5 (LAFCO) TO INITIATE PROCEEDINGS' FOR REORGANIZATION OF A 123 ACRE

9 PURSUANT TO THE CORT'ESE /KNOX LOCAL GOVERNMENT REORGANIZATION

13 WHEREAS, AFTER PUBLIC REVIEW AND INPUT, THE City Council adopted under
14 Resolution No.....N.C.S., the Mitigated Negative Declaration for the Rockridge Pointe Project;
15 and
16
17 WHEREAS, in order to implement the project it is necessary to annex property known as
18 Assessor's Parcel Numbers 020- 030 -037, 020- 030 -039, 020 - 030 -013, and 020 - 030 -015;

20 NOW, THEREFORE BE IT RESOLVED that pursuant to the Municipal Organization Act
21 (Government Code 35000 et. Seq.) the Petaluma City Council hereby supports application to the
22 Local Agency Formation Commission of Sonoma County for a proposed reorganization_ as
follows:
25 An Annexation of a 123 acre parcel known-as Assessor's Parcel Numbers 020 - 030 -37, 39 and a
26 4.45 acre parcel known as 020- 030 -013 and a 6 acre parcel known as 020 - 030 -015 to the
27 corporate boundaries of the'City'of Petaluma;

29 Said territory is developed with a single residence and associated outbuildings, and is comprised
30 of approximately 123 acres plus two additional parcels that are not subject to further
31 development, as described on the Rockridge Point Tentative Map.

33 BE IT FURTHER RESOLVED that the reasons for the requested reorganization are:

35 1. The property is contiguous to the City and is within the adopted Sphere of Influence and
36 General Plan.Urban Limit-Line of the City of Petaluma.
37 2. The City. hasp completed an environmental review process for the area culminated in the
38 approval of a Mitigated Negative Declaration.
39 3. The owner of said property initiated said annexation.
4o 4. By Ordinance Ito. NCS, the City of Petaluma has prezoned the affected property to
41 PUD, Planned Unit Development District.
42 5. The annexation. is consistent with the objectives and policies of the General Plan, as
43 documented in 'the ordinance to prezone the property and the Resolution approving the
44 Tentative Parcel Map for the Rockridge Pointe project.
6. This annexation will enable several provisions of the General Plan to be achieved,
including: orderly improvement of City infrastructure, preservation of the city's Urban

Limit Line, and preservation of County land use including residential and agricultural •
uses.
BE IT FURTHER RESOLVED that the requirements of the California Environmental Qua1i_ty
Act (CEQA) and its Guidelines lave been satisfied and thoroughly addressed in the Mitigated
Negative Declaration adopted by City Council Resolution No. N.C.S., on , and incorporated
herein by reference.
The City Clerk is hereby authorized and directed to file a certified copy of this resolution with
the Executive Officer of the Sonoma County Local Agency Formation Commission.
