The City Selection Committee will hold a special meeting on February 13, 2003 at 6:30 p.m. at
the La Rose .Hotel, 308 Wilson Street, Santa Rosa.
The purpose of this meeting is to select representatives to serve on the following commissions:
LAFCO - to fill the unexpired tern of Clark Thompson (term will expire May i , 2005).
Metropolitan Transportation Commission (Sharon Wright's term expires February 9,
2003) - the term is 4 years. City Selection submits 3 names for Board of Supervisors'
consideration as representative of County.
Bay Area Air Quality (Pam Torliatt's term expires March, 2003) - the term is 2 years.
Golden Gate Bridge, Highway and Transportation District (Mike Martini's terrn
expires March 2003) - the term is 2 years. City Selection makes recommendation
to the Board of Supervisors for approval.

I am writing to request your support for the position of City representative to the Local Agency Formation
Commission ( LAFCO); being vacated by Clark Thompson. _
As a Healdsburg Councilmember, I have experienced and witnessed first hand that the best representation
for boards and commissions comes from diversity. My work on the Council has provided a challenging
lean iin- curve dealing with land use issues ,and a recent annexation project. I believe I would be an asset to
the Commission and bring a small city perspective.
My background is in business. I grew up in a family that owned and operated a business in Sonoma County
for fifty years. I then went to work for a major corporation in San Francisco. These environments provided
hundreds of opportunities to work with groups, prepare long and short -term goals and set in motion plans for
success.
Through my different work and volunteer positions, I have been known as a person that provides solutions
and promotes consensus building. I do my research and seek out people who see issues different ways to get
the best gauge on projects. Most issues have several points of view there is rarely just two sides. I am open
as a Councilinember and as a member of LAFCO to hearing from all the members of'the Association.
I believe this is a very important time for Sonoma County to find ways to ensure quality of life now and in
the future.

I am writing in response to the letter we all received from Board of Supervisors Deputy Clerk Vickie
Sorel, about a number of Mayors' and Councilmembers' Association appointments that are to be
decided at the January meeting. I would like to be considered for appointment to Clark Thompson's
LAFCO position, which expires 5/01/05'.
I have long been interested in land -use planning and how it relates to transportation, and have been
actively involved in these issues locally. Those of you who were on your council two years .ago may
recall that I applied for a LAFCO alternate position at that time. I am requesting your support, again,
and if I receive the appointment I will be diligent in representing the best interests bi your community
on LAFCO.

I am seeking your support for my reappointment to the Metropolitan Transportation
Commission as the representative for Sonoma County. It has been my privilege to serve as
the representative to the MTC for. the. last eight years. My seniority on the Commission has
made it possible for me to move several very important initiatives forward that have
benefitted our Countyand brought transportation and transit improvements to our Cities.
Transit and transportation remain key issues to our region and continue to be my focus and
interest.

Transit and transportation will be key issues for us to address cooperatively and I remain
committed to representing Sonoma County. We have made tremendous strides toward
improving our public transit systems and roadways. I believe that we have exciting
opportunities "before us for the completion of the Highway 101 projects, expansions in
public transit, initiation of rail service, station site development opportunities and the
reauthorization of TEA at the federal level.
The City Selection Committee is scheduled to meet on January 9, 2003. They may make
their recommendation for the MTC appointment at the January meeting or wait until a later
meeti'n'g to ;allow additional consideration by individual city councils prior to finalizing their
recommendations to the County Board of Supervisors who will maize the final selection.

I ani writing to request your support for my reappointinei t to the Bay Area Air
Quality Management District Board (BAAQMD) by the Mayors' City Selection
Committee. As I am sure you are aware, the BAAQMD is the regulatory body for
sources of air pollution within the maze San Francisco Bay Area Counties; This has
been an exciting and challenging position duffing the last four years.
I attend regular board meetings and standing committees including Public Outreach,
Mobile Source, Persolincl and Executive Conuiiittee meetings. I currently serve as
Vice Chair of the Legislative Subcommittee. I would like to emphasize the
importance of consistent representation for'tle Mayors' and Councilmenzbers'
Association because it allows 'Sonoma County to move up in seniority on the district
board, and it takes time to understand the critical issues currently facing us with air
quality standards. The BAAQMD also works closely with the Metropolitan
Transportation Coinril ssion (MTC) of which I am an appointed, commissioner by the
Association of Bay Area Goverru - rents (ABAG). Serving on the Air District and
MTC gives Sonoma County a, cohesive and consistent voice on air quality,
transportation and regional planning issues'.
I am currently working to secure; funding for the Climate Protection Campaign which
the'Co;unty, of Sonoma and all nine'S'onorna County cities have committed to
irnplement together. A couple of other clean air projects for 'Sonoma County, which
have been funded through the Air District, include natural gas buses and currently
pending is a pilotbiodiesel project.

I am formally requesting re-appointment to the Golden Gate Bridge, Highway
and Transportation District as the Sonoma County Mayors' and
Councilmembers' representative.
Having served in this capacity for two years, I understand the important role that
the Bridge District plays in the transit system serving Sonoma County and have
MICHAEL MARTINI consistently supported efforts to expand and improve transit options. This in the
Councilmember face of declining rev enues, threats to security, rising insurance costs, and much
needed seismic improvements to the Bridge itself.
As important is the seniority that I have achieved on the Board as changes in
representatives have taken place. This has allowed me to earn influential ranking
on the Goverrunental Affairs Sub - Committee (Vice Chair) and the Building and
Operations Sub - Committee. I have proven my ability to work with other cities
and have an excellent working relationship with the Board members from San
Francisco and Marin County.
I have the time and energy available to serve the cities of Sonoma County and
would be grateful for the consideration . and support of the Association in this
matter. .

I write this letter to express my interest in serving on the Golden Gate Bridge,
Highway and Transportation Board of Directors, and would ask that my name be
put forward to the Mayors' and Councilmembers' Association for this position.
As a Councilmember in the City of Petaluma, I wish to aggressively pursue my
interest in regional and local transportation issues. My particular interest in the
Golden Gate Bridge, Highway & Transportation ,Board of Directors arises from
my many years with the California Highway,Patrol. 1 worked closely with Bridge
officials as a CHP officer, whose territory included the Bridge and its transit
activities, and as the Mari'n CHP Public Affairs Officer for three years. Working in
a law enforcement capacity, I was able to leant much about the Bridge, its Board
of Directors, and the many transportation responsibilities of the District. In
addition to knowing many of the people workin'ii for the District, I was the
recipient of a. Board, resolution for my work with the District as a member of the
CHP.
In short, I am thoroughly familiar with the Golden Gate Bridge District and ant
well suited to maximize the District's attention to Petaluma and Sonoma County. I

Mayors' and Councilmembers' Association.

At its November 14, 2002 meeting, the Mayors' and Councilmembers'
Association of Sonoma County approved a program for continued.review of the
Affordable Housing Linkage Fee. The program includes the following steps:
Each city council and the Board of Supervisors is asked to identify the key
issues and questions it has with the Affordable Housing Linkage Fee.
2. Each city council and the Board of Supervisors is asked to:assigna
council /board member and a staff person to represent.their agency on °a
formalized working group. This working group will address the cities and
cou.nty's questions and concerns and the issues identified in the original
study, the draft. model ordinance report dated August 26 2002 ;and the
report on economic impacts of the Affordable Housing Linkage Fees dated
August 26, 2002, all prepared by Economic & Planning Systems,
3. The working group is to come up with a recommendation that will go back
to the cities and the County for consideration.
4. At ' first. meeting the working group is.to establish its work program and
stet a schedule for completion of its work... preferably not longer than a few
months.
The intent is that this working group have a formal membership that will not
fluctuate meeting -to- meeting.
