GROWTH MANAGEMENT:
Not long ago,.I was Invited (along with many other architects) to. participate in a bran storminq
session to provide ideas'for development of the City of 5an p fael; This study Sought out a time period of
20 years. This attracted, some very - talented architects, 'Five. stadia lo�attons were selected, two groups
were formed for each 'location, Indudinq city{ planning staff mem6er5', This was conducted over two days, a
weep, apart, The experience w015 very rewarding and some great ideas come from this procedure.
The populatlon'pro)ected Increase for Petaluma 6y the year 2020 is.:a (11,800) a total
of 66,500, A large part of phis Increase is based on retaining and, attracting new high technology
6uslnesses
Some growth rate Improves the ability of the City to plan for services and facilities and to focus on
needed infrastructure: maintenance and Improvements in older parts of the cite.

p iphery of the City of Petaluma lays ad)acerrt sites that should 6e consider to 6e annex.
Hopefully to 6e develop with medium Income housinq,_that is;�housinq,for ".worklnq families" on larger
C 10,000 to 15 5ci, ft. lots, 3 to 4 6edroom homes, up to 3.000' k' n floor area. The lack of
sites for new development in the Cities of -5an P.afael and Navato.are pre55urinq the development for higher

architectural influence from both the riculture and / or the historic

Now, having said that, I would" everything possible to encourage maintaminq and / or altering (with
sensitivity) existing homes, especially ;€hose of obviou5 . architectural or historical significance, each' new home
owner, has their own style of'livinci and rsaufrements which will somewhat alter�the existIrq structures, This is
especially true for new buildings in existing neighborhoods; However, each arcMltectural,succeedlnq generation
should. 6e able to ex ress its deli n hilos h with ortunitles wherever the
p g p � y opp y present themselves, The
challenge, ( from planning) I think, is to 6rinq a6aut the best architectural scheme, ( site use, function and
design) not 6y telling a developer what item specifically to use, but 6y setting loose guide Ines, The
c{uestion'is; not one,af restraining ( the munic►pali•ty fees 15 sufficient) but how can we Induce the best
project Of course I would encourage new construction to 61end in' with .Its: neighbors, but again; I would
entertain,acceptance af'a project of the highest architectural standards 6uE not necessarily of "period"
