December 16, 2002 TO: Michael Ban FROM: Tom Hargis�� SUBJECT: Status Report — Corps of Engineers Payran Reach Flood Control Project The following is a brief status report on the Corps project for the City Council meeting of January 6, 2003. 1. Current Construction A. The current construction project involves removal of . earth and sediment from under the Payran and Lakeville Street vehicular bridges, which has been completed. B. Installation of 30 inch storm drain pipe in Madison Street from Vallejo to Payran Street: as of Monday, December 16, 2002, one storm drain inlet at the Payran and Madison intersection has yet to be installed, as well as the permanent trench paving. C. Installation of flap gate on the existing storm drain discharging into the Petaluma River at the Lakeville Street Bridge. The Corps is evaluating a value- engineering proposal from the contractor prior to proceeding with installation. D. Installation of a generator in the Jess Avenue storm drain pump station: the Corps' contractor is awaiting arrival of the generator from the supplier. The estimated cost for this phase of work (Items A — D above) is $1,300,000.00. 2. Slide repair /trapezoidal channel after the construction of the trapezoidal channel there was an embankment slip out adjacent to Madison Village Townhomes. The Corps has prepared contract documents for repair of the slide, but is holding the bid process until late winter /early spring so that the slide repair can be done during the summer months. Estimated cost: $500,000.00. 3. Mainline railroad track relocation the next major phase of work will be to build the approaches to the new mainline railroad bridge over the Petaluma River adjacent to December 16, 2002 Page 2 Lakeville Street. As part of that work, there will be excavation of river material under the old and the new railroad bridges, completion of the flood wall where the existing railroad bridge is and demolition of the existing mainline railroad bridge. 'The project has been delayed in order to accommodate Sonoma -Marin Area Rail Transit's (SMART's) request for a higher design'speed, i.e., 45mph rather than 30mph as future passenger trains enter and depart Petaluma over the new mainline railroad bridge. As of Monday, December 16, 2002, the Corps is negotiating with a civil engineering firm for modification of the existing plans to accommodate SMART's request. It is anticipated that the project'will go to bid in the spring and be-completed by the end of calendar year 20.03. The estimated cost is $3;600,000.00. 4. The last phase of work the industrial railroad track is an alternative to replacing the existing downstream spur line railroad bridge. If approvals can be received from all the various railroad authorities, aline coming off the main line on the southerly side of the Petaluma River would be installed. Additional work would be demolition. of the existing railroad bridge, additional channel excavation, and installation of riprapping at the downstream end of the U- shaped sheet pile wall, "as well as any incidental cleanup on the remainder of the project. The estimated cost is $3.2 million. 5.' Funding , an additional $10.7 million is needed for the Corps' budget to complete construction of the project, as well as reimbursement to the-City of Petaluma. The City has received two $1.5 mmillion reimbursement checks from the Corps of Engineers and is anticipating an additional $3 million check at any time. This would bring the City's reimbursement to $6 million of an estimated $6.8 million. The additional reimbursement to the City will take place after completion of the project and the final .costs are known.* Through the City's lobbying efforts in Washington, D.C., the current proposed Presidential budget includes $4 million for the Corps project. The House Appropriations Bill contains $8.5 million for the 'Corps project and the Senate Appropriations Bill includes $10.7 million (enough to complete the project). Our latest conversations with Washington, D.C. indicate a uncertainty as to resolution of the federal budget stalemate. The federal government is working under a continuing ; resolution which would allow continued construction activity, i.e., the slide repair and mainline railroad bridge project to continue. The irdustrial alternative to replacement of the drill line bridge will be dependent upon Congressional funding. The City of Petaluma has been front ending the design costs for the industrial lead in order to avoid waiting until federal­ funds are again secured in. order to continue to evaluate this significant cost- saving alternative. 6. Right -of=Way Issues the City, through :its Right =of -Way Agent, Geoff.•Hornsby, has procured four of the nine right -of -ways necessary, for the mainline railroad bridges, is .. close to securing three others, and is resolving property owner issues on two remaining properties. Preliminary discussions are taking place with two affected property owners for the industrial lead alternative and the appraisal process is beginning on the one downstream property easement needed for the demolition and riprap stabilization at the spur line bridge downstream of the U- shaped channel portion of the project. 0 December 16, 2002 Page 3 - 7. Remaining issues A) There is surplus property that 'could be disposed of once the Corps project is completed. These are. miscellaneous, odd - shaped properties left over from channel widening, home relocation, access road construction and pump station site development. These will be brought to the City Council in the future for direction to staff for possible abandonment to eliminate future City maintenance expenses. B. The Corps has developed a Draft Operation and Maintenance Manual which is being reviewed by the Sonoma County Water Agency (SCWA) and the City. A future agreement will transfer a portion of the project's maintenance responsibility to SCWA.
