5 RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO
6 THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY
7 DEVELOPMENT FOR FUNDING UNDER THE BUILDING EQUITY AND GROWTH
8 IN NEIGHBORHOODS PROGRAM (BEGIN); THE EXECUTION OF A STANDARD
9 AGREEMENT SELECTED FOR SUCH FUNDING AND ANY AMENDMENTS
10 THERETO: AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN
11 THE BEGIN PROGRAM

15 WHEREAS, the City of Petaluma, a political subdivision of the State of California, wishes
16 to apply for and receive an allocation of funds though the Building Equity and Growth in
17 Neighborhoods Program (hereinafter referred to as "BEGIN") and;
18
19 WHEREAS, the California Department of Housing and Community Development
20 (hereinafter referred to as the "Department") has issued a Notice of Funding Availability
21 for the BEGIN program and is authorized to approve funding allocations which will be
22 made available directly through the U.S. Department of Housing and Urban Development
23 (HUD) to be used for the purposes set forth in Title 11 of the Cranston-Gonzalez National
24 Affordable Housing Act of 1990, the implementing regulation set forth in Title 24 of the
25 Code of Federal Regulations, part 92, and Title 25 of the California Code of Regulations
26 commencing with section 8200; and

28 WHEREAS, the City of Petaluma wishes to submit an application to obtain from the
29 Department an allocation of BEGIN funds

31 NOW, THEREFORE, BE IT RESOLVED THAT the City of Petaluma shall submit to
32 the Department an application to participate in the BEGIN program in response to the
33 NOFA issued on April 4, 1995 which will request a funding allocation to assist first-time,
34 low income homebuyers at the Wisteria subdivision.

2 If the application for funding is approved, the City of Petaluma hereby agrees to use the
3 BEGIN funds for eligible activities in the manner presented in the application as approved
4 by the Department and in accordance with regulations cited above. It also may execute any
5 and all other instruments necessary or required by the Department or HUD for
6 participation in BEGIN.

8 The City of Petaluma authorizes the City Manager to execute in the name of the City, the
9 application, the Standard Agreement, and all other documents required by the Department
10 or HUD for participation in the BEGIN program, and any amendment thereto.
