Summary Statement
California voters approved the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal
Protection Act of 2002. Better known' as Proposition 40, the Park Bond provides for the "Youth Soccer and
Recreation Development Program" for Cities and Counties to develop new youth soccer, baseball, softball,
and basketball recreation opportunities in the state. Under the competitive program, the City may` obtain
funding to assist with the relocation of sports organizations due to the loss of'the Kenilworth Junior High
School fields.
By approving the recommended resolution, the 'City can submit an application to compete for the funds.

14 California voters approved Proposition 40 (Park Bond) in 2002. Part of the Bond Act provides for
15 the Youth Soccer and Recreation Development Program to enable Cities and Counties to develop
1:6 new Youth soccer; baseball, softball and basketball recreation opportunities. The City of Petaluma's
.17 application, if successful, would'be targeted for the Carter Field Relocation Project.

19 2 BA CKGROUND :

21 As a result of the suecessful,2002 Park Bond (Proposition 40), voters approved the California Clean
22 Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Act. The Park Bond includes the
23 Youth Soccer and Recreation Development Program, which provides funds for local agencies to
24 develop new Youth soccer, softball', and basketball recreation opportunities. The grant program does
assign a higher priority to applications that include a commitment of a financial match.
Staff is recommending the submittal of an application.for the. grant program to assist with the Carter
27 Field Relocation Project. !Staff. is °currently evaluating two potential sites for the replacement of the
28 little league fields which will 'be lost when the Kenilworth site is developed. The two sites, Petaluma
29 Junior High School and McNear Park will each require major site improvements. Requested funds
30 would be used for grading and drainage, irrigation and turf replacement, ball field development,
31 parking, and .restroom / snack bar development (Petaluma Jr. High only).. Discussions are currently
32 underway with the Petaluma School District and youth organizations regarding the potential sites.
33 Staff must determine "which site.is to be used and, identity the -site on the grant application which
34 must be postmarked no later thanNovember 5, 2004.
35 If the Petaluma;R. High �siie;is ;used,. three -little `league fields would be constructed, plus
36 improvements to the remaining °turf. This would provide good turf for school P.E. programs and
37 youth community soccer activities. The total area is approximately 5 acres. Currently, the school
38 field ,is underutilized d i
ue to bad dranage and obsolete .irrigation. Improvement of the field would be
39 , an added athletic resource for the community. In discussions with the school administrative staff,
40 mention was, made of installing a track for P.E. purposes and use by the community. The track
41 portion of any project" does.not qualify as part of the grant program or any financial match. Funds for
42 a track would need to come from an additional source.
.43 If McNear. Park,is to`be used, all existing spring /summer High School. and youth sports activities
44 would be eliminated: Theffigh' School activities (Petaluma High JV.baseball, girl's softball and St:
:45 Vincent's Baseball) and American, Legion baseball would have to find other sites for practices and
.46. games. The approximately 3.2 acre athletic field portion of the park would be used for the three little

18 The City' an opp6rtuiuty'to go after grant funds assist. with the relocation of the little league
19 fields _soon to be lost with 'the development ;of the 'Kenilworth School site..Although.. the grant `is a
20 competitive' program, and priority is; givenfor low In- ncome, urban areas,, the loss of Little,League-
21 fields with very few options °for °replacement provides a.compelling story that may be, to the: City's
22 advantage.

WHEREAS the people of State of California have enacted the California Clean Water, Clean
Air, Safe Neighborhood Parks; and Coastal Protection Act of 2002, whichprovides funds to the State of
California for grants to eligible Applicants; and
WHEREAS, the California Department of Parks and Recreation- has been delegated the
responsibility for the administration. of :the Youth Soccer and Recreation Development Program and the.
grant Project shown above within the State, ' setting up necessary procedures; and
WHEREAS, isaid procedures established by the California Dep of Parks and Recreation
require the Ap a d application. o the St t o � by resolution the, approval of the Application before
submission of
WHEREAS; the Applicant will enter into a Contract `with "the :State of California for the project;
NOW, THEREFORE, BE IT RESOLVED that the - Petaluma City Council hereby:
1. Approves the filing of an Application for local assistance funds from the Youth Soccer and Recreation
Development Program under the, California Clean Water, Clean Air, Safe Neighborhood Parks, and
Coastal Protection Act of 2002; and
2. Certif es that the Applicant has or wil1, have sufficient funds to operate and maintain the Project; and
3. Certifies that the Applicant, has, reviewed „ - understands; and agrees to the General Provisions contained
in the Contract shown in the Procedural Guide; and
4. Certifies that the Grantee has or will, have available, prior to commencement of any work on the
project, the Match;
5. Certifies that the :Project conforms to the recreation element of::any applicable city or county general
plan; and
6. Appoints the City Manager as agent to conduct all negotiations; execute and submit all documents
including but not limited to Applications, agreements, payment requests, and so on, which may be
necessary for the completion of the Project.
