Attorne : Approved City Mana er: Date: r DaT _ 2 04 / Tod 9y's:I) ate Revision # and ate Revised: File Code: # eptember 30 2004, STF &S /Traffic.Division Folder /Speed Studies /CC.A enda /October CITY OF PETALUMA, CALIFORNIA OCTOBER 18 -2004 AGENDA REPORT FOR AN ORDINANCE TO ESTABLISH RADAR ENFORCABLE SPEED LIMITS ON CERTAIN STREETS WITHIN THE CITY OF PETALUMA EXECUTIVE SUMMARY Per California S.tateL Vehicle Code 22357, 223'58,' and 22358.3 speed studies must be conducted prior to establishing and posting radar enforceable speed limits on roadways where development adjacent.to th'e street, major road improvement, or changes in traffic conditions have occurred, and radar enforcement is prudent. 2. BACKGROUND Traffic speed studies are required,prior'to establishing speeds limits on an existing street. Conditions may change as •a - result of street :improvements; development, or changes in traffic and/or pedestrian use; which necessitate lestablishing radar' enforceable speed limits for the safety of the "traveling public and pedestrians. At; the August 19, 2004 traffic advisory group meeting; a request was presented by the Police Department to conduct new studies to establish radar enforceable speed limits on various streets. Subsequent to the Police Department's regdest,, studies '. were conducted, , which indicate that establishment of speed `limits is warranted. 3. ALTERNATIVES a. Do not establish.radar enforceable speed limits; which will render them unenforceable by the Police Department. 4. FINANCIAL IMPACTS Loss of revenue, due to inability to issue citations forevehicular speeding in an unenforceable speed zone through the City.. 5. CONCLUSION Staff believes that the studies indicate the establishment of speed zones is required to meet the existing- conditions in. these 'sections of the City's street system and 'provide for the safety of the traveling public, 6 'OUTCOMES, OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY 'SUCCESS OR COMPLETION: Speed limits Will be enforceable, thus reducing the possible safety liability of not having speed:' control in an :urban setting. 7 RECOMMENDATION Approve the ordinance; establishing; radar enforceable speed zones on various City of Petaluma streets, as outlined in Exhibit B.
