The developers would pay for construction and maintenance aw City of Petaluma, California REGULAR MEETING X85$ OF THE PETALUMA CITY COUNCIL 1 Draft City Council'Meeting�Minutes 2 Monday, Marcl 1'7; 2003 - 3:00 P.M. 3 Regular Meeting 4 5 ROLL CALL 6 7 Harris, Canevaro, Healy, Vice Mayor O'Brien, Mayor Glass, Torliatt, Moynihan 8 9 PLEDGE, OF ALLEGIANCE 10 11 Council Member Canevaro 12 13 AGENDA CHANGES AND DELETIONS 14 15 Council agreed to move the Closed Session items to the °end of the meeting. 16 ® 17 PRESENTATION 18 19 Mayor Glass presented an Arbor Day Proclamation, which was accepted by 20 Joseph Noriel, Chair of the Tree Advisory Committee. 21 22 CORRESPONDENCE 23 24 Mayor Glass read 'a letter from Jessica Vann Gardner, Executive Director of the 25 Petaluma Visitors Program, asking Council to send a letter to the California 26 Division .of Tourism in support of Petaluma's Visitors Center becoming a California 27 Welcome Center. Council agreed. 28 29 PUBLIC COMMENT 30 31 Bill Donahue .Sandalwood Mobile Home Park, Petaluma, spoke in support of 32 approving the agreement between the City and Sonoma County for 33 a drrii'histration of the Petaluma Mobile.Home Rent Stabilization Program. He also 3 °4 spoke�'abo'ut`the on -going struggles of mobile home owners. 35 36- Matf °White,. Basin Street Properties, Petaluma, presented his firm's proposal for a 37 Petaluma'' Town 'Center project, which will come before SPARC shortly. This is a 38 mixed -use project that would include a movie theater, retail space, housing, and • 39 a parking garage. The developers ask that the City fund the needed infrastructure 2 for the project, and that Council create a theater district in the downtown area. • 3 4 The Superb Seven, Petaluma, seven teen girls, spoke in support of a downtown 5 theater and Basin Street Properties' proposal. 6 7 Geoff Cartwright, Petaluma, spoke in opposition to development in the floodplain. 8 and Council's agreement at the February 24, 2003 Council Meeting 'to support 9 the Sonoma County Water Agency's (SCWA) recycled water policy. 10 11 Ronald Kinyon, ,Petaluma, Garden State Manufactured Homeowners League, 12 spoke regarding the Mobile Home Rent Stabilization Program. 13 14 COUNCIL COMMENT AND LIAISON REPORTS 15 16 Council Member Harris announced that there are now 110 people on the 17 waiting list for the 55 hangars to be built at the Petaluma Airport, each of whom 18 has deposited $400 to be placed 'on the list. Occupancy is planned for the 19 summer of 2004. He asked that the meeting be adjourned in memory of Daniel 20 Fager. 21 22 Council Member Canevaro attend the Every Fifteen Minutes program, and 23 thanked all the agencies involved. The program simulates a fatal drunk- driving 24 accident, and, gives teens that participate a "dose of reality" about the dangers • 25 of drinking and driving. 26 27 Mayor Glass added that the program was "shocking and very well done," and 28 said he would definitely want his daughter to participate in this program before 29 she, "got behind the wheel of a car." He described Basin Street ;Properties' 30 proposed project as a, "breath of fresh air," and an opportunity to provide 31 mixed use and vitalize the downtown area. He added the project would be, 32 "achievable, with the cooperation of the development community: Regarding 33 mobile home owners, he stated he is a, "strong, fair advocate" for them. 34 35. Council Member Healy thanked Matt White and Basin Street Properties for their 36 proposal for a "solid, realistic, and achievable project for downtown Petaluma." 37 He added it would be the first of many steps to help the downtown "achieve its 38 potential." 39 40 Vice Mayor O'Brien attended the Community Recognition Awards on Thursday, 41 .March 13. He thanked the Chamber of Commerce- and Arg,us- Courier, which co- 42 hosted the event. He asked for the City Manager and. City Attorney's help to 43 rezone Petaluma's mobile. home parks prior to the completion of the General 44 Plan. He would like to see an, injunction against the latest attempt on'the part of 45 the park owners to seek space rent increases. He asked to have the 'meeting 46 adjourned in memory of Marisa R. DeCarli. 47 • e March 17, 2003 Vol. XX, Page 3 j.� 1 Council Member Torliatt called the Basin Street Properties proposal, "very 2 exciting" and said she is looking forward to talking more about it. She is • 3 "extremely supportive." She noted that Council must first adopt the Central 4 Petaluma Specific Plan, which will allow them to approve projects of this 5 magnitude in the downtown area. 6 7 She noted that President Bush would be making an announcement at 5:00 p.m. 8 'regarding the situation with Iraq and asked to have the meeting adjourned in 9 honor of U.S. troops, who, "need our support." 10 11 Council Member Moynihan wished everyone Happy St. Patrick's Day. He would 12 like Council to discuss future establishment of a City of Petaluma employee 13 compensation policy at the March 24, 2003 Council Meeting. 14 15 CITY MANAGER COMMENTS 16 17 There were none. 18 19 1. March 3, 2003 - City Council /PCDC Joint Meeting 25 The following corrections were made: 26 Page 16, line 5, change "Savez" to "Savel." 27 Page 20, item B, amend minutes to include discussion regarding 28 location of parcels to be annexed. 29 Page 21, line 44, change "Mark" to "Marne." 30 Motion to approve minutes of March 3, 2003, as corrected. 31 M/S O'Brien /Healy. Approval of Proposed Agenda for Council's Regular Meeting of April 7 34 2003. 35 36 Council Member Torliatt asked the City Clerk to confirm the nature of the 37 Mayors' and Councilmembers' Association ABAG (Association of Bay 38 Area Governments) appointment. She did not think the appointment was 39 to the Executive Board. She also asked to have the appointment of an 40 alternate Local Agency Formation Commission (LAFCO) . representative 41 added to the agenda. Additionally, she would like to hear an update on 42 the City's negotiations to purchase the Frates /Martinelli property. 43 44 Motion to approve proposed agenda for April 7, 2003, as amended. NEW BUSINESS 13 14 A. Resolution No. 2003 -057 N.C.S. Authorizing Program Administration 15 Fees for the Mobile Home Park Space Rent Stabilization Program for 16 2003. (Gaebler) 17 18 Bonne Gaebler, Housing Administrator, presented the staff report. 19 20 Motion to adopt Resolution No. 2003 -057 N.C.S. M/S Healy /Torliatt. 21 CARRIED UNANIMOUSLY. 22 • 23 24 B. GENERAL PLAN 2004 -2025: Council discussion on the Economic Health Chapter of the Existing Conditions, Opportunities & 25 Challenges Report and Fiscal Analysis and the General Plan. (Tuft) 26 27 Pamela Tuft, Director of General Plan Administration, explained 28 that Council had indicated a desire to discuss the fiscal analysis 29 model being built for the General Plan. She introduced Roberta 30 Mundie and Suzanne Lambert of Roberta Mundie and Associates, 31 economic consultants. Ms. Mundie and Ms. Lambert spoke 32 regarding the fiscal condition of Petaluma within the broader 33 setting of the economy of Petaluma, as well as the discussion 34 paper that was distributed to the Council, and made available to 35 the public, regarding retail sales tax "leakage." 36 37 Public Comment 38 39 Onita Pellegrini, Chief Executive Officer of the Petaluma Area 40 Chamber of Commerce, reiterated the Chamber's offer to 41 contribute $5,000 toward an independent retail sales fax leakage 42 survey covering the Sausalito, San Rafael, and Novato areas as well 43 as Petaluma. 44 45 Geoff Cartwright, Petaluma, noting he was "rather fond of the word 46 leakage," stated that by building in the floodplain, the City would 47 be "subsidizing disasters, not the local economy. 48 Vol. XX, Page 6 March 17, 2003 1 Victor Chechanover, Petaluma, suggested the City mail a survey 2 with water bills to ask residents "what they want to buy and why • 3 they aren't buying it in Petaluma," instead of conducting an 4 analytical survey. He suggested the City also ask residents, "why 5 they moved to Petaluma - to shop or for the atmosphere." 6 7 Council discussion ensued regarding the following: 8 9 0 Council's interest in seeing leakage studies referred to this 10 evening, and in following up on the Petaluma Area 11 Chamber of Commerce's offer. 12 • Review of similar studies from other cities. 13 . Encouraging redevelopment. 14 0 Community Survey (Godbe Associates, 2002) 15 • Special- interest groups and comments voiced at workshops. 16 0 The need for the General Plan to identify future retail 17 locations for the entire City. 18 19 C. Consideration of Applicants and Possible Appointment to Vacancy 20 on Site Plan and Architectural Review Committee. (S.P.A.R.C.) 21 (Petersen) 22 23 Council directed the City Clerk to advertise this and other • 24 vacancies on City boards, commissions, and committees in the 25 Argus- Courier, with _a deadline for receipt of applications of April 26 25, 2003.
