Summary Statement:
Purchase one FordClass-E Patrol car to replace a pdtrol that that was destroyed in a traffic collision. The
patrol car will be purchase from the State of California Contract with Downtown Ford of Sacramento. On
November 12, 2002 a marked Petaluma Police Car was destroyed in. a traffic collision where a vehicle from
Ruan Trucking was listed as the party at fault. A letter of Subrogation was issued to the insurer of the party
at fault re questing reimbursement for $18,037.08.

From Downtown Ford To Replace A Patrol Car Destroyed In A Traffic Collision.
1. EXECVTIVE.SLmmARY
Purchase one Ford Class -E Patrol car to replace a patrol that that was destroyed in a
traffic collision. The - patrol ,- car will be purchase from `the State of California Contract
with Downtown Ford of Sacramento. On November 12, 2002 a marked Petaluma Police
Car was destroyed in a traffic collision where a vehicle from Ruan Trucking was listed as
the parry at A.letter:of Subrogation was issued to the insurer of the parry at fault
requesting reimbursement for $18,037.08.
'2 BACKGROUND
On November 12, 2002 ;a marked. Petaluma Police Department patrol car was parked on
the side of Lakeville Highway while a police officer was issuing a citation. A tractor -
trailer belonging: to Ruan Trucking collided with the patrol scar causing the patrol car to
be damaged beyond repair.
To maintain a workable patrol car and to help maintain a usable fleet of patrol cars the
City of Petaluma needs to purchase a replacement Ford Class -E patrol car. A
Subrogation Letter was issued to the insurance company for Ruan Trucking (Crawford
Company) to reimburse the City of Petaluma $18,037.08 for the loss of the patrol car.
3. ALTERNATIVES
Deny the request for purchase to replace the damaged patrol car.
4. FINANCIAL LwpACTs
The total cost to replace the damaged patrol car has been estimated at $33,924.35. The
City of Petaluma has been reimbursed $18,037.08. There will be a cost difference of
$15,887.27 that will have to be absorbed by the City of Petaluma.
5. CONCLUSION
The replacement of the, patrol is.a needed asset to the police department to effectively
provide a service of public safety tot the community. This collision was not at any fault
accredited to police department. or .the City of Petaluma, therefore we are requesting
that the vehicle be replaced as soon as possible.

and measurements are approximate. All measurements were taken with a rollatape.
, Statements-
Dri #1 Vickers related he was, southbound on Lakeville Highway traveling at approximately 45 mph. He
looked 'up and at the last minute saw police -car stopped on the side of the road with its' rear.flashing- lights on.
He applied his brakes and swerved to the left to avoid rear ending the vehicle. The right tires on his trailer
str uch the police car causing the rim to be bent. and the tire to' blow. He continued` approximately one hundred yards
beyond the.police car and stopped. 1. asked Vickers :if he.fell asleep while driving. Vickers stated he was very tired
but did not think he fell asleep.
• Officer Simmons related. he was working traffic enforcement in the area of;Lakeville Highway. He had.

p e vehicle he had stopped and was issuing.a citation to the driver..
While talkin- to the driver he heard a loud crash and realized a semi tractor trailer had just struck the police car on,
the driver's side. He contacted the driver to determine if there-were any n1juries and called for a supervisor..
Summary:
P -? \a southbound on Lal eville'H'ighway stopped at a traffic enforcement stop. P -1 was traveling
southbound on Lakeville Highway at , a stated speed.of.45 nrph. According to. P -1 he was.very tired. He looked up
and realized'he v is about to run I into the rear of the pol'i'ce car. He applied the brakes and swerved to the left. The
right rear °tiailer'tiie stud: the left side of the police car. V -1 carne to rest approxin-iatelyone hundred yards south
of the parked police car.
Aren of Impact:
The area of impact were the right rear trailer tire stuck the left rear of the police car was determined to be
19' 4" south of the south curb prolongation of Pineview and 9'6" east of the west side paved edge of Lakeville

On November 11., 2002 Police Vehicle #89, a 2000 Ford Crown Victoria was declared a total
loss due to a collision.
Attached .you will find a copy of the ICA report outlining the cost recovery on this vehicle as
$18,037.08.
I am requesting an immediate replacement .of this vehicle through ;the State bid. Downtown Ford
has several 2003 Ford Crown. Victoria Police - equipped vehicles available on the lot .now. I have .
attached a purchase order requestfor replacement` of this vehicle for your signature.
I have also attached an accessory list of costs involved to outfit this vehicle.
The replacement of this vehicle as soon as possible is necessary for the daily operation of our
