HomeMy WebLinkAboutAgenda Bill 1.A 04/28/2003F • I MF ® The following draft recommendations accomplish the goals as defined in the CAC Mission Statement The recommendations are:. — Intended to incorporate the CAC's findings and to advocate a local `tax measure specifically for street improvements Inclusive of notes and observations collected during the course of the CAC's work and should receive specific attention or direction by the City Council 11 33 • Adopt and Implement CAC Street Rating Criteria • Draft and Implement. a City policy regarding application for Federal and State Grant Funding — Set a ,goal of $5M in Grants (2003 dollars) over next ten years • Establish Two Special Revenue Accounts — Account 4216 for Street Rehabilitation and Reconstruction Account #217 for Street Maintenance Appropriate entire amount of Refuse Vehicle Impact Fees to Account #217 — Street Maintenance — Estimated at $250;000 annually Transfer 50 ($1,089,,179) (2003, dollars) of General . Fund unreserved ;fund balance'to Account #216, — Street 'Rehabilitation and Reconstruction — Transfer to occur over the first five years — Adjusted for inflation 34 • Adopt and Implement CAC Spreadsheet — .Cost per square foot — Percentage of "quilting" for various levels- of repair — Proposed repair matched to PCI range • Appropriate entire amount of Gas Tax Subvention Funds 'to Account #217 Street Maintenance Currently at $1.1 Million annually ®. Transfer 50 ($3,005,246) (2003. dollars) of Traffic Mitigation unreserved fund balance to Account #216 - Street Rehabilitation and Reconstruction — Transfer to occur over the first five`years — Adjusted for inflation ® Draft and adopt'a written. City, policy on the following — Reconstruction, rehabilitation, and maintenance of older crowned West side streets — Preservation or reconstruction of West side granite curbs — Beneficial assessment plan for sidewalk repairs and reconstruction — Implementation of ADA sidewalk curb cuts at all intersections ® Adopt and support :a 15 -year tax measure as recommended by the CAC (ongoing) - CAC Recommendations on final presentation As soon as reasonably permissible, appoint a second citizen's advisory committee to draft and promote above tax measure Upon passager of a tax measure, appoint a third citizen's advisory committee to oversee implementation and completion of all recommendations noted herein 35 • Adopt the Facilities and Maintenance Department's updated street construction standards and retroactively. require aff approved but not permitted development, projects to comply with such standards • Revise development impact fees or implement new development impact fees that address residual maintenance or rehabilitation needs along temporary construction routes Paint or repaint:on- street .Class II bicycle lanes where existing or planned and stamp lanes according to `industry standards • Repaint or establish pedestrian crosswalks with special emphasis to create paired crosswalks at all locations , where only one exists now 36 Adopt a City policy to require all street_ improvement projects edge -grind and feather all street.overlays to the adjoining concrete gutter pan to promote pedestrian and bicycle safety , • Adopt a City policy regarding design standards and permitting requirements for all trenching of street surfaces by all public and private utility contractors
