REJECTING ALL BIDS FOR FUEL CARDS ANI) AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT WITH SHELL OIL COMPANY, INC.
FOR THE PROVISION OF FUEL FOR THE CITY OF PETALUMA FLEET
WHEREAS, the City Council approved a resolution on January 22, 2007, making
specified findings, rejecting all bids, approving a revised budget and directing and authorizing
the City Manager to negotiate and execute a contract for reconstruction and replacement of the
Airport's existing fuel delivery system in an amount not to exceed $1,082,000; and,
WHEREAS, following Council approval, staff entered into negotiations with North Bay
Construction to finalize the contract and project specifications. During these negotiations and a
subsequent Airport Commission meeting, a strategy was discussed to possibly eliminate the
unleaded fuel tank as part of the construction costs. This approach. led to a reduction of
approximately $287,200 to the overall estimated cost. of the project. The North Bay contract has
a not-to-exceed clause of $794,800, without prior authorization by the City Manager; and,
WHEREAS, as part of the removal of the unleaded tank at the Airport, staff embarked
on a fuel card program that will allow the City's 135-vehicle fleet to fuel at local fuel stations;
and,
WHEREAS, an RFP for a fuel card program was released on April 12, 2007 to local and
national fuel vendors; and,
WHEREAS, the City Clerk received three bids from three local sources: the Shell
station located on Petaluma Boulevard North, Shell station located on Lakeville Street, and
Royal Petroleum in Santa Rosa; and,
WHEREAS, all three bids were reviewed by staff and it was determined that none met or
exceeded the current contract terms the City has with Shell Oil Company, Inc.; and,

WHEREAS the City of Petaluma possesses an account with Shell Oil Company, Inc. to
purchase fuel from four locations throughout the City of Petaluma
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma rejects all bids for fuel cards and authorizes the City Manager to execute an agreement
with Shell Oil Company, Inc. for the provision of fuel for the City of Petaluma fleet on terms
which either conform to or are more advantageous to the City than the terms of the City's
existing fuel card purchase program with Shell Oil Company, Inc..
Under the power and authority conferred upon this Council by the Charter of said City.
