10 1. That the PUD Development Standards allow for the continued operation of the existing
11 uses, and will result in more appropriate _and compatible uses in the district. The
12 Development Standards provide for single - family residences, one of which exists on each
13 site. A residential subdivision ,occurs within the City limits west of the project site. A
14 chicken ranch also operates on the Gossage Avenueparcel that currently impacts adjacent
15 residential uses with noise and odors. Presently, trespassers, use the Magnolia Avenue
16 site, which is private property, for passive recreational uses. The dedication of a portion
17 of this parcel to the City for a neighborhood park will allow its development into a
18 formalized passive park with trails and easy access.

20 2. That the plan for the proposed development presents a unified and organized arrangement
21 of buildings and service facilities which are appropriate in relation to adjacent or nearby
22 properties, and that adequate landscaping and /or screening is included to ensure
23 compatibility. The proposed General Plan designation for the developable portions of the
24 project site is the same as the adjacent residential subdivision within the City limits. Lot
25 sizes on the Magnolia parcel will be similar to the adjoining, development. Pursuant to
26 General Plan policies, the °.lots on the Gossage site are proposed to increase in size
27 towards the Urban Limit Line. Architectural controls will assure continued compatibility
28 with surrounding residential uses,. The residential portions of the development are to be
29 landscaped with native plants, and the park site is to be reforested.

31 3. That the proposed project. has complied with the 'requirements of CEQA through the
32 preparation and adoption of'a Mitigated Negative Declaration, prepared for this project,
33 which addresses the potential environmental impacts associated with its development,
34 and no further environmental analysis is necessary.z Pursuant to the requirements of the
35 California Environmental Quality. Act (CEQA), an Initial Study of potential
36 environmental impacts; was prepared. The potential for significant impacts to geology
37 and soils, air, hydrology and water, noise, visual quality and aesthetics, biological
38 resources and cultural resources were identified. Mitigation measures were proposed and
39 agreed to by the applicant that will. - reduce potential impacts to less than significant. There
40 is no substantial evidence that supports a fair argument that the project, as mitigated
41 would have a significant effect on the environment.
