Resolution (Attachment "D") Summary Statement The Police Department is requesting street closures for the purpose of establishing special event perimeters for the annual Antique Faire. The Petaluma Downtown Association has submitted the only application for this event. The Petaluma Downtown Association will not be sponsoring any food or alcohol vendors for this event. The Petaluma Downtown Association will staff two locations, which provide non - alcoholic beverages such as water, juice or soda. As a for - profit event, Council may wish not to waive City fees.' EXECUTIVE SUMMARY The Petaluma Downtown Association is the only applicant to sponsor the annual Antique Faire on Sunday, April 27, 2003. The Police Department is recommending acceptance of the application submitted by the Petaluma Downtown Association as the only applicant. The Petaluma Downtown, Association will not sponsor food and /or alcohol vendors for the event this year. Instead, The Petaluma Downtown Association will allow only one booth, with popcorn. The Petaluma Downtown Association has limited the area of the Antique Faire to include only the listed street closures. Water Street and Western ® Avenue will remain open this year as opposed to years past. The Police Department is requesting street closures for the purpose. of establishing special event perimeters for this event. Street closures will be as follows for Sunday, April 27, 2003. Antique Faire: Fourth Street between `B" Street and Western Avenue; Kentucky Street between Western Avenue and Washington Street; and the "A" Street. Parking Lot between Fourth and Fifth Street. The Chief of Police recommends Western Avenue remain open to vehicular traffic and barricades be placed on Kentucky Street at Western Avenue to assist with crowd control. This recommendation is due to concerns from local businesses- regarding lost revenue when Western Avenue is closed. The Petaluma Downtown Association will be required to monitor the event and insure that vendors without permits or permission be asked to leave. The Police Department can assist in this activity if needed. The Petaluma Downtown Association will allow for a loading and unloading area within the event perimeter to prevent vendors from blocking traffic on Western Avenue, Washington Street, or `B" Street. Finally, the Petaluma Downtown Association should provide the Police Department information regarding the location of the event organizers or monitors during the event. If problems occur during the event, the Police - Department may need to quickly contact event representatives. The Petaluma Downtown Association has submitted a copy of its umbrella Insurance ® Police that is valid for all of its events (Attachment Q. Public notice requirements will be completed by Police Department prior to the Council Agenda Date of April 7, 2003. The notification will take place by mass'mailing in compliance with the directive of the City Manager. All effected parcels plus a 500 foot radius will be notified Total cost to the City of Petaluma is estimated to be $261.92'. This cost si to pay the salary and benefits for a Community Service Officer to complete the towing and a Public Facilities employee to create and post the "No Parking" signage. It is recommended the Council adopt the resolution approving the street closures, but consider not waiving fees due to the nature of the event. 2. )BACKGROUND The Annual Antique Faire on Sunday is from 8:00 a.m. until 7:00 p.m. This one -day event brings thousands of people into the downtown area. In ,previous years, the Police Department.has helped facilitate this event by providing street closures, traffic direction, and crowd control Unauthorized vendors have caused safety problems and have interfered with the event in the past years. Private security will be hired for the event and the Petaluma Police Department will be available to. assist with any criminal activity or problems. 3. . ALTERNATIVES : • To deny the application and disallow the event. Waive fees for the event. 4. FINANCIAI. NpACTs The Antique Faire is estimated, to cost the City, approximately $361.92. The Petaluma Downtown Association will be contracting with. a private security company. The cost is not budgeted. Monies will come from accounts 001 - 400 -2113 -4120 and 001- 400 -3302- 4120, unless City fees are to be paid for by the applicant. 5. CONCLUSION In order for the Antique Faire to take place as planned, it is necessary that street closures take place as listed. To insure a safe and orderly operation of this event, it is necessary that. the Petaluma Downtown Association authorizes vendors in the special permit perimeters and follows recommendations as outlined. If the resolution is approved, the Police Department will assume responsibility for street closures - and to assist private security if need be. If the resolution is not approved, ' the event will not take place as planned. • ® 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION• If approved, the Antique Faire will take place with minimum interruption to vehicular traffic and businesses in the Downtown area. 7. RECOMMENDATION To accept Petaluma Downtown Association's application. To allow all of the street closures as requested. Approval of designated street closures as needed between 3:00 a.m. and 7:00 p.m. on Sunday, April 27, 2003 for the Antique Faire. Not waive fees and have Petaluma Downtown Association reimburse the city for personnel costs associated with street closures for event.
