Summary Statement
On September 24, 2001, the Petaluma City Council awarded a design contract to the firm of DKS for the
Petaluma Transit Mall. The design cost was $89,994, out of a total project cost of $1,678,324. As the
project design has been reviewed, the scope of services has expanded. In order to complete the design
phase this spring, $93,054 in additional funding is required, which can be provided from the City's TDA
account.
Included in the revised scope is Sonoma County Transit's request for a traffic signal to be placed at the
intersection of E. Washington and Copeland Streets, so that buses can safely cross the intersection. The
Central Petaluma Specific Plan provides for a roundabout at this intersection; and its feasibility and
desirability are currently being studied. However, since Sonoma County urgently needs to complete the
Transit Mall project this summer, they have asked to install interim traffic signal improvements at this
intersection until such time that the roundabout is designed and constructed.
The County is willing to incur the costs of the traffic signal installation as part of the project. City and
County staffs are recommending that the City Council authorize -the Petaluma Transit Mall design to
include this traffic signal, which canoe relocated later, if and when a roundabout is installed.
Therefore, the City Council's approval of the attached resolution is requested to amend the agreement for
services with DKS; including an additional appropriation of $93,054; and authorize the project design to
include the interim : placement of a traffic signal at the intersection of E. Washington and Copeland
Streets.

1. EXECUTIVE SUMMARY
On September ,2.4,, 200,1, the, Petaluma City Council awarded a design .contract to
the firm of DKS for the Petaluma Transit Mall. The design cost was $89,994, out
of a total project cost of $1,678,324. As the project design has been reviewed, the
scope of services has expanded. In order to complete the design phase this spring,
$93,054 in additional funding is required, which can be provided from the City's
TDA account.
Included in the revised ; scope is Sonoma County Transit's request for a traffic
signal to be placed at the intersection of E. Washington and Copeland Streets, so
that buses can safely cross the intersection. The Central Petaluma Specific Plan
provides fora roundabout,at this intersection; and, its feasibility and desirability

complete the Transit Mall, project this summer, they ,have asked to install interim

is designed and constructed.

2. BACKGROUND
Project Policy.Direction
On May 22, 2000, the Petaluma ;City Council adopted a Resolution to proceed
with the creation of the Petaluma `Transit Mall on Copeland. Street. The Council
adopted Option C, Phase 1. Please note that the Northwestern 'Pacifi'c 'Railroad
depot site's :divided down the center by a: pedestrian or auto view corridor into
two development sites of 1.5 acres" and 1.6 acres (attached).
On September 24, 2001, the Petaluma City Council adopted a Resolution
awarding the design contract to DKS Associates, Oakland, California. At its
meeting, the Council' gave direction for staff to bring a prepared design to
preliminary SPARC and then back to Council for review and approval.
Project Review Process
On March 14, 2002, the SPARC Committee reviewed a design and was generally
supportive of the project and its design. However, SPARC made some
recommendations that need to be addressed.
On May 8, a meeting was held with the Petaluma Citizens Bicycle and Pedestrian
Advisory Committee (PCBPAC). The committee was also generally:in favor of
the Transit Mall Project, and also had some recommendations that need. to. be
addressed.
Please see Attachment 3 to review the SPARC Minutes and, the staff response to
SPARC and PCBPAC recommendations. (Please note that. the entire project is
being: constructed within the City's 58' •right -of -way, 10' of' is sidewalk, on
the east (Depot) side of Copeland'S'treet.
DKS Revised Scope of Services
As the Mal'l's project has levolved, through the review process, and as a result of
various' City requirements, the scope of work, must also expand. Therefore, DKS
has ptoposed:that several additional elements beincluded as follows:
• Signal Desim at E. Washington and Copeland 'The consultant team will
prepare a design for a fully activated traffic signal, to be installed at E.
Washington and Copeland Streets, until such time that a. roundabout meets
criteria for that intersection.
• Meetings with Staff and Presentation to City Council
• Amendments to Concept Plan The architect will provide design for
decorative fence and freestanding project ID sign (approximafely 15 feet high)
for each end of the Transit' Mall.
• Supplemental Construction Documents for Art. Wall and ID Sign Develop
supplemental documents for anew art wall, .freestanding tall project ID sign.
• Construction Services Answer questions during bidding and construction,
including four site visits.
• Supplemental SPARC Meetings and. Alternative Assessment Up to three
additional meetings with SPARC, if needed, and preparation of concept plans
for additional alternatives.
• Memorandum Addressing Existing Bus Layover at 4 and C Streets.
• Addendum to the Central Petaluma Specific Plan. The amendment will
address water, storm sewer and sanitary sewer components of the specific
plan. .
• Modification of Utilities Consistent with Specific Plan Addendum.
Underground utility upgrades for water and sewer.
• Roundabout Feasibility. Roundabout will be evaluated from a traffic
management capability.
Circulation Improvements
The Petaluma Transit Mall is designed to accommodate bus operations. Sonoma
County Transit is funding the construction portion of the project and has
stipulated that their buses need a traffic control device at. the comer of Copeland
and East Washington Streets. They prefer a traffic signal. However, as the draft
Central Petaluma Specific Plan calls for a roundabout, Sonoma County is willing
to consider it as long as there is scientific data to support its feasibility. To this
end, the City has engaged , a traffic engineer to study this issue. In the meantime,
Sonoma County is desirous of aggressively, moving forward on construction and
intends to be under construction this summer. They propose to put in a traffic
signal at their expense as ar interim measure. Once the Central Petaluma Specific
Plan is approved and there is science to support the 4easibility of a roundabout,
the City can move the signal and build the roundabout. The County has .stressed
the need to complete the project this summer.
Therefore, this is to request the Council's support in proceeding with the project
and the construction of an interim traffic signal.
ALTERNATIVES:
A: Authorize Amendment to DKS Agreement & Authorize Interim Traffic
Signal: Under this option, the DKS agreement for services is amended and
the design for an interim traffic signal is authorized. If or when the feasibility
and desirability of a roundabout is established the traffic signal would be
replaced. This would allow the project to be under construction this summer.
B. Authorize Amendment to DIES Agreement & Defer Authorization for
Interim Traffic wSignal: Under this option, DIES proceeds with project
design, but would defer consideration of an interim traffic signal.. This would
likely delay the completion of the project until next year. Construction costs
will likely increase.
4. FINANCIAL IMPACTS

By amending the DIES Agreement,., the project cost will increase $93,054.. It is
recommended that the City's TDA funds cover the costs of the amendment.
5. CONCLUSION
Additional design consulting services are required to complete the Petaluma
Transit Mall engineering and design phase. ' By authorizing the amendment to an
agreement for services with DKS,,project design can be completed this spring.. A
major design issue is pending coricerning traffic control at the comert of East
Washington and Copeland Streets.
Sonoma County Transit is paying for the construction portion of`the project, and
has asked that a traffic signal be placed at the intersection so that buses can safely
cross the intersection. The Central Petaluma Specific Plan provides for a
roundabout at this intersection, and the; feasibility and design requi. the
roundabout are currently being ;;stud'ied. , 'Sonoma County urgently needs to
complete the proj ect thin summer and has asked to install a traffic signal at the
intersection until a roundabout is approved.

OUTCOMES DR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY
SUCCESSOR COMPLETION:
The Consultant completes the design for the Transit Mall by April 2003 and
construction begins during the summer of 2003.
RECOMMENDATION
(I) Authorize amendment to the agreement for services with DIES to include an
amended scope! of services at a cost of $93,054; and
(2) Authorize inclusion of an interim traffic signal at the corner of East
Washington and Copeland Streets, to be paid by the County.

DKS Revised Scope of Services
There are revised items that have been identified, as out of scope that the City desires to
have added to the base contract. They are:
Signal Design at E. Washington and Copeland. The consultant team will prepare
a design for a fully.activated traffic signal at E. Washington Street and Copeland
Street until such time that a roundabout meets criteria for that intersection.

RESOLUTION AUTHORIZING THE FOLLOWING:
1. AMENDMENT TO THE AGREEMENT FOR SERVICES WITH DKS TO
INCLUDE AN AMENDED 'SCOPE OF SERVICES AT A COST OF $93,054;
AND
2. INCLUSION OF AN INTERIM. TRAFFIC SIGNAL AT THE CORNER OF
EAST WASHINGTON AND COPELAND STREETS, TO BE PAID BY THE
COUNTY.
Whereas, the Petaluma City Council authorized the design for the Petaluma Transit
Mall on May 22, 2000; and
Whereas, DKS was selected to undertake the engineering and design of the Mall on
September 24, 2001, and
Whereas, a proj ect budget of $1,678,324 was established for the entire project; and
Whereas, additional City requirements haveJaecessitated a broadening of the scope
of services provided by DIES at a cost -of $93 and
Whereas, the City Council and the County of Sonoma are desirous of completing the
engineering design so that the project can be bid during the spring of 2003; and
Whereas, the County of Sonoma has requested that a traffic signal be placed at the
corner of Copeland and E. Washington Streets in order to insure a safe crossing for their
buses and is willing to pay the cost of this interim measure until a roundabout can be
installed.
Now therefore be it resolved, that the Petaluma City Council does hereby authorize
the following:
1 The agreement for services with DKS is amended to include an amended
scope of services at a cost of $93,054; and
2. The ect design may include an'inte=' traffic signal at the corner of East
Washington and Copeland Streets, to be paid by the County.

SPARCIPCBPAC "comments and ;Staff Reslionse:
I. Restr000m: The first request by both 'SPARC and PCBPAC was for .the construction
of a restroom facility. This,has a significant cost implication. Estimated' costs are
about $75,000 to build, plus $80,000 , annual maintenance and repair costs. Also, this
Will cause reprioritization of project elements within the current .concept design:
There - is also a possibility of developing a future building on the plans; and if there is
a demand in the future, and funding -is available a restroom facility could be added at .
that time. It should also be noted that 'the Petaluma Depot will have restrooms
available to the public.
2. Coffee Vendor: There was also a comment by S'PARC to include a.coffee vendor on
the Transit Mall 'site. This, again, would have significant cost..' hcations. Local
coffee merchants in town were contacted and asked if they could or would consider
bringing in a mobile .coffee vendor to meet: demand (if any). This was met with mild
interest, as there is a mobile coffee vendor within 300 feet, operating on Weller
Street.,
3. Transit Mall Attendant: There was a request from. both committees for a. fullAime
attendant at the Transit Mall... There are no funds budgeted for this„ .andno support
from other transit agencies Golden Gate Transit or Sonoma County Transit,
operating at the Mall to provide any cost sharing.
4. Water Fountain and Double ' -Bike Racks: There was also a request for an
additional public water fountain and bicycle racks: An additional water fountain can
be included in the design. Also 'bicycle racks can be doubled from 4-to 8 racks.
However,, it .has been the experience of , other local transit systems , opperating within
Sonoma County that the water fountains are often vandalized and put. out of service
within the .first year. Also., bicycles in any - significant number are typically not left at
a transit facility such as this.
Regarding suggestions concerning a restroom facility, a coffee shop; a :manned
bicycle parking area with concessions, tickets and bicycle shop the project design
team feels that as the area is developed, the commercial vendors will meet the need
for these ;amenities, either as conditions of development, or by market _conditions.
5. Bike Path: The PCBPAC is requesting a Class 1 bike path parallel to Copeland
Street. The City has just created Class II bike lanes on Lakeville Street that run
parallel to Copeland. It should b noted that a 10'8" wide Class I multi -use path
shall be constructed on the west side of the City's right -of -way. SPARC requests
doing as little as possible on the opposite (west) side of Copeland. This could be a
condition for. development of that side of Copeland Street.
6. Seating: PCBPAC recommended installation of scal'loped,seating along the length of
18" high concrete retaining wall. In response to the suggestion, this wall has been
designed to be used as seating.
7. Roundabout: Several suggestions were made concerning provision of pedestrian
access across Weller Street, construction of the roundabout concurrent with the
Transit Mall and a raised crosswalk - at the roundabout. In response, these elements
are outside the scope of the Transit Mall Project and are being considered on a
parallel course as part of the Central Petaluma Specific Plan.

6 WHEREAS, the present transit transfer facility is too small for current activity
7 levels, and
8 WHEREAS, the City of Petaluma General Plan has identified the need for a new
9 transit trans facility- and
10 'WHEREAS, on December 4-. 1989, the City Council accepted the Transit
I I Transfer Station Study that recommended the Depot site for that faciliiy and
12 WHEREAS, Copeland Street is the western boundary of that lot; and
13 WHEREAS, the City of'Petaluma has procured funding for this project, and the
14 fundirig cycle is fast approaching its expiration dates, and
WHEREAS, this project could be completed in two phases: a Copeland Street
16 phase and a depot site phase.
17 NOW. THEREFOREE, BE IT RESOLVED that the City Council direct staff to
19 go forward with phase one of the Petaluma Transit Mall.
