2 RESOLUTION APPROVING THE PLANNED UNIT DEVELOPMENT PLAN FOR THE
3 PAMELA PLACE DEVELOPMENT FOR DEVELOPMENT OF 5 SINGLE FAMILY
4 RESIDENTIAL LOTS ON A 3.46 ACRE PARCEL LOCATED AT 911 SUNNY SLOPE
5 ROAD, WEST OF "I".STREET, APN 019-201-018

7 WHEREAS, the project site has been rezoned to Planned Unit Development District by
8 Ordinance No. 1982 N.C.S.; and
9
10 WHEREAS, by action taken on May 9, 1995, the Planning Commission considered and
11 forwarded a recommendation to the City Council to conditionally approve a Planned Unit
12 Development Plan for the Pamela Place Subdivision; and
13
14 WHEREAS, the City Council has found that this project is exempt from further review
15 pursuant to Section 15162 of the California Environmental Quality Act because a Final
16 EIR was prepared and certified in conjunction with the Sunnyslope
17 Annexation Area which included the project site.

19 NOW, THEREFORE, BE IT RESOLVED that the City Council hereby conditionally
20 approves the Planned Unit Development Plan as shown on the Development Plan dated
21 January, 1995, the landscape plans dated January, 1995 and the written PUD Design
22 Guidelines received April 27, 1995; all on file in the City of Petaluma Planning
23 Department, pursuant to Section 19A-504 of Zoning Ordinance 1072 N.C.S., as amended
24 based on the following findings and subject to the following conditions:

26 Rezoning and PUD Findings:

28 1. The Pamela Place PUD is proposed on property which has a suitable relationship to
29 one or more thoroughfares (Sunnyslope Road and "I" Street); and. that said
30 thoroughfares are adequate to carry any additional traffic generated by the
31 development.

1 2. The plan for the proposed Pamela Place development presents a unified and.
2 organized arrangement of buildings .and service facilities which are appropriate in
3 relation to adjacent or nearby properties and that adequate landscaping and/or
4 screening is included if necessary to insure compatibility.

6 3. The natural and scenic qualities of the site are protected, with adequate available
7 public and private spaces designated on the Planned Unit Development Plan.

9 4. The development of the subject property, in the manner proposed by the applicant,
10 will not be detrimental to the public welfare, will be in the best interests of the City
11 and will be in keeping with the general intent and spirit of the zoning regulation of
12 the City of Petaluma, with the City of Petaluma General Plan, and with any
13 applicable plans adopted by the City.

15 PUD Conditions:

17 1. Design Guidelines shall be subject to SPARC review and approval of Final Map
18 with particular emphasis on the following:
19
20 a. Quality and variety of architecture and use of exterior materials.
21 b. Fencing and private front yard landscaping.
22 c. Compatibility with the neighborhood.
23 d. Privacy.
24 e. On L,ot 5, in order to minimize grading, the house should be designed to
25 ,closely conform to the natural terrain of the site and kept as close to natural
26 grade as possible.

1 f. Avoidance and retention of significant trees.

3 2. Individual lot compliance with these Design Guidelines shall be subject to
4 administrative SPARC compliance.

6 3. All requirements of the Chief Building Official shall be met as follows:

8 a. Grading must be certified when completed to indicate compliance with
9 approved plans and will be required for occupancy.
10 b. Certify finished floor elevation before occupancy.
11 c. Soils with expansion index greater than 20 requires special design foundation
12 per Uniform Building Code 2904(b).
13 d. All roofing shall be "B" rated or better per Ordinance No. 1744/1988.
14 e. Indicate all utilities on site plan.
15 f. Responsible party to sign plans.
16 g. Submit soils report to verify foundation design.
17 h. Plans must show compliance to 199] UBC, UPC, UMC, and 1990 NEC.
18 Plans must also show compliance to current. Title 24 Energy Code.
19 i. Provide structural calculations for all non-conventional design items.
20 j. What happens to building sitting on property line between Lots 1 and 2?
21 k. Detail Swale and indicate how water turns 90°.
