Amphibian Site Assessment, Magnolia Park
Petaluma, Sonoma County
Department of Fish and Game personnel have completed our
review of the "Amphibian Site Assessment, Magnolia Park, Petaluma,
California" (November 2, 2001) by'.LSA Associates. From our
review, the Department finds the project site is substantially
encroached by urbanization and also l -acks particular suitable
breeding habitat in reference to California tiger salamander .
(Ambystoma californiense) ; red7legged frog (Rama aurora
draytonii);,and foothihl yellow - legged frog' (Rana boylii).
Therefore, amphibian :surveys for these species are not warranted
for the Magnolia Park project.

MAGNOLIA PARK SUBDIVISION
PETALUMA, CALIFORNIA
Dear Mr. White:
Kleinfelder, Inc... was retained by the City of Petaluma to perform a third -party review of
documents pertauung to the Magnolia Park Subdivision project including: Magnolia Parlf
Subdivision Bioloo cal Resources. Report Sonoma County California, prepared by AMEC,
January 2001. Kleinfelder., reviewed the docuunent and. issued comments on July 17 '2001. In
response to our comments AMEC prepared a letter dated September 7, 2001. Additionally, LSA
conducted an Amphibian Site Assessment. LSA's findings were published on November 2,
2001. Kleinfelder has reviewed these documents and found that:
® By strict interpretation, the biological assessments conducted'to date do not fully adhere to
the guidelines for assessment of rare, threatened, and endangered plants established by the
Californian Department of Fish and Game or for assessment of amphibians established by the
U.S. Fish and Wildlife Service (.FWS) but,
AMEC and LSA believe that enough work has been done to conclude that sensitive species
are not likely to be present.

In their response to comments AMEC provides supporting information and concludes that "the
current condition of the property is likely to preclude the presence of sensitive plants." Based on
our experience with similar sites, Kleinfelder concurs with this opinion, however, it should be
understood that a survey conducted at a time when sensitive plant species are both evident and
identifiable would provide a g reater level of assurance.

Amphibian Site Assessment, LSA, November 2, 2'001
LSA's Amphibian Site Assessment concludes that the site conditions do not appear to ineet the
Habitat requirements for-the sensitive amphibian species. LSA's conclusions are based on a clear
demonstration that the habitat needs 'required by these species are not provided. at the site.
Kleinfelder concurs with LSA's opluon and feels that "an. appropriate level of y bias
conducted and no filrtl er'assessment is warranted.
