Agenda Packet Item Resolution Summary Statement The 2000 Bond Act Per Capita funds allocated to the City of Petaluma is $481,000. To insure that the City receives these funds, they need to be encumbered at the State, level by June 30, 2003. To encumber the funds the City is required to submit an authorizing resolution by April 1, 2003. The proposed resolution will accomplish this requirement. Per Capital Grant funds can only be used for capital outlay. However up to 25% of the grant funds can be used for non - construction costs, including grant administration, plans,, 'permits, specifications, CEQA compliance and /or acquisition documents. The program allows'for reimbursement of costs that the City has incurred from July 1, 2000 through. June 30, 2008. These funds are intended to be used to reimburse the City for the cost of the Swim Center renovation that took place in FY 2001 at a cost of $.267,000. The remaining funds were anticipated for the Senior Center renovation project as. described on page 521 of the FY 2003 Adopted, Budget. Recommended City Council Motion Adopt the proposed resolution. R eviewed, bV Finance Director: Reviewed by City Attorney Date: Approved by-iCitv Manager: ��"' Date: �' ate: r, i Resolution of the City Council of the City of Petaluma Approving the Applicant to Apply for Grant Funds for the Per Capita Grant Program under the Safe Neighborhood Parks Clean Water, Clean Air, and Coastal Protection.Bond Act of 2000 WHEREAS, the people of the State of California have enacted the Per Capita Grant Program which provides funds to meet the urgent need for safe, open and accessible local park and recreational facilities for'increased recreational opportunities that provide positive alternatives to social problems; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the grant program, setting up necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the Applicant ':s Governing Body to certify by resolution the approval of the Applicant to apply for the Per Capita Allocation, and WHEREAS, the Applicant will enter into a contract with the State of California; NOW, THEREFORE; BE IT RESOLVED that the City Council of the City of Petaluma: 1. Approves the filing of an Application for local' assistance funds from the Per Capita Grant._Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000; and 2. Certifies that the Applicant has or will have sufficient funds to operate and maintain the prof ect(s); and 3. Certifies that the Applicant has reviewed understands and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 4. Appoints the City Manager as agent to conduct all negotiations, execute and submit all documents including, but not limited to.Applications, agreements, payment requests and so on, which may be necessary for the completion of the proj ect(s).
