SUBJECT: Alternatives to Renovating 22 Bassett Street
Community Development, in ,conjunction with the 'Fire Marshal's office and other affected
departments have made a request to the City Council for an amendment to the FY 2002 -2003
budget to utilize $103,000 of Community Facilities fees for the purpose of renovating 22 Bassett
Street so that that space can be used for City staff. If approved by the City Council, the funds
will be used primarily for the following tasks:
Demolition of some existing interior wallsAo create, more efficient use of space;
Interior paint, carpeting and related detail work (22 Bassett and west wing of City Hall);
New energy efficient li htin fixtures a

Miscellaneous electrical work (22 Bassett and west wing of City Hall);
Economic Development & Redevelopment has nearly completed its own renovation of a portion
of 22 Bassett in order to provide adequate office
p- q space for - new, staff hired to manage street
improvement and other capital projects. 22 Bassett' was used for this purpose instead of leasing
office space, elsewhere. 'The .City- Council staff report requesting the budget amendment goes
into greater detail on the departments and staff affected by the proposed renovation.
Councilmember Torliatt has expressed some concern over the use of Capital Facilities funds on a
building that might instead be demolished as part of a plan to create a new mixed use
development on the City-owned properties that not only includes 22 Bassett, but also the parking
o t at corner of Bassett and Howard Street and the adjoining house at 25 Howard. Based on
, your •discussions with proposed project would include replacement
City office space on the Torliatt, the e ground floor and residential uses above. Should the City Council choose
to discuss this proposal in more detail at its meeting';'

Potential . funding for such a project (at least the office portion of the project) would still
have to come from the Community Facilities fund, since other potential sources of
funding for residential portion (City housing and /or redevelopment funds) could not
be used for the office space. In the "Financial Impacts" section of the staff report on the
requested budget amendment, Finance Director Bill Thomas provides an extensive
analysis of the current City priorities for Community Facilities funds. A discussion of the
cost of a new building would have to be considered in fight of existing Council .fiscal
priorities.
■ Although no one at City Hall would dispute the need for the new up-to-date office space
that would restilt,fiom the proposed new building the Council may want to consider such
a pr9ject, in the context of -the entire: City Hall complex and what might be done to either
create a new campus on the current site or look at the possibility of new civic center
elsewhere.
■ The cost .of the work proposed (primarily painting, carpeting and. lighting) is only small
proportion of what would be required to build" a new building 'and will make.-existing,
underutilized-City office space, in an already paid for rent-free building ,,a safer and better
work environment for City staff.
