Summary Statement
Since 1965, the Petaluma General Plan has designated Rainier Avenue as a four -lane arterial and future
cross -town connector to Petaluma.Boulevard North, with a freeway, interchange at U.S. 101. From 1965
to 1998, the Council studiedseveral alternative location and interchange configurations. In 1994 the City
Council certified an Environmental Impact Report and approved a project design alternative (Reversed
Interchange Project). Subsequently, in 1999, the Council removed the project from the Capital
Improvement Program (CIP). Preliminary design work on the project was halted. A recent request from
Council to agendize a discussion of this topic, and the option to revisit the Resolution adopted in 1999
suspending funding and preliminary design work on the Rainier Avenue Project, brings this issue back
to the Council, as work begins on the identification of General Plan alternatives. Should the Council
wish to reinstate the Rainier. Avenue or an alternative, as a capital improvement project, the attached
Resolution rescinds the 1999 action to suspend CIP status.
The identification of - alternatives as part of the General Plan 2004 -2025 work effort will include analysis
of several cross -town connector and/or US 101 interchange scenarios. The current General Plan 1987-
2005, Circulation Map, illustrates a cross, -town connector in the vicinity of Rainier Avenue. This
alignment, as well as others, will be studied for consideration by the community and the Council.

1. EXECUTIVE SUMMARY
Since 1965, the Petaluma General Plan has designated Rainier Avenue as a four -lane
arterial and future cross -town connector to Petaluma Boulevard North, with a freeway
interchange at U.S. 101. From 1965 to 1998, the Council studied several alternative
location and interchange configurations. In 1994 the City Council certified an
Environmental - Impact Report and approved a project design alternative (Reversed
Interchange Project). Subsequently, in 1999, the Council removed the project from the
Capital Improvement Program (CIP). Preliminary design work on the project was halted.
A recent request from Council to agendize a discussion of .this topic, and the option to

The current General Plan 1987 =2005, Circulation Map; currently illustrates a cross -town

studied for consideration by the community and the Council.
2. BACKGROUND
Brief History of Cross4own Connector and U.S. 101 Interchange, and Council
Presentation /Actions
1965: Since 1965, the Petaluma General Plan has designated Rainier Avenue as
a four -lane arterial and future cross -town connector to Petaluma Boulevard North, with a
freeway interchange at U.S. 101
Dec. 7, 1888: Caltrans prepared a PSR (Project Study Report).
0 Oct. 17, 1994: City Council certified the EIR and approved the project.

Oct: 10 1995: City Council adopted the Precise ,Plan Line, .illustrating the probable
alignment of the project:
Aug. 16, 1996: City's consultant prepared the alternatives analysis and the construction
plans, specifications and cost estimates for the Project.
November / December 1997: Preliminary Design Report presented to the City Council.
Dec. 29, 1'997; City .Council was presented with the Project Funding Analysis 'by City
:Finance Director.
Feb. 1`7, 1998: City Council considered staff request to: 1) continue status, report,
including public comment and 'Council discussion; 'and 2) adopt a'resolution determining
the preferred interchange design configuration and /or other design options for preparation
of the' Project Report.
May 18, 1'.998: Council took" further festimony.
June, 22, 1998: Council took' further testimony.
Sept. 8, 1998: Council took further testimony and directed staff to prepare a, Work Plan
and budget Torthe project as part of the future General Plan update. •.
July 26, 1.9.99: City Council removed 'the project from the CIP and halted preliminary
design work' on the project.
PotentiatProi'ect Schedule
Should the City Council take action to identify the Rainier Avenue cross -town
connector /interchange project on the CIP list, City management will return with a Work
Plan and..Schedule. Concurrently, work on the General Plan 2004 -2025 will continue
with the identification of alternative circulation scenarios to be studied in conjunction
with alternative land use discussions.: Information derived from `the traffic model runs
would provide a comparison of the traffic flows of 'the alternative projects.
Should the City Council reestablish the :Rainier Avenue project, on the CIP list,
prioritization of the Work'Plan and allocation of -funds will be returned to Ilie'Council for -
further:discussion. This Work Plan would include but not be limited to
1. Development ofdesign criteria.
2. Completion of an alignment study.
3. Preparation of a Subsequent!, Environmental Impact.Report.
4. Preparation of a Preliminary Design Repot (which includes preliminary
landscape design, preliminary right -of -way engineering and preliminary
utility relocations).

If done concurrently with the General Plan work effort design work would follow, once
the alternatives are identified, studies completed, the General Plan EIR prepared and
certified, and the new General Plan adopted (early 2004). At that time, the Council could
authorize preparation and issuance of a request for proposal for a Preliminary
Engineering Design and Feasibility Study for a new cross -town connector and /or
interchange project (location to be determined through alternatives analysis). It is
assumed that a Program Level EIR prepared for the General Plan would include the
preliminary location and alignment of major new roadway connections.
Project Funds Available in 1999
In 1999, the estimated cost for the Rainier Cross -Town and Interchange Project was
$32,883,000. Of that amount, only $5,361,000 was available, leaving $27,552,000 to be
identified or financed.
The following are project funding sources that were available in 1999:
(') Total principal and estimated interest in 1999, per the terms of the agreement with
Chelsea.
(2) $1,136,000 was set- aside for the Rainier Project in 1999 Petaluma Community
Development Commission Reserve Fund.
Presently, the only funding source still available for allocation would be the Chelsea
contribution.
3. ALTERNATIVES

Improvement Projects; direct City Manager to include the analysis of said CIP
into the General Plan 2004 =2025 alternatives analysis process.
C. Take no action at this time.
4. FINANCIAL. IMPACTS
Dependent on, Council Action.
5. CONCLUSION
Identification of a cross- town connector on the CIP list, and allocation of funds to that
project; will result in- preparation of a Work Plan and Schedule for undertaking that work
effort. The General Plan 2'004 -2025 process will also identify specific ' Capital
Improvement' Projects to be funded for the implementation of community long -term
vision. •

REPEAL RESOLUTION NO. 99 -150 N.C.S. PLACING ACROSS-TOWN CONNECTOR
AND U.S. HIGHWAY 101 INTERCHANGE PROJECT ON THE LIST OF CAPITAL
IMPROVEMENT PROJECTS AND TRAFFIC CIRCULATION IMPROVEMENTS,
AND SETTING UP A CIP PROJECT ACCOUNT
PROJECT NO. 9528
WHEREAS, the City Council of Petaluma did certify the Final Environmental Impact
Report (FEIR) and approve the Cross -Town and U.S. Highway 101 Interchange Project on
October 17, 1994 (Resolutions No. 94 -284 N.C.S. and No. 94 -285 N.C.S.); and,
WHEREAS, the City Council and PCDC have in other past actions approved and
included this Project on its list of capital projects and traffic circulation improvements; and,
• WHEREAS, the Primary Objectives, of the Project were stated in the Draft EIR as "to
provide a new cross -town connector (east/west route) to relieve congestion along the Washington
Street corridor; and to provide an interchange with US Highway 101 to serve both east and west
Petaluma;" and
WHEREAS, The City Council of the City of Petaluma approved Resolution No. 99 -150
N.C.S. eliminating the Rainier Avenue Cross -Town Connector and U.S. 101 Interchange Project
from its priority list of capital improvement projects and traffic circulation improvements; and
BE IT RESOLVED that the City Council of the City of Petaluma hereby repeals
Resolution No. 99 -150 N.C.S. to remove the Rainier Ave. Cross -Town Connector and U.S.
Highway 101 Interchange Project from the City of Petaluma and Petaluma Community
Development Commission's. (PCDC) list of capital improvement projects and traffic circulation
improvements; and

NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City
of Petaluma, that the Cross -Town Connector and U.S. 10.1 Interchange Project is hereby
reinstated to the list of capital improvement projects and traffic circulation improvements, and a
CIP'project account will be established.
