In February of 1999, a proposed scope of work was adopted by the Petaluma Community
Development Commission (PCDC) to address the goal to develop a neighborhood
• revitalization program for the "Old East Petaluma" neighborhood. The revitalization
efforts are based on a phased approach that includes implementation of four primary
physical improvements, including: 1) repair /replacement of sidewalks; 2) re- creation of
street tree planter strips and planting additional street trees; 3) improved street light
design and illumination; and 4) coordinated street signs that unify the neighborhood and
recognize its history.
The origin of this revitalization effort was the implementation in October 1996 of COTS'
Opportunity Center, a daytime drop -in center for homeless adults, at 305 Payran Street.
During the public hearing for both that facility and the re- asserted Conditional Use
Permit for the Petaluma Kitchen, the neighbors repeatedly lodged objections that their
neighborhood was already overburdened and negatively impacted by the litany of
social /public service facilities. In addition, it was acknowledged that the neighborhood
was under - served by City services, including public safety and public works, adequate
street lighting and sidewalks. Thus, at its October 19, 1998 meeting, the City Council, in
its capacity as the Petaluma Community Development Commission, authorized staff to
develop a scope of work, time schedule and estimated budget for a revitalization plan for
the Old East Petaluma Neighborhood.
The work completed to date includes the installation of 10 historic style street lights
affixed to existing power poles, re- creation of planter strips, installation of 46 street trees,
and installation/replacement of sidewalk along East "D" Street, from Payran to Erwin
Streets. In addition, historic style street signs have been installed at intersections
throughout the neighborhood, for a total of 20 signs (4 per intersection).

This project is phase three (3) of the overall revitalization plan and will install /replace •
approximately 4,426 square feet of sidewalk and re- create 431 square feet of planter strip.
3. ALTERNATIVES:
a. Award contract.
b. Reject the bids and re- advertise.

4. FINANCIAL IMPACTS
The Engineer's estimate was $100,300.00. The following is the summary of bids.

Because the City received such a good low bid, the contingency will be used to install /replace
approximately 3,000 square feet of additional sidewalk, re- create approximately 400 square feet
of planter strip, and install two ADA accessible ramps on Jefferson and Edith Street, as the funds
allow.
5. CONCLUSION
The City received seven (7) good bids and is recommending award of the construction
contract to Ghilotti Construction Company, 246 Ghilotti Avenue, Santa Rosa, CA 95407,
for a total of $71,100.18.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Following the award, the contractor will enter into an agreement with the City and submit
the required contract documents, bonds and insurance. The contractor has five days after
the Notice to Proceed to start work. Construction is anticipated to start in October and be
completed in December 2004. There are 60 working days specified in this construction
contract.
7. RECOMMENDATION
Adopt the resolution awarding the construction contract to the low bid submitted by
Ghilotti Construction Company, 246 Ghilotti Avenue, Santa Rosa, CA 95407, in the
amount of $71,100.18, and authorize the City Manager to execute the construction
contract.

WHEREAS, the plans and specifications for the 2004 Old East Petaluma
Revitalization Area Sidewalk Installation and Replacement Project C500400 have been
prepared, and bids solicited by the Public Facilities and Services Department, for
intallation/replacement of sidewalks and re- creation of planter strips along Vallejo Street
(between East Washington and Jefferson Streets) and Jefferson Street (between Payran
and Edith Streets); and
WHEREAS, seven (7) bids were received on October 6, 2004 with the low bid
• being submitted by Ghilotti Construction Company, in the amount of $71,100.18.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of
Petaluma awards the construction contract to Ghilotti Construction Company, 246
Ghilotti Avenue, Santa Rosa, CA 95407, in the amount of $71,100.18, and authorizes the
City Manager to execute the contract, subject to review and approval of all contract
documents, insurance certificates and bonds by the City Attorney.
