Summary Statement:
Development of a new Water Field Office to support operations :and maintenance of the City's water
utilities is being conducted in two phases. This first phase involves removal of the existing wood fencing
and providing and installing a precast concrete sound wall to secure an&screen the perimeter of the Water
Corporation Yard at 202 North McDowell Boulevard. ' The City received six bids on December 11, 2002
ranging from $81,152 to $106,432.40.

EXECUTIVE SUMMARY:
Development of a new Water Field Office to support operations and, maintenance of the City's
water utilities'is being conducted in,two phases. This first phase involves removal of the existing
wood fencing and providing and installing a precast concrete sound„wall to secure and screen the
perimeter of the Water Corporation Yard at 202 North McDowell Boulevard. The City received
six bids on December 11, 2002 ranging from $81,152 to $106,432.40.
City Management recommends the City Council -adopt the,resolution awarding the contract for
construction of the soundwall to the low bidder, Tri-County, Inc., P.O.. Box 3098, 2475 Stockton
Street, Napa, CA 94558 for $81,152.00. The work is scheduled to begin March of 2003 and is
expected to be completed in 60 calendar days:
2. BACKGROUND:
The Department of Water Resources & Conservation's water utilities operations and
maintenance personnel are based at the Water Field Office at 202. North McDowell Blvd. This
facility also provides storage of vehicles, equipment, spare parts, and the computer equipment
that supports the Department's Supervisory Control And Data Acquisition (SCADA) system
that monitors the water and flood alert systems. Most of the water parts and equipment are
currently stored in temporary.storage containers. This equipment, along with the lockers,
storehouse and lunchroom, were formerly located in a storage barn onthe site. The barn was
demolished in 2001 after a structural .engineering report determined that it was unsafe for use.
The current remaining 1200 square foot office structure was originally constructed in 1961
when there were 10 water operations and maintenance employees. Prior to 2000 the
Department was responsible for operations and maintenance of the water system only.
Currently there are 27 'employees which not.only provide for the operation and maintenance of
the water system but also for the City's stormwater and wastewater collection systems. As the
City further develops its stormwater program in support of the EPA's Phase II stormwater rule
and return to monthly meter reading, it is anticipated that additional maintenance equipment
and field employees -will be necessary.
The current facilities are not sufficient to meet the current and anticipated operations and
maintenance -needs of the Department. Project 9797-Property Site Improvements includes
construction of a new Water Field Office to support operation and maintenance of the City's
water utilities. This facility will be constructed under two phases. The first phase includes
construction of a soundwall. The second phase is construction of the building. This approach
supports continued operation and maintenance of the City's water, sewer and storm drain
systems.
This current phase (Phase 1) includes the replacement of the dilapidated wood fencing between
the five adjoining residences on East Madison:Street as well as securing the back and. side
perimeters of the City's Water Corporation. Yard from Lucchesi Park. The wood fencing does
not provide adequate security for this facility. CSW/Stuber—Stroeh prepared the plans and
specifications for the sound wall and a City Building Permit has been issued for this work. The
five neighboring property owners were contacted individually and a standard mailing to all
properties within 500 feet of the project was done. This portion of the overall project is
necessary to provide security and screening prior to the next phase of the project. When the
sound wall is completed, trailers will be, moved into this secured area for the operations and
maintenance staff. Once the staff has been temporarily relocated into the trailers, work on
Phase 2 can begin. The building phase (Phase 2) will include the demolition of existing
structures and the construction of new offices and shop facilities. The new facility design is
presently at the SPARC review stage. Construction of this facility is scheduled to begin this
summer.

The apparent low bidder, Tri-County, Inc., has constructed similar projects for the City of Santa
Rosa, -the City -of Novato and -the City of Napa. When contacted by the Department of Water
Resources & Conservation, each of these agencies gave Tri-County, Inc. a.positive review.
ALTERNATIVES:
1. Approve the plans and specifications and award the contract to the low bidder.
2. Award the contract to the second low bidder.
3. Reject all bids and re -advertise.

4. - FINANCIAL IMPACTS:
The following is the breakdown of the estimated costs of this phase of the project:

ESTIMATED TOTAL COST:

The estimated total cost, including construction, inspection, administration, testing and project
contingency is $109,152. This project is the first phase of Project 9797 — Property Site
Improvements, which is part of'the 5-Year Capital Improvement Program. The fiscal year 2002-
2003 budget is $580,000 (this includes funding for Phase 2 of the project).
5. CONCLUSION:
Following the award, the contractor will enter into a contract with the City and submit the
required contract documents, bonds, and insurance.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Completion of sound wall installation.
7. RECOMMENDATION:
City Management recommends the City Council -adopt the resolution awarding the contract for
construction of the sound wall to the low bidder, Tri-County, Inc.,, P.O. Box 3098, 2475
Stockton Street, Napa, CA 94558 for $81,152.00. The work is scheduled to begin March of
2003 and is expected to be completed in 60 calendar days.

APPROVING THE PLANS AND SPECIFICATIONS AND
AWARDING THE CONTRACT FOR THE WATER FIELD OFFICE SOUNDWALL
PROJECT NO. 9797
WHEREAS, the existing wooden fence does not provide adequate'security and screening for the
Water Field Office;
WHEREAS, the Water Field Office sound wall phase involves removal of existing wood
fencing and providing and installing a new precast concrete sound wall securing and screening
the perimeter of the Water Corporation Yard at 202 North McDowell Boulevard;
WHEREAS, the City solicited bids to 12 contractors and bidding exchanges as well as by
advertisement;.
WHEREAS, construction of the soundwall is the first phase of Project 9797 — Property Site
Improvements, which is included'in the Water CIP;
WHEREAS, six responsive bids were received and after review staff recommends award to the
low bidder; and,
NOW BE IT RESOLVED by the City Council of the City of Petaluma that
1. The plans and specifications for the above -mentioned project are hereby approved;
2. The low bid is accepted;
3. The contract ishereby awarded to Tri-County Incorporated, P.O. Box 3098, 2475
Stockton Street, Napa, CA 94558"for removal of existing fence and provide and install
precast concrete soundwall.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
contract with Tri-County, Inc. subject to the review and approval of all contract documents,
insurance certificates and bonds by the City Attorney.
