5 RESOLUTION OF THE CITY COUNCIL
6 OF THE CITY OF PETALUMA
7 AUTHORIZED THE MAYOR TO SIGN THE
8 MEMORANDUM OF UNDERSTANDING REGARDING
9 THE COMPREHENSIVE SUBREGIONAL PLANNING PROJECT

13 WHEREAS, the County of Sonoma and the nine cities applied for and received a
14 $15,000 grant and technical assistance from the Association of Bay Area Governments;
15 and
16
17 WHEREAS, the grant will be used to undertake and complete a "Comprehensive
18 subregional Planning Project", and

2 o WHEREAS, the project contains the following objectives:

22 1) Comprehensively organizes the various locally adopted .planning goals
23 and policies that lend themselves to addressing subregional and regional
24 issues and problems.

2 6 2) Provides aconsensus-building forum to discuss and resolve identified
27 subregional issues and policies to address regionwide problems; and
28
2 9 3) Prepares alocally-generated subregional issues and policies document
30 for Sonoma County linked to ABAG's identified regional issues that can
3 1 be used for updates to general plans or for modificiation of
32 implementation ordinances and policies.

35 NOW, THEREFORE, BE IT RESOLVED, that the Mayor of the City of Petaluma is
3 6 hereby authorized to sign the attached Memoradum of Understanding prepared to
3 7 provide a framework for the cooperative effort of Sonoma County jurisdictions to
3 8 complete the project.

'2 MEMORANDUM OF UNDERSTANDING
3 BY AND AMONG SONOMA COUNTY AND THE CITIES OF
4 CLOVERDALE, COTATI; HEALDSBURG, PETALUMA, ROHNERT PARK,
5 SANTA ROSA, SEBASTOPOL, SONOMA, AND WINDSOR

7 WHEREAS, this Memorandum of Understanding is entered into by and among Sonoma
8 County and the cities of Cloverdale, Cotati, Healdsburg, Petaluma, Rohnert Park, Santa
9 Rosa, Sebastopol, Sonoma, and Windsor; and
10
11 WHEREAS, these jurisdictions define the Sonoma County Subregion for the purposes of
12 this program; and

14 WHEREAS, the purpose of the Memorandum of Understanding is to provide a framework
15 for the cooperative effort of Sonoma County jurisdictions to complete a Comprehensive
16 Subregional Planning Project for the Sonoma County Subregion; and

18 WHEREAS, the purpose of the Comprehensive Subregional Planning Project for the
19 Sonoma County Subregion is to undertake a planning process which respects the individual
20 characteristics and needs of the subregion while effectively addressing regional problems
21 which affect the area, including traffic congestion, air quality, job creation, and provision of
22 affordable housing; and

24 WHEREAS, the jurisdictions will work together to identify locally adopted planning goals
25 and policies which address subregional issues, provide a public forum to discuss and resolve
26 identified subregional issues, and prepare a subregional strategy with model goals and
27 policies for Sonoma County.

29 WHEREAS, the product of this work will be a written document containing the
30 subregional strategy. It will be a planning tool which can be integrated into local planning
31 undertaken by the jurisdictions, including revision of general plans and implementation of
32 ordinances and policies; and

34 WHEREAS, administration of the Comprehensive Subregional Planning Project for the
35 Sonoma County Subregion is delegated to the Planning Directors of Sonoma County and
36 its nine cities. This group will work cooperatively, sharing work tasks, in order to complete
37 the program by October 31, 1995; and

39 WHEREAS, the Memorandum of Understanding will terminate upon completion of the
40 program.

42 NOW, THEREFORE, BE IT RESOLVED that the following jurisdictions agree to this
43 Memorandum of Understanding.
