Mayor David Glass and City Councilmembers City of Petaluma Re: Rockridge Pointe — Corrections to Conditions of.Approval' Dear Mr. Mayor and Councilmembers, We have reviewed the staff report prepared for the March 3, 20,03 City Council hearing and are in full agreement with Staff's analysis and' the.reconuriendations from the Planning Commission. Based an past discussions with the'Plartning Commission and 'staffwe respectfully:request, however, that at the hearing you incorporate the following changes to Attachment 12, Resolution Approving the Vesting Tentative _Map:. 1. The title of the Resolution 'and all other references within the Resolution should state that the approval is for a Tentative Subdivision Map. 2. Engineering Condition number 19 should be revised to require :installation of the sidewalk on the southwesteriy side of Windsor Drive. This request,is made fo avoid substantial retaining walls and.grading in proximity to the tributary that runs along Windsor Drive on. the northeasterly side of the street. All other Is improvements to the Roundabout, crosswalks, bike lane and curb /gutter will be installed per the language of'thc�condition. 3. Engineering Condition number 20 should be deleted. As discussed at the Planning Commission meeting, Western,Avenue along the project;frontage is under the jurisdiction of the County of.Sonoma. 4. Conditions 9.1,.92,'93; 94,103, and 10 should be deleted. Some of these conditions conflict with the discussion,and action by the Planning: Commission and others we have consistently requested be. removed. We believe that every effort has been made to meet both the intent and the spirit of the Petaluma General Plan and applicable development.regutations. In addition, we believe we have appropriately addressed concerns raised at the April, September and October Planning Commission meetings of last'year. February 20, 2003 Mayor David Glass and' City Councilmembers City of Petaluma Re: Rockridge Pointe — Additional Information for March 3rd Hearing Dear Mr. Mayor and Councilmembers, Since our last City Council.. hearing in March:,2002, we have been working with the Planning Commission and staff to prepare a development plan. for Rockridge Pointe that addresses all concerns raised through the public hearing process to the greatestaextent possible. The most significant project revisions include: 1. The overall grading has been reduced from 2754000 cubic yards to 80,000 cubic yards. 2. The house and lot sizes have been significantly reduced allowing for the dedication of 95 acres of open space acres more than the original plan) in addition to the provision of'a 2- acre'p4blicpark. 3. The 62 lot plan includes S,.different house plans with 2 -3 different architectural treatments proposed for each ,plan providing for.agreat variety within the project. ® 4. Pedestrian and Bike Paths have been better integrated into to the development plan. We believe that every effort has been made:,to meet both the intent and the spirit of the Petalurna General Plan and applicable development regulations. In addition, webe.lieve we have appropriately' addressed concerns raised at the April, September and October Planning Commission meetings of last year. Resolution approving a.mitigated negative declaration -for the project. 2. Resolution prezoning the property to PUD and approving the.PUD plan as submitted. 3. Resolution approving the Vesting Tentative Map as submitted. 4. Resolution approving.annezation of'th'e property andAwo properties adjacent, as requested and requesting LAFCO to act accordingly.
