Summary Statement
Twin Creeks Phase 3 is a 4 -lot subdivision on Holly Lane near the Petaluma River. The subdivision
received tentative map approval on April 26, 1993. The final map and improvement plans.were submitted
to the Community Development 'Department and are in the final review process. The developer is
requesting that this final map approval be placed on the agenda while the last details are completed no later
than February 21, 2003.

RESOLUTION APPROVING THE FINAL MAP FOR TWIN CREEDS SUBIDIVIAIOIN
PHASE 3
EXECUTIVE SUMMARY
Twin Creeks Phase 3 is a 4 -lot subdivision on Holly Lane near the Petaluma River. The
subdivision received tentative map approval on April 26, 1993. The final map and
improvement plans were submitted to the Community Development Department and are
in the final review process.. The developer is requesting that this final map approval be
placed on the agenda while the last details are completed no later than February 21, 2003.
2. BACKGROUND
Twin Creeks Subdivision. Phase 3 is located on approximately 0.5 acres on Holly Lane
adjacent to the PetalumaRiver. Phase 1 and 2 of this subdivision were developed in
1997.
The development of Phase 3 was conditioned to be deferred until the Army Corps of
Engineers Petaluma River Flood Control Project plans were finalized.
The estimated construction cost of the improvements is approximately $20,000.00. The
developer, De Angelis Construction, is responsible for the cost of all improvements. A
subdivision agreement, surety bonds, and insurance certificates insure the construction is
completed according to the standards, specifications and policies of the City of Petaluma.
Upon final map approval a pre - construction meeting is held to insure the contractor and
developer understand construction procedures, traffic issues, neighborhood sensitivity,
hours of operation, erosion control and inspection requests.

5. CONCLUSION •
The, developer is in the process of completing the requirements of the tentative map and
project conditions to obtain City Council approval. All requirements shall be completed
by February 21, 2003 or the final map, approval will be placed on a later agenda. Once the
final map is approved, the final map will be recorded and construction will begin.

9 WHEREAS, the Community Development Department and City Engineer have reviewed
10 the final map of Twin Creeks Subdivision Phase 3 and have reported it to be in
11 conformity with the Subdivision Ordinance, and such reports have been forwarded to and
12 reviewed by this Council;: and

14 WHEREAS, the certifications required by law have been endorsed on said map; and
15
16 WHEREAS, this Council finds that the final map conforms to the requirements of this
17 City's Subdivision Ordinance and is- consistent with, and conforms to the general plan for
18 the area; and
19
20 WHEREAS, this Council finds the final map is in substantial compliance with the
21 tentative map previously approved for the subdivision by Resolution No. 93 -98 N.C.S.,
22 the findings of which are hereby incorporated by this reference as if fully set forth herein.

24 NOW, THEREFORE, BE IT RESOLVED;
25 1. That said final. map of Traditions subdivision is hereby approved, provided that
26 the conditions, which have been previously set forth in said Resolution No. 93 -98
27 N.C.S., incorporated 'herein by reference, shall be carried out; and,
28 2. That upon execution of the Subdivision Agreement in the form approved by the
29 City Attorney, and the furnishing of the required. improvement security and
30 insurance, approved as to form by the City Attorney and as; to sufficiency by the
31 City Manager, the City Clerk is hereby authorized and directed to sign the
32 certificate on said final map certifying that. the City Council has approved the
33 same and accepted all streets and other dedications thereon. The City Clerk shall
34 thereupon cause said final maps to be recorded in the Office of the Sonoma
35 County Recorder.
