Summary Statement:
The Police Department is requesting street closures for the purpose of establishing special event
perimeters for the annual Butter and Eggs Day Parade. The Petaluma Downtown Association will
sponsor the event and will be responsible: far authorizing street vendors for the event

RESOLUTION APPROVING STREET CLOSURE IN THE DOWNTOWN AREA FOR BUTTER
AND EGGS DAYS PARADE FOR SATURDAY, APRIL 26, 2003
1. EXECUTIVE SUMMARY
The Petaluma Downtown Association will be holding the annual Butter and Egg Day Parade on
Saturday, April 26` 2003. The Police Department is requesting street closures for the purpose of
establishing special event perimeters for this event. Street closures will be as follows: April 26 parade,
Fourth Street between "A" and "I" Streets, Kentucky Street between "A" and Washington Streets,
Washington Street between Liberty Street and Petaluma Boulevard North, Petaluma Boulevard North
between Mary and "I" Streets, Western Avenue between Liberty and Water Streets, American Alley,
Main Street, "B" Street between Second Street and Fifth ;Street where some parking will be designated
"Handicapped Only ", Fourth- Street, Fifth Street and Sixth Street from "A'' to "H" Streets, and "D"
Street between Sixth Street and Petaluma Boulevard South. For other events occurring this day, the
following streets may be closed for longer periods. Main Street Parking Lot will be closed for the 7 -11
Lions Club French Breakfast from 7:00 a.m. to 4:00 p.m. B Street, between Petaluma Blvd South and
Fourth St., will be closed from 9:00 a.m. to 4:00 p.m. for the Future Fun Court. Western Ave., between
Petaluma Blvd and Kentucky S, ., will be closed from 11:00 a,m. to 5:00 p.m., for a Food Court and
lastly, A Street Parking Lot, closed from 9:00 a.m. to 5:00 p.m. for various events.
• Total cost to the City of Petaluma is estimated to be $ 9,491.18. It is recommended the Council adopt
the resolution.
2. BACKGROUND
The Annual Butter and Eggs Day Celebration includes a Saturday parade from 12:00 p.m.. until 2 :00
p.m. and activities downtown all day. The one -day event brings thousands of people into the downtown
area. In previous years the Police Department has helped facilitate this event by providing street
closures, traffic direction, and crowd control. Unauthorized vendors have caused safety problems and
have interfered with the parade in past years.
3. ALTERNATIVES
To not allow the event to take place.
4. FINANCIAL IMPACTS
The Butter and Eggs Day Parade is estimated to cost the City $ 9,491.18. These costs are outlined in
® attachment 1. The cost is not budgeted. Monies will come from the police overtime and public works
general budget.
5. CONCLUSION
In order for the Butter and Eggs Day Parade to take place as planned it is necessary that street closures
take place as listed. To insure, a safe and orderly operation of the event it is necessary the Petaluma
Downtown Association authorize vendors in. the ispeclal permit perimeters. If the resolution is approved
the Police Department will .assume responsibility for street iclosures, traffic and crowd control. If t*
resolution is not lapproved the events will not take place as planned.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS'THAT WILL IDENTIFY SUCCESS SOR' COMPLETION:
If approved the Butter and Egg Daywill take place with minimum to businesses and vehicular
traffic in the area.
7. RECOMMENDATION
Approval of designated street .closures as needed between 7:00 a.m. to 6:00 p,.m. on Saturday
Apri1:26, 2003.

The Butter And Eggs Day Parade is an annual event that attracts thousands of
people to the downtown Petaluma area.
The Police Department annually critiques the Parade and has developed an
effective basic plan. The Police Department'is prepared to address the street closures and
public safety needs associated with the Butter And Eggs Day Parade.
The Police Department may be faced with enforcement of the Municipal Code
Ordinances associated with unauthorized vendors.
The estimates of personnel costs are:

RESOLUTION APPROVING STREET CLOSURE IN THE DOWNTOWN AREA
FOR BUTTER AND EGGS DAYS PARADE FOR SATURDAY, APRIL 26, 2003
WHEREAS, the Petaluma Downtown Association is. sponsoring the Annual
Butter And Eggs Day History Week from April 20 to April 27, 2003; and
WHEREAS, the Petaluma Downtown Association is also sponsoring the Butter
And Eggs Day Parade on April 26, 2003, and have coordinated the details of the parade
with the Petaluma Police Department; and
WHEREAS, the Petaluma Downtown Association will be the authorized sponsor
of the special event including the authorization of street vendors within the special event
perimeter.
® NOW, THEREFORE, BE IT RESOLVED that the Police Department is
authorized to close certain downtown streets between the hours of 7:00 a.m. to 6:00 p.m.
on Saturday, April 26, 2003, for the purpose of conducting a parade and events per the
route identified on the attached map attached as Exhibit "A ".

STREETS /SIDEWALKS;(P.etaluma- Municipal Code Section,14.21.130) OR FOR PARK FACILITY
PERMITS FOR PARK EVENTS (Petaluma Municipal code Section 13.28,:130)
All persons /groups rare required to furnish an insurance policy or'a certification of insurance the
City of Petaluma as an additional insured party for general liability coverage. The °insurance requirement
will be waived for persons or groups sponsoring First Amendment Events on city streets/sidewalks or
parks who cannotiafford to purchase' insurance for their event-. FirstAmendment'Events includes marches
and assemblies to support/protest government policies or decisions, or to express religious or political
beliefs.
To request a waiver-you must first „determine whether'y group can afford.insurance coverage. Check
with a. icensed,insurance;agent to determine the cost. of purchasing insurance for your event. If you
determine you cannot afford the premium, fill out the 'following:

The special event permittee /sponsor of event (hereafter called "Permittee ") agrees to
reimburse the City of Petaluma (hereafter called "City ") 'for all losses incurred by it in repairing
or replacing damage to City property proximately caused by the: P'ermittee, its officers,
employees, agents (including special event monitors), or anyother person attending.or joining
the special event who was, or reasonably should have been, under the Pe'rmittee's control.
Persons who merely attend or join in a parade or other special event are, not considered by that
reason alone to be `under the control" of the Permittee.
The Permittee further agrees to defend without costs, indemnify and hold harmless the
City, its officers, agents and employees from all actions, claims, damages, losses and liability
arising out of or alleged to arise out of the special event which was proximately caused by the
Permittee, its officers, employees, agents, including; special event monitors, or any other person
attending or joining in special event who, was, or reasonably should have been under the
Permittee's control.

refusal to waive filing deadlines; amount of fees; or a decision that your own insurance coverage

A. General Conditions:
[ Vshall ensure that the area used for the event is cleaned and restored to the
same condition as existed prior to the event, immediately following the completion of the
event.
The permittee-shall obtain a Petaluma business license for the planned, activity from the
Petaluma Finance Department.
] The permittee,is responsible for obtaining barricadeshraffic cones or other °traffic control
devices for the event.
B. Event. Monitors:
] The permittee shall be required to provide a minimum of ]'a vent Monitors..
Event monitors are required to wear some visible means of identification (e:g:, - insignia,
special clothing, arm band).
[ ] Each Event Monitor at the event shall review and carry on his /her persona copy of the
special event permit conditions.
[ V<For parades, a,minimum of one monitor shall be. stationed and in charge of the assembly
area. At least one monitor shall be :stationed and in charge of the disbanding area.
The: permittee shall, be required to provide a minimum of Uniformed Security
Officers from a licensed and bonded /insured security company.
C. Events Occumnu on City Streets -.
No objects of any nature shall be placed within 15 'feet. of any fire hydrant.
No objects or structures ; shall be ;placed within. any street intersection or pedestrian
crosswalk, no shall any vehicles 'be permitted to be parked in such area.
A continuous, passageway in the roadway at least 14 feet in width shall be maintained at
all times.forthe duration of the event for use of emergency vehicles.
Event participants must remain on ,sidewalks, crossing streets only at pedestrian
crosswalks in accordance with traffic regulations and controls. Pedestrians participating
in the event shall cross crosswalks in units often or less and ; shall allow vehicles to pass
between each unit.
D. Health, Sanitation and Safety:
] A first -aid, station shall be provided at the event.

[ ] A minimum of one (portable) toilet shall be provided at the event for every 100
estimated persons expected to be in attendance at the event if the event shall last more
than three hours. Facilities for washing hands and drinking water shall also be provided
at event.
[ ] Parade floats and other decorated vehicles are subject to inspection and approval for
safety by the Petaluma Fire and Police Department officials.
[ ] The event site and all structures at the event are subject to inspection and approval by
Petaluma Fire Department officials and other city safety personnel. The permittee shall
comply with all safety instructions by those officials..
E. Special Events Involving, Animals
[ ] Personnel and equipment for cleanup of animal wastes and excess feed shall be provided
at parade assembly areas, and at any other event involving the exhibition of animals.
[ ] Each unit of a parade which includes horses or other animals shall be followed by
personnel for cleanup of animal wastes.

6. At north and south entrance of Petaluma Blvd Extension (at: Center Park).
7. At entrance to west parking'(Petaluma Blvd side) of Mill Parking Lot.
8. Entrances to Main St. Parking Lot (near Bluestone Main). Blvd: and Water Sts.
• CROWD CONTROL - trouble spots
Putnam Plaza, out into Petaluma Blvd.
Center Park area around main reviewing stand, video truck and cables.
Disbanding area.(Petaluma Blvd. and C St.) at end of parade.
Western Ave. at Petaluma Blvd. (Food Court).
There will be Volunteer Monitors to aid police at these spots and along the Parade route.
RESERVED SEATING
Folding chairs will be available on. Petaluma Blvd. North .approkimately in front of
The Lan Mart Building. First priority will be given to handicap and seniors. This seating is used
for VIP seating for dignitaries and sponsors as well as above. We will allow for emergency vehicle
accessibility to Petaluma Blvd. North Extension. The DeCarli Family -will be providing handicap
seating in,the parking lot directly across from the post office next to Fosters.Freeze.
