THE 2002 =2003 WATER MAIN REPLACEMENT PROTECT
E XECUTIVE SUMMARY
The City received eighteen (18) bids for the 2002 -2003 Water Main Replacement Project
ranging from $414,690 to $879875 on December 26 2002. The project involves replacing
approximately 3,700 feet of deteriorating water mains to improve service and reduce
maintenance costs.
City Management recommends that the City Council adopt the, resolution approving the plans
and specifications prepared by the `Department of Water Resources and Conservation; and
awarding the contract to the. low 'bidder, TerraCon, for $4.14,690. The work is tentatively
scheduled to begin in mid -March 2903 and is expected to be completed around mid -June 2003,
weather permitting.
2. BACKGROUND
To maintain and improve the condition of the City's water system, the Department of Water
Resources & Conservation annually replaces deteriorating and /or undersized water mains
throughout the City. This work is coordinated with street improvement projects. The 2002 -2003
Water Main Replacement Project 'includes replacing approximately 3,700 feet of deteriorating
water mains in Keokuk Street between E. Washington Street and Galland Street, Liberty Street
between Kent Street and Prospect Street and Oak Street between Liberty Street and Keller Street
to improve service and reduce maintenance costs. The project also includes the replacement of
approximately 220 feet .of deteriorating sewer main in Keokuk Street east of Union Street due to
close proximity: These locations are illustrated on Attachment A.
The Department prepared the plans and specifications for this project, The Notice Inviting Bids
was issued on November 15,, 2002. Bids were received and;opened on December 26, 2002. The

The Engineer's cost estimate was $474,000.00.
With a bid of $414,690, the apparent low bidder is TerraCon. This bid amount is below the
Engineer'& construction cost estimate of '$474,000. TerraCon has recently constructed similar
underground utility projects for the Lake County Sanitation District, City of.Santa Rosa,.Nevada
County Irrigation District, and Sonoma County Water Agency. When contacted by the
Department of Water Resources and Conservation, each of these agencies gave azi acceptable
review of TerraCon's work.
3. ALTERNATIVES
1. Approve the plans and:specifications.prepared by the Water Resources and
Conservation Department, and award the contract to the low bidder.
2. Reject all bids and re- advertise.
3. Take no action.
4. FINANCIAL IMPACTS
The following is the breakdown of the estimated costs:

The estimated total cost, including planning, design, construction, inspection, administration,
testing and project contingency is $553,690. This project is listed in the Water Main
Replacement Program for 2002 - 2003, which is part of the 5 -Year Water Capital Improvement
Program. The project will be'funded by the Water Funds in the amount of $530,000 under CIP
Project 9793. The FY 02 -03' budget for Project 9793 is $530,000. The sewer portion of the
project will be funded by Sewer. Funds in the amount of $23,690. Because of the relatively small
cost, the sewer portion of°the project will be funded by the sewer operations and maintenance
budget; The FY 02 =03 sewer operations and maintenance budget for sewer main repairs is
$25,000, which provides a total project budget of $555,000.
5. CONCLUSION
Following the award, the contractor will enter a contract with the City and submit the required
contract documents, bonds and insurance.
6. RECOMMENDATION
City Management recommends that the City Council adopt the resolution approving the plans
and specifications prepared by the Department of Water Resources and Conservation; and
awarding the contract to the.low'bidder TerraCon, for $41.4,690. The work is tentatively
scheduled to begin in mid -March 2003 and is expected to be. completed around mid -June 2003,
weather permitting.

15 NOW BE IT RESOLVED by the Petaluma City Council that
16 1. The plans and specifications prepared by the Department of Water Resources and
17 Conservation for the above- mentioned project are hereby approved,
18 2. The low bid is accepted;
19 3. The contract is hereby, awarded to TERRACON, P.O. Box 276; Healdsburg .CA 95448,
20 the low bidder-, in the amount of $414,690.

22 BE IT' FURTHER RESOLVED that the City Manager is hereby authorized to execute the
23 contract with TERRACON subject to the review and approval of all contract documents,
24 insurance certificates and bonds by the City Attorney.
